TB is one of the health priorities in Syria; the Global Fund project will support the National Tuberculosis Programme through a grant agreement between the Fund Management and UNDP Syria as a Principle Recipient (PR) of the fund. In its role as Principal Recipient, UNDP Syria is responsible for the financial and programmatic management of the GF grant as well as for the procurement of health and non-health products. In all areas of implementation, it provides capacity development services to sub-recipients and implementing partners.

The GF-TB grant will play an essential part for strengthening the TB monitoring and evaluation, which is a key priority in the project implementation.

Devoirs et responsabilités

Under the supervision of the Programme Manager the M&E officer is responsible for:

  • Review the existing M&E plan for the PR and develop a comprehensive M&E plan to ensure that objectives of the project are met;
  • Review the existing M&E plans for each sub-recipient (SR), approaches and tools for the implementation of the TFM and Round 10 GF project and assist in the development of a comprehensive M&E plan for each sub-recipient to ensure that core information needs of the project are met for the Project Management Team of the PR;
  • Ensure that in general project-monitoring arrangements comply with GF grant agreement and that the provisions of the Grant Agreement are fully observed in the design of the project M&E system;
  • Identify the capacity gaps of SRs in the field of M&E and recommend remedial actions;
  • Assist in the drafting of ToRs for Baseline, Mid-term and End of the Program Evaluations;
  • Prepare training programmes for Sub-Recipients (SRs) on the use of recommended reporting and monitoring formats and guidelines;
  • Develop a field monitoring plan based on agreed upon progress and target indicator sets and undertake ongoing field and desk monitoring of GF supported interventions of SRs;
  • Review periodic technical reports of SRs, provide appropriate analysis and advise on causes of potential risk in project implementation;
  • Prepare consolidation of periodic reports for submission to GF through LFA;
  • Participate in and contribute to Technical Working Group meetings;
  • Develop a dissemination plan to share reports and other information products with partners and stakeholders;
  • Undertake any other tasks as assigned by the Programme Manager for the overall Management, Supervision, Monitoring and Evaluation of the implementation of the project;
  • Develop a plan for data, acquisition, analysis and results reporting and provide training for SRs on data management;
  • Any other task as required.

Qualifications et expériences requises

Education:

  • A post graduate degree in Public Health/Health Sciences, Management, Business Administration or any related field.

Experience:       

  • At least 6 years of experience in managing field activities including M&E of interventions and results;
  • A basic understanding of health related issues;
  • Epidemiological literacy and skill in epidemiology surveillance;
  • Managed a project wherein systematic input, output and process data were collected, summarized and used to guide programmes;
  • Advanced computer literacy and experience in management information systems, (ICDL certificate is preferable);
  • Knowledge of recent developments in programme/project M&E;
  • Formal training in programme/project design and formulation, management and evaluation;
  • Knowledge on data management, acquisition, analysis and result reporting.

Language Requirements:

  • Advanced writing skills in Arabic and English.
