Historique

The peace process between the Government of the Philippines (GPH) and the Moro Islamic Liberation Front (MILF) provides an unprecedented opportunity to improve peace, security and development in the Autonomous Region in Muslim Mindanao (ARMM) and surrounding areas. The Comprehensive Agreement on the Bangsamoro (CAB) signed by both parties in March 2014 establishes the path towards the establishment of a new autonomous political entity – the Bangsamoro – to replace the ARMM. The CAB also provides the opening for the rebuilding of communities and livelihoods affected by conflict, pursuing acceptable options for former combatants, restoring justice and harnessing private sector, civil society and development partners in addressing peace, security and development challenges.  It is hoped that the new entity will meet Moro aspirations to govern their own affairs, while laying the foundation for stronger institutions and better governance. 

The Bangsamoro Transition Commission (BTC) was established in December 2013 to draft a new basic law to establish the Bangsamoro entity; the draft Bangsamoro Basic Law (BBL) was submitted to the Philippine Congress in September 2014.  If passed and then ratified in a plebiscite, a Bangsamoro Transition Authority (BTA) will be appointed to govern ahead of elections in line with the national schedule in May 2016.  Currently the passage of the BBL faces severe challenges in Congress as an offshoot of the unfortunate incident in Mamasapano in January 2015, where 67 Filipinos lost their lives in an encounter between PNP Special Forces and BIFF and MILF fighters on the ground.  Public support for the establishment of the Bangsamoro needs to be harnessed and strengthened as Congress deliberates on the BBL before voting for or against the law on 11 June 2015.

An inclusive Basic Law to establish the Bangsamoro will provide an opening for improved governance in an area that has been beset with violence and weak institutions. At the same time, however, even if the Bangsamoro is established, there is no guarantee that it will lead to tangible improvements on the ground.   There is a high risk of a recurrence of violence in post-agreement scenarios.  And the main drivers of violence in Muslim Mindanao will remain: corruption, weak governance, clan-based rivalries, private armies, limited economic opportunities for youth and injustice.  

Against this context of long-term development challenges and a political transition, UNDP is supporting a range of activities to assist the transition to the Bangsamoro in the short-term, but also to tackle the factors that underlie violent conflict in Mindanao to build stronger foundations for sustainable peace.   Two of these key activities are the Facility for Advisory Services for Transition Capacities (FASTRAC) and the project Increasing Public Confidence and Participation in Support of the Bangsamoro Peace Agreement supported by the Peacebuilding Fund (PBF) of the United Nations.

The PBF project aims to support the implementation of the CAB with initiatives to reduce barriers to acceptance of the Agreement among key actors and populations.  Initiatives include, among others, support for public advocacy for the peace process; support for participatory political processes including formation of political parties and development of new democratic institutions and processes in the new Bangsamoro.  The Project duration is until 31 May 2016.

As part of its continuing support to the peace process and the transition to the Bangsamoro, UNDP will engage the services of a Project Associate to assist in the management and coordination of initiatives under the PBF project as outlined above.

Devoirs et responsabilités

Under the supervision of Crisis Prevention and Recovery Unit (CPRU) Team Leader of UNDP, the Project Associate will carry out the following tasks:

  • Provide quality technical and administrative support in the overall coordination and management of UNDP-supported projects to support public advocacy and political transition in Bangsamoro;
  • Contribute to the development and monitoring of Annual Work Plans (AWP), and identify and resolve issues on financial delivery towards the full and optimal utilization of project funds;
  • Assist the CPRU Team Leader in managing partnerships with peace and development stakeholders towards the effective, efficient and timely implementation of project activities;
  • Prepare terms of reference (TORs), contracts, procurement requests and other administrative documents needed in project implementation;
  • Assist in identifying project issues, challenges and risks and make appropriate recommendations;
  • Prepare progress monitoring reports, activity designs, briefing papers, technical reports, meeting documentation, situation updates, official correspondences, M&E documents, and other documentation as may be required in project implementation;
  • Organize and participate in workshops, needs assessments, consultations, planning sessions and provide technical inputs as maybe necessary;
  • Undertake communication assignments such as writing of articles, press releases, development of knowledge products and other related activities as necessary; and
  • Perform other tasks as may be assigned by the Supervisor.

Qualifications et expériences requises

Education:

  • University degree in political science, peace and conflict studies, social sciences or related field;
  • Specialized training in peace and development an advantage.

Experiences:

  • At least five years  working experience on peace, development and conflict issues in the Philippines;
  • Experience in project management for conflict-affected areas, an advantage;
  • Good knowledge of budget/financial management.

Language:

  • Fluent in English.
