In accordance with UNDP and GEF M&E policies and procedures, all full and medium-sized UNDP support GEF financed projects are required to undergo a terminal evaluation upon completion of implementation. These terms of reference (TOR) sets out the expectations for a Terminal Evaluation (TE) of the Sustainable Land and Ecosystem Management in Shifting Cultivation Areas of Nagaland for Ecological and Livelihood Security (PIMS 4073)

The project will contribute to the achievement of the following goal of the SLEM Programme: “To promote sustainable land management and use of biodiversity as well as maintain the capacity of ecosystems to deliver goods and services while taking account of climate change.” The project will contribute to this goal along with the other projects being developed under the Sustainable Land and Ecosystem Management Programme.

The project objective is: To develop, demonstrate and upscale sustainable land management practices for the conservation of jhum (shifting cultivation) lands in Nagaland through an ecosystem approach.

The project objective will be achieved through the following outcomes:

  • Outcome 1: The policy, regulatory and institutional environment supports the integration of sustainable land management practices on jhum lands;
  • Outcome 2: Options for improving the sustainability of jhum agroforestry systems are developed and demonstrated in selected project sites (70 villages spread over the 3 districts of Mon, Mokokchung and Wokha in Nagaland);
  • Outcome 3: Enhanced capacity to replicate the project’s policy reform and field-level experiences in other parts of Nagaland, as well as in other States of India, where shifting cultivation agroforestry systems are prevalent

Compétences

Functional Competencies:

  • Demonstrated skills and experience in conservation project implementation and management;
  • Knowledgeable on conservation institutions and projects in the country, conservation issues and priorities, and related policies and legislations particularly in relation to shifting cultivation;
  • The consultant should have experience and familiarity with assessments of policies, strategies and possess sufficient knowledge of land degradation and desertification issues at the national and local levels is necessary;
  • Previous experience with results-based monitoring and evaluation methodologies;
  • Knowledge of UNDP and GEF.

Core Competencies:

  • Demonstrates commitment to UNDP's mission, vision and values;
  • Displays cultural,  gender, religion, race, nationality and age sensitivity and adaptability;
  • Highest standards of integrity, discretion and loyalty.

Qualifications et expériences requises

Education:

  • Master’s degree in natural resources management, conservation and community development, and related fields.

Experience:

  • A minimum of 8 years of work experience in the relevant field is required.

Language:

  • Writing and communication will be in English, and he/she must have excellent communication skills in English.

Payment Schedule:

  • 10% on submission of agreed work plan;
  • 40% on submission and approval of the 1ST draft terminal evaluation report;
  • 50% on  submission and approval (UNDP-CO and UNDP RTA) of the final terminal evaluation report.

Documents to be submitted:

  • Updated CV with contact details of three references;
  • Financial proposal specifying per day consultancy fee;
  • Prior approved travel expenses will be reimbursed as per actuals in line with UNDP rules;
  • Proposed methodolodgy and timeline for undertaking the task.

Evaluation Criteria:

Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive.

Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

  • Technical Criteria weight - 70%;
  • Financial Criteria weight - 30%.

Evaluation Criteria:

  • Qualification of the Consultant: 20 Marks;
  • Relevant work Experience: 20 Marks;
  • Proposed Work Plan for undertaking the task: 20 Marks;
  • Time Line for completion of the Task: 10 Marks.
