Historique

Lebanon is subject to a wide range of natural hazards, the biggest threat being of a severe earthquake and/or an associated Tsunami. Smaller-scale disasters which the country also faces include floods, forest fires, land-slides and drought.

Accordingly, In May 2009, UNDP and the Lebanese Government represented by the Prime Minister signed a project document on “Strengthening Disaster Risk Management Capacities in Lebanon”. The project aims to help the Lebanese Government develop its disaster management and corresponding risk reduction strategy.

Recent events, such as the Haiti Earthquake (January, 2010), the Ethiopian Airlines airplane crash (February, 2010) as well as recurring earthquakes in the South of Lebanon have prompted both internal and external focus on disaster risk reduction.

In order to achieve its outcome “mainstreaming disaster preparedness and management in national development framework strategies in Lebanon”, the project needed to evolve through two main phases to provide a stable platform for future developments.

In Phase I (2010-2011-2012), the focus was on initiating a framework at the National level as part of the following outputs:

  • Disaster Risk Reduction and Management Unit Established;
  • National DRR strategy and systems developed and implemented;
  • Building National capacities at central and regional levels;
  • Public Awareness on DRR raised;
  • Gender Equality initiatives integrated into DRR Institutional framework and Regional and Local Plans.

Phase II (2013-2014-2015), on the other hand, consists of finalizing the work previously done in addition to targeting sectoral and local levels with a particular concentration on capacity building focusing on highly vulnerable groups as part of the following outputs:

  • Institutional mechanisms for DRM established with sufficient capacities to increase national resilience against disaster risks;
  • DRR considerations integrated into development planning of critical economic and social sectors to reduce vulnerability of development infrastructure and assets;
  • Local and community capacity for disaster risk reduction enhanced to reduce losses to life and property;
  • Under the overall guidance of the National Focal Point and the direct supervision of the Project Manager, the consultant will perform tasks as specified in the present ToR.

Devoirs et responsabilités

Under the supervision and guidance of the “Strengthening Disaster Risk Management Capacities in Lebanon” Project Manager, the consultant will perform the following tasks:

  • Develop the response plans for the following areas: Mouhafaza of Mount Lebanon, Mouhafaza of Bekaa and Caza of Aley;
  • The response plans for each area should be in line with the National Response Plan (NRP) for which the consultant will be thoroughly briefed by the project manager upon signature of contract. The objective of the required response plans is to provide a guide to prepare for, and respond to, major emergencies and disasters which may potentially affect the Mouhafaza/Caza while ensuring a coordinated effort among concerned government agencies and stakeholders in line with the NRP;
  • Theses response plans also serve in building the capacities of concerned agencies who will be gathered within a crisis committee, enabling them to prepare, respond and manage disasters according to their roles and responsibilities at the Mouhafaza/Caza level and coordinate with sector and national authorities in accordance with the National Response Plan;
  • Provide field, technical and logistical support to the Disaster Risk Management project team in the development and implementation of table top exercises based on crisis/disaster scenarios (to test the efficiency of the related response plans and crisis management centers) in Mouhafaza of Mount Lebanon, Mouhafaza of Bekaa and Caza of Aley.

  • Prior experience working with government institutions;
  • Proven analytical and writing skills;
  • Ability to work independently as well as in a multi-cultural team;
  • Good computer skills;
  • Proven ability to produce results within tight deadlines;
  • Good knowledge of the Lebanese political and social context.

Qualifications et expériences requises

Education:

  • Holds a university degree (Bachelor or equivalent) in a relevant field in social sciences, disaster management, development, sociology;

Experience:

  • A minimum of 5 years of relevant experience, preferably in the area of contingency planning, disaster response and management, strategic planning;
  • Previous experience in preparedness, response and recovery to disasters in Lebanon including resource planning;

Languages:

  • Fluent in Arabic, English; and
  • French is an asset.
