UNDP is a key partner to the GFATM (Global Fund to fight AIDS, Tuberculosis, and Malaria) and is the UN agency assuming the role of Principal Recipient of GFATM grants in selected countries. In its role as Principal Recipient, UNDP Syria is responsible for the financial and programmatic management of the GFATM grant as well as for the procurement of health and non-health products. In all areas of implementation, it provides capacity development services to sub-recipients and implementing partners.

Since procurement represents a major portion of expenditure for the GFATM grant, the UNDP Country Office is searching for a procurement officer with substantive experience in all phases of international procurement operations.

The Procurement Officer will be reporting to the National Programme Manager within the UNDP’s country office.  The Procurement Officer’s activities will include the supply chain management and capacity building of local partners.

Devoirs et responsabilités

Under the supervision of the Programme Manager the PSM officer is responsible for:

  • Updates quantification of health products;
  • Develops and update procurement plans including costing, scheduling and applicable procurement methods for GFATM approval and internal follow up of procurement and contracting activities;
  • Plans work assignments to ensure timely delivery of results;
  • Reviews specifications and terms of reference to ensure completeness, accuracy and compliance with quality standards;
  • Ensures proper tendering and bidding procedures, including submissions to the Local Contracts Committee and the Advisory Committee on Procurement, when needed;
  • Solicits and evaluates tenders to ensure overall competitiveness, quality and conformity to specified requirements;
  • Ensures compliance with GFATM/UNDP procurement guidelines;
  • Ensures that procured health products comply with international and national standards, as well as with GFATM quality assurance policy;
  • Coordinates timely delivery of goods and services;
  • Ensures efficient clearance of the goods upon arrival in country;
  • Updates the “Price & Quality Reporting” (PQR);
  • Monitors quality assurance along the supply chain of health products, including quality control activities;
  • Oversees correct in handling/ out handling, storage and inventory procedures;
  • Oversees the correctness of data in the warehouse inventory system;
  • Monitors distribution of health products to ensure that they reach end-users;
  • Monitors suppliers’ performance with respect to the quality and timely delivery of goods and services. Ensures quality review of submissions for the ACP;
  • Liaises with OLPS on all policy related matters regarding procurement;
  • Sources new suppliers and initiates new Long Term Agreements in close collaboration with OLPS;
  • Preparation of Purchase Order and contract in and outside Atlas. Buyers profile in Atlas;
  • Implementation of the internal control system which ensures that Purchase Orders are duly prepared and dispatched.  Timely corrective actions on POs with budget check errors and other problems;
  • Any other task as required.

Financial Management:

  • Oversees financial flows related to procurement. Ensures reconciliation between inventory and accounting system data;
  • Ensures correct and timely payment for services;
  • Monitors PSM plan annual and overall budget and expenditure;
  • Ensure communication with LFA and other GF entities and ensures responses and clarification.

Audit recommendations:

  • Ensures a close follow up of audit recommendations in the area of supply chain management;
  • Assists in the monitoring and resolution of audit recommendations on sub recipient;
  • Verifies how no cash policy is influencing supply chain and proposes management solutions.

Knowledge Management:

  • Disseminates best procurement and supply management practices on local level;
  • Customizes and develops procurement-related training material to contribute to capacity building at local level;
  • Shares experience/ best practices on the procurement network.

Qualifications et expériences requises

Education:

  • A post graduate degree in Public Health, pharmaceutical studies, management, business administration or any related field.

Experience:       

  • At least 6 years of experience in the field of national and/ or international procurement and supply management, preferably in the health sector;
  • A basic understanding of health related issues, especially HIV and TB;
  • International working experience (desirable);
  • Advanced computer literacy and experience in management information systems, (ICDL certificate is preferable).

Language Requirements:

  • Fluency in English and in Arabic.
