UNDP has been at the forefront globally and at country levels to support national responses to HIV & AIDS together with other development partners and UN Agencies. In Somalia, UNDP has been actively involved in the HIV & AIDS response since 2004. UNDP’s main focus is to help countries put HIV & AIDS at the centre of national development; build national capacities of government at all levels, as well as work closely with the media and civil society organizations which include People Living with HIV & AIDS (PLHA) and religious leaders, to support a coordinated and effective response to the HIV epidemic.

In 2014, UNDP and other UN Agencies assisted the Somali authorities to develop a new HIV Strategic Plan for the period 2015-2019 (NSP 2015-2019). This formed the basis for Somalia’s proposal to the Global Fund, who have agreed to part fund the HIV National Strategic Plan for the period 2015 to 2017. To compliment this, Somalia has also developed an M&E plan with a costed action plan. M&E is a vital part of the new HIV strategy, as M & E is important to track progress and to generate strategic information to inform planning. One important component of a functional M&E system is the human resources that need to have the capacity to implement the M&E plan.

Currently, there are Monitoring and Evaluation officers in the AIDS Commissions and the Ministries of Health who are working on HIV and AIDS M&E. However, the current rate of timely reporting is 46% and often reports are weak and not complete.

In order to improve the quality of HIV and AIDS M&E, UNDP wishes to hire a consultant to carry out hands on training for M &E officers in government and civil society HIV implementers on data collection, collation, analytical summarization, report writing and dissemination, to help ensure that the M & E Plan developed to support the NSP is put into action. It is also important to train the AIDS Executive Directors and HIV program managers on data utilization and the demand for HIV and AIDS information so that a culture of evidence HIV planning and implementation which is evidence based is evolves.

Purpose and Objectives of the assignment

Rationale for the assignment:
The overall purpose of this assignment is to strengthen the capacity of HIV and AIDS M&E in Somalia

Specific objectives for this assignment will include the following:

  • Review and revise the database developed by UNICEF to report on all key HIV indicators. This review will be undertaken taking into account that a few key HIV indicators will be integrated into the HMIS database, so as not to create parallel M &E systems. However, due to limitations in the number of HIV indicators that can be integrated into the HMIS, and the necessity for the AIDS Commissions (that report directly to the President) to report on a range of other key indicators, including BCC, UNGASS and UBRAF indicators, the Consultant will review and update the data base developed by UNICEF, to support the thee AIDS Commissions to capture all the necessary data for HIV, to report to donors accordingly and to compliment the HMIS database;
  • Train approximately 15 M&E officers and 21 implementers on data collection, collation, analytical summarization, report writing and dissemination;
  • Train 3 AIDS Commission Executive Directors and 3 HIV Programme Managers in the Ministry of Health on data utilization and the demand for HIV and AIDS information;
  • Familiarise M&E officers, AIDS Commission Executive Directors and HIV Program Managers in the Ministry of Health in the Ministry of Health on the with HIV and AIDS database, HMIS and Global Fund data collection tools, so that they feel comfortable to use them on a regular basis.

Scope of work

Methodology:

A consultant will be hired for a total of 15 days to provide the necessary capacity building outlined above.  She/he will first review and update the existing HIV M&E database taking into account recent changes recommended in the National HIV M&E plan 2015-2019. The database will have to be compatible with DHIS2 that is planned for the HMIS so as to allow easy integration.

His/her tasks will include the following:

  • Desk review of the HMIS, the National HIV M&E plan, GF Performance Framework and HIV database developed by UNICEF. An inception report will be prepared after the desk review outlining a full proposal for the assignment;
  • Preparation of inception report as well as training programme and materials. Updating existing HIV and AIDS database with all the necessary key HIV indicators;
  • Training of M&E Officers, AIDS Commission Executive Directors and HIV program managers in Ministry of Health (5 days). The training will be geared towards the objectives of the assignment with practical hands on tuition with illustrated examples;
  • Adapt the Routine Data Quality Assurance Tool (RDAT) for use in Somalia and train M&E officers on its application;
  • Preparation of report of consultancy detailing achievements, challenges and recommendations .

Monitoring and Progress controls

Management, Organization and Timeframe:

  • Management – The consultant will work in close collaboration with UNDP, UNAIDS Country Director, UNICEF (Principal Recipient for the Global Fund) and all HIV partners in Somalia;
  • Organisation: The consultant will be expected to plan all trips to Somalia in collaboration with UNDP and the three AIDS Commissions in Somalia. The consultant will travel to Hargeisa, Garowe and Mogadishu (if security permits) and also spend time in Nairobi to consult with Nairobi-based stakeholders, including UN partners;
  • Timeframe – This assignment is for 15 days in total (June 2015).

Deliverables

The contractual partner will be expected to deliver:

  • Inception report;
  • Revised HIV and AIDS database agreed with all partners, that includes all key HIV indicators and all partners taught how to use it;
  • Agenda and training report from 5 day M & E training, highlighting achievements, challenges and recommendations;
  • Routine Data Quality Assurance Tool customized for use in Somalia HIV and AIDS programmes;
  • Six monthly summary reports of key HIV indicators shared for each region (January – June 2015);
  • Final Consultancy report shared.

Review/approval time:

  • The Consultant will be expected to carry out all visits and training in Somalia in June 2015 and ensure the assignment is completed by 30th June 2015 at the latest.

Qualifications et expériences requises

Education:

  • At least a Bachelors and Masters degree in relevant subjects. For example, in Public Health, graduate degree in medicine, demography, statistics, epidemiology or a related field.

Experience:

  • Minimum of 4 years relevant work experience in HIV/AIDS, working at an international policy and Strategic level;
  • At least 4 years’ experience in M&E, including experience in providing M & E training to partners;
  • Knowledge and experience in monitoring and evaluation of HIV programmes in developing countries;
  • Previous experience working in disrupted health systems or fragile states;
  • Somalia specific experience will be an added advantage;
  • Should have HIV programmatic knowledge and skills.
