Historique

The Philippines is located within the Coral Triangle, which is a global centre of marine diversity, with diverse coral reefs, sea grass beds, mangrove and beach forests, fisheries, invertebrates, seaweeds, and marine mammals. The Philippine waters have been identified as the “center of centers” of marine shorefish biodiversity because there is a higher concentration of species per unit area in the country than anywhere in Indonesia and Wallacea. The country has nine marine biodiversity corridors which were identified based on their position as transition areas between the marine biogeographic regions and their strategic importance as gateways for the exchange of propagules and energy.

The primary government response to protect this important biodiversity has been the establishment of marine protected areas or fish sanctuaries as mandated by the National Integrated Protected Areas System (NIPAS) and Fisheries Code. At present, there are only 33 MPAs under NIPAS which are government managed and 1,620  under Fisheries Code which are Local Government Unit (LGU) -managed. However, overfishing and illegal fishing, pollution from coastal and commercial development, conversion, extractive industries and many more continue to pose environmental threats to the country’s fragile coastal ecosystem. Despite the number of Marine Protected Areas (MPAs), both state and LGU-managed, it was assessed that its current spatial coverage of the MPAs was ineffective in improving species habitat to enhance fishery productivity and biodiversity. Similarly, effective MPA management is still hindered by inadequate bio-geographic representation and spatial coverage, insufficient and unpredictable funding levels for the long-term sustainability of MPAs and an MPA system; and weak institutional framework for the identification, establishment and management of a national marine PA system and incoherent policy frameworks, mandates and strategies amongst central and local actors that inhibit the sustainable management of marine resources on a seascape basis.

To address these barriers, the DENR, in partnership with BFAR and several CSOs, will implement a 5-year project entitled “Strengthening the Marine Protected Areas to Conserve Marine Key Biodiversity Areas” which aims to strengthen the conservation, protection and management of key marine biodiversity areas in the Philippines.

To ensure that the objectives under this Project are implemented accordingly, a project management unit will be set-up in BMB.  The PMU, which will be headed by a Project Manager will be assisted by technical staff. 

Devoirs et responsabilités

Under the overall guidance of the Biodiversity Management Bureau, the Planning/Monitoring and Evaluation Officer is expected to assist the Project Manager and the MPA Officers in-charge of each of the three Project Outcomes, in the implementation of the Project. The Planning/Monitoring and Evaluation Officer shall ensure that the M&E requirements of the Project are correctly done and in a timely manner. S/He shall responsible for cross cutting issues from the three major outcomes and capture the lessons generated by the Project as well as those by other experiences, and lead in the generation of knowledge products therefrom for the benefit of MPA and MPAN managers and policymakers.

Specific Functions:

The Planning/Monitoring and Evaluation Officer will have the following duties and responsibilities:

  • Provide technical expertise pertaining to Planning, M&E and Knowledge Management;
  • Introduce and develop Project Planning, M&E tools, modules, working papers and guidance notes for the effective implementation of the Project;
  • Provide technical support on M&E to project activities and responsible partners especially towards the development, the implementation, reporting and progress tracking of the Project Document and the Annual workplans (AWPs);
  • Assist the responsible partners in designing and implementing their M&E systems, ensuring in the process the synergized M&E implementation of all parts of the Project as well as implement substantive M&E system in order to harmonize output of the three Project components;
  • Substantively contribute to the institutional capacity building for planning, monitoring and evaluation, and develop relevant tools for monitoring and reporting activities in the project following UNDP guidelines;
  • Provide technical support to stakeholders working with the project;
  • Regularly conduct and analyze performance assessment tools (METT, Capacity Assessment, Sustainable Financing Assessment), and prescribe ways by which Project performance (national and sites) can be upgraded;
  • Document lessons learned and best practices of the Project (development, implementation, and oversight);
  • Raise awareness of Project Team on corporate strategic issues, plans and initiatives to maximize highest impact and effectiveness;
  • Access best practices in related international, national and local initiatives, share them with other local and national stakeholders and ensure their incorporation into the Project implementation process;
  • In coordination with the other specialists, design the establishment and maintenance of the Project’s data base and/or library;
  • In coordination with the IEC and Social Marketing Specialist, package and publish knowledge products for the consumption of the Project and its partners at the national and local levels and for wider distribution;
  • In coordination with the Institutional Development, Capacity Building, Social Development and Gender Specialist, design, prepare modules and conduct capacity and capability-building activities on M&E and Knowledge Management for the Project and its stakeholders;
  • Contribute in the preparation of technical and financial reports to UNDP; recommending appropriate measures for enhancement of project efficiency and effectiveness and endorsing the same to the NPD for review/integration and eventual presentation to the project board and other stakeholders;
  • Review and consolidation of quarterly and annual Progress reports submitted by the responsible partners and MPA Officers responsible for each Project component;
  • Prepare project’s reportorial requirements to UNDP including work plans and progress reports;
  • Review and provide feedback to programmes on the quality of methodologies established to collect monitoring data, and document the protocols that are in place for the collection and aggregation of this data;
  • Establish an effective system for assessing the validity of monitoring and evaluation data through a review of activities/installations, completed monitoring forms/databases, and a review of aggregate level statistics reported.

Financial Management:

  • Help ensure judicious use of project funds;
  • Help ensure that the project funds are used effectively and efficiently to deliver the expected project outcomes and outputs;
  • Assist the PM in the mobilization of co-financing for the project;
  • Perform other functions as assigned by the Project Manager and/or National Programme Director.

  • Essential skills in the field of environmental management/protection and biodiversity conservation particularly on coastal and marine biodiversity;

  • Good knowledge of Marine Protected Area establishment & management;
  • Proficiency in current software applications.

Qualifications et expériences requises

Education: 

  • Master’s or Bachelor’s degree in the field of Environmental Planning and Management, Environment and Natural Resource Management, Development Management and/or other related social science field.

Experience:                         

  • At least 5-7 years of combined relevant experience in development work, coastal and marine conservation and natural resource management-related projects;
  • At least 5 years Program/project management, monitoring and evaluation including preferably in national and/or regional (multi-country) projects and foreign-assisted projects;
  • Working experience with government agencies, NGOs, and private sector in the Philippines;
  • Experienced in coordinating stakeholder consultations, workshops and conferences;
  • Previous working experience with a UN agency an asset;
  • Knowledge of UN policies and practices is an asset.

Language:

  • Fluency in English and the national language.
