The Development Impact Advisory Team (DIAT) is a newly developed strategic think-tank of UNDP Malawi, providing strategic support and input to the Resident Coordinator’s office, while providing simultaneous quality assurance and content support to the two programme portfolios on the strategic relevance of the specific programmatic interventions. The team, while organized in a fluid advisory nature, will ensure that there is increased attention to development coordination and quality assurance in all UNDP’s engagements with the UN System and other Development Partners, as well as ensuring the quality of development assistance in general. The Development Impact Advisory Team will support development effectiveness at three levels – the national level, the UN/Development Partner level, and internally, within UNDP. It will also ensure that the National M&E Framework guides the monitoring and evaluation of all results and ongoing activities of UNDP and development partners.

Under the leadership of the Government, UNDP Malawi, through the DIAT, will support the alignment and harmonization of development assistance to the MGDS II and the Development Cooperation Strategy (DCS). It will also ensure that the National M&E Framework guides the monitoring and evaluation of development results for development partners and the UN System.

The Development Impact Portfolio will contain UNDP Malawi’s lead technical expertise in the areas of economic policy analysis, political economy analysis, development effectiveness and national development coordination, and advancements in Results-based Management and Monitoring and Evaluation. These functions, and associated resources, are positioned to create maximum synergy between UNDP and the UN System, as the RBM/M&E position directly supports the UNDP programme while also contributing to both UN and national levels of results-oriented development.

Post Context - Under the guidance of RC/RR and under the direct supervision of the Economics Advisor, the Economics Specialist is an integral part of the DIAT and advises Senior Management on macro economic policies and trends and relevant linkages to UNDP programmes in Malawi.

The Economics Specialist provides analysis for formulation of strategies and briefings to Senior Management. The Economics Specialist works closely with Government counterparts to identify alternative macroeconomic policy options and to enhance the policy impact of UNDP projects and programmes. The Economics Advisor monitors economic policy developments and advises the Economics Advisor, the Resident Representative and other members of the UNDP and its partners on policy issues.  He contributes to UNDP’s policy dialogue with the Government and donors.

The incumbent will contribute to the promotion and observation of the UNDP Gender Equality Strategy 2014-2017 particularly with regard to the mainstreaming of HIV and gender equality in all activities under her/his oversight. The Economics Specialist will work in close collaboration with the Programme Specialist for Policy Support in DIAT, particularly in the elaboration of baselines for quality assurance of ongoing activities of UNDP and development partners.

The Economics Specialist leads and supervises a team of UNDP experts, international and national consultants and project staff. The Economics Specialist maintains a network with colleagues from UNDP, UN Agencies, IFIs, Government officials, multi-lateral and bi-lateral donors and civil society.

Devoirs et responsabilités

Provides advice and support to UNDP management, programmes and projects focusing on achievement of the following results:

  • Compilation, analysis and interpretation of economic and statistical data, thorough research of the economic and development issues in the country and production of relevant reports aimed at promoting equitable economic growth and human development.
  • Provision of top quality analysis and substantive inputs to CCA, UNDAF, CPD, CPAP and other strategic documents;
  • Provision of authoritative advice on possible areas for UNDP support and adjustment of on-going programmes to ensure that UNDP programmes are in line with national policies and priorities;
  • Selection of strategic research topics, surveys and/or case studies;
  • Production and launch of economic reports, including National Human Development Reports;
  • Formulation and facilitation of UNDP inputs and CO support to national poverty reduction efforts in the context of PRSP and poverty monitoring, including of the MDG;
  • Direct participation in sub-regional, regional and inter-agency initiatives related to development issues;
  • Promotion and observation of the UNDP Gender Equality Strategy 2014-2017 particularly with regard to the mainstreaming of HIV and gender equality in all programmes and projects under her/his management.

Provides advice  to Government counterparts and facilitation of knowledge building focusing on achievement of the following results:

  • Facilitation of policy dialogue on economic issues with the Government, donors, civil society, private sector; contributions to development of policies as relevant;
  • Provision of policy options, particularly from pro-poor perspectives, on macroeconomic and development issues to governments and other development actors;
  • Sound contributions to knowledge networks and communities of practice through identification of best practices and lessons learned;
  • Assessment of the country’s macro-economic policies and their impact on poverty reduction, growth, equity, etc.
  • Training and capacity building support for UNDP staff and Government officials on economic issues.

Participates in the building of strategic partnerships and implementation of the resource mobilization strategy focusing on achievement of the following results:

  • Development of partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society areas based on strategic goals of UNDP, country needs and donors’ priorities;
  • Research and analysis of information on donors, preparation of substantive briefs on possible areas of cooperation;
  • Production of periodic updates and briefs on country development situation to be used by stakeholders, CO and HQ;
  • Undertaking of selected studies/research on emerging development concerns that feed into government/development partners processes.

Advocacy and promotion of awareness of UNDP’s mandate and mission focusing on achievement of the following results:

  • Policy advocacy for the Millennium Development Goals, Human Development and pro-poor and equitable economic growth by participating in relevant forums, conferences and trainings;
  • Production of high quality research papers for UNDP presentation at international workshops and conferences;
  • Support to monitoring progress and formulation of strategies towards the achievement of the Millennium Development Goals;
  • Management of events and publications on economic issues, including annual Global Human Development Reports launches in the country, advocacy of the main Reports findings among relevant Governmental agencies, civil society organizations and donors.

Qualifications et expériences requises

Education:

  • Master’s Degree in Economics.

Experience:

  • 7 years of relevant experience at the national or international level;
  • Extensive experience in research and policy-level analysis;
  • Experience in design, monitoring and evaluation of development projects;
  • Experience in the usage of computers and office software packages, experience in handling of web-based management systems and advanced programmes for statistical analysis of data.

Language:

  • Fluency in English and national language of the duty station;
  • Second UN language desirable.
