The United Nations Development Programme is the global development network of the United Nations system that is on the ground in 177 countries, with its Headquarters in New York, USA. Bureau of Management is a central Bureau tasked with the development of corporate strategies, policies, tools and systems in key cross-cutting management areas. Drawing on sound analytics and a risk-management approach, BoM supports the achievement of development results through management advice, innovative business solutions, and other corporate services in line with international best practices and evolving needs and expectations of development partners.  BoM also ensures policy adherence in operations management within UN Rules & Regulations, safeguarding UNDP’s accountability vis-à-vis Member States and other stakeholders.

The Directorate of BoM consists of a small team advising and supporting the Assistant Administrator/Director and Deputy Directors of BoM on a wide range of management issues with significant corporate implications. The Directorate is also responsible for integrating and coordinating activities of BoM Units. The Management Specialist is part of the Directorate and reports to the Management Advisor (Business Coordinator), with frequent contacts and assignments directly with the BOM Senior Managers.  The Management Specialist is central to the operational coordination and implementation of BOM Directorate work with its partners and clients.

Devoirs et responsabilités

Under the guidance and direct supervision of the Business Coordinator, provides advice on relevant management policy and programme implementation matters. In particular, the incumbent plays an active role in developing integrated BoM strategies, approaches, services and solutions, supporting BoM to work on shared results, and maximizing synergies within the Bureau.

Main responsibilities include:

  • Provision of integrated service delivery of management solutions;
  • Integration and planning;
  • Policy development and quality assurance;
  • Support to Management of Directorate.

Provision of integrated management solutions on BOM service delivery lines:

  • Strengthens BoM relationship with regional and central bureaus, country offices and other clients, enabling them to fully benefit from integrated holistic responsive management support services;
  • Provides management solutions on issues related to cross-cutting/complex services by BoM;
  • Coordinates with inter-agencies focal points on joint preparations for participation at UN-led global meetings  and UN Working Groups meetings with regards to management perspectives;
  • Provides substantive inputs related to the  effective collaboration among BoM service areas as well as with the Global Shared Service Centers (GSSCs);
  • Provides technical supports diagnosing complex operational issues and facilitates the formulation of integral solutions;
  • Actively engages the network of Bureau Operations Managers and maintain an understanding of Regional Bureaux, Central Bureaux, and Agency Services client strategic and operational needs;
  • Contributes to the  development of management strategies, polices and solutions on the delivery of combined services to UN agencies;
  • Conducts analysis and research on opportunities for improving effectiveness and efficiency using data and business analytics.

Policy development and quality assurance:

  • Constant monitoring, review, analysis and reporting on the  major trends and events across the UN System and advises BoM Directorate Management especially on impact to BOM integrated service delivery models;
  • Identifying holistic impact of new UN Rule or policy changes on BOM operations and services and recommending new solutions;
  • Prepares policies, procedures, position papers, guidance notes and project documents, especially on cross-cutting management issues;
  • Reviews, analyzes and quality assures key policy documents prepared by BoM Units before their submission to internal and external governance bodies. This includes submissions to the Executive Group (EG) and Organizational Performance Group (OPG).

Integration and planning:

  • Coordinates strategic planning processes in support of UNDP’s Organizational Efficiency and Effectiveness agenda, including the preparation of the BoM results frameworks and plans;
  • Analyzes components of new service delivery models and new client delivery requirements, identifying coordination issues, recommending solutions and working across various functional teams to assist in implementation;
  • Represents the BoM policy agenda in inter-bureau working mechanisms and negotiates and coordinates follow-up on specific deliverables with senior managers of BoM and other HQs units to ensure their quality and timely delivery;
  • Analyzes BoM clients’ needs and develops and implements innovative ways to deliver integrated services in line with corporate policies and the BoM service model;
  • Provides advice and guidance to BoM units on result-based management and corporate planning matters;
  • Develops key corporate initiatives in direct support of the Directorate.

Support to Management of Directorate:

  • Undertakes BOM-led  specific projects to meet outcomes of BOM service delivery areas in close coordination with respective management teams of other BOM units;
  • Performs the role of Manager Level 1 approver for all BoM Directorate projects;
  • Serves as designated focal point for corporate clearances which require thorough review, analysis and provides inputs and comments in cooperation with other cross functional units prior submission to BoM Senior Management for final clearance and approval;
  • Performs other duties, as assigned by the Chief, BOM Directorate and/or Business Coordinator.

Qualifications et expériences requises

Education:         

  • Master’s degree or advanced university degree in public administration, business administration, social sciences or other relevant degree.

Experience:       

  • Extensive working experience (minimum 7 years) progressively in leading programme support or  operational areas;
  • Experience in policy advisory roles internal to UNDP/UN system is an asset;
  • Experience in the field of development, at least part of which should be in the UN System;
  • Experience of country or regional office work is an asset;
  • Solid experience in the usage of computers and office software packages (Analytics and ERP systems, etc.) required.

Language:            

  • Proficiency in English; and
  • Knowledge of another UN Languages is an asset.
