UNDP helps countries strengthen their capacity to address development challenges at the global, national and community levels, seeking out and sharing best practices, providing innovative policy advice and linking partners to help poor people build sustainable livelihoods. The “Changing with the World: UNDP Strategic Plan 2014-2017” outlines three major areas of work: Sustainable Development Pathways, Inclusive and Effective Governance; and Resilience-Building. The plan emphasizes the need for dealing with development challenges in an integrated manner, tackling the connected issues of poverty, inequality and exclusion while transforming productive capacities, avoiding the irreversible depletion of social and natural capital, and lowering risks arising from shocks.

The Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP’s Strategic Plan. BPPS’s staff provides technical advice to Country Offices; advocates for UNDP corporate messages, represents UNDP at multi-stakeholder fora including public-private dialogues, government and civil society dialogues, South-South and Triangular cooperation initiatives, and engages in UN inter-agency coordination in specific thematic areas.  BPPS works closely with UNDP’s Crisis Response Unit (CRU) to support emergency and crisis response. BPPS ensures that issues of risk are fully integrated into UNDP’s development programmes. BPPS assists UNDP and partners to achieve higher quality development results through an integrated approach that links results based management and performance monitoring with more effective and new ways of working.  BPPS supports UNDP and partners to be more innovative, knowledge and data driven including in its programme support efforts.

The Sustainable Development Cluster (SDC) consists of four areas: (i) Development Planning and Inclusive Sustainable Growth, (ii) Livelihoods and economic recovery, and (iii) Natural Capital and Environment. The SDC also includes the UNDP-Global Environment Facility Unit and the Montreal Protocol Unit, and works closely with the UNDP Global Policy Centers in Nairobi, Seoul, Rio, and Istanbul The mandate of the Nairobi-based Global Policy Centre for Resilient Ecosystems and Desertification (GPC-RED) was expanded to focus on strengthening the linkages between environmental sustainability and human development and resilience, to particularly contribute to improving the sustainable management of natural capital (biodiversity, land and ecosystem services as well as renewable resources) in support of expanded employment and livelihoods opportunities in line with UNDP’s Strategic Plan priorities. The Centre also assumed the co-management of the Poverty Environment Initiative (PEI) of which UNDP is the Managing Agent.

The PEI of the United Nations Development Programme (UNDP) and the United Nations Environment Programme (UNEP) is a global programme that supports country-led efforts to mainstream poverty-environment linkages into national development and sub-national development planning, from policymaking to budgeting, implementation and monitoring. With both financial and technical support, PEI assists government decision-makers and a wide range of other stakeholders to manage the environment in a way that improves livelihoods and leads to sustainable growth. The PEI works with key government partners to raise awareness, influence policy making and strengthen the mainstreaming of poverty-environment into budget processes, sector programmes and sub-national planning. The overall aim is to bring about lasting institutional change and to catalyze key actors to increase investment in pro-poor environmental and natural resource management.

The ProgrammeManagement Specialist based in the Poverty-Environment Facility (PEF) in Nairobi, Kenya, will support the PEI Co-Directors, PEF colleagues, regional UNDP/UNEP teams in Nairobi, Bangkok, Panama, Geneva and Istanbul with the provision of strategic management, operational and programmatic support, and information exchange to strengthen regional and country operations, and facilitate the overall implementation of the PEI global programme as part of the overall poverty-environment mainstreaming process.

The primary responsibility of the Programme Management Specialist will be to coordinate operations of the PEI Phase 2013-2017, under the direction of the Co-Directors, by liaising and supporting Regional Teams

to implement their Regional Implementation Strategies and managing the PEF. The Programme/ Operations Specialist will function as the Secretariat for the PEI Joint Management Board, and provide strategic management advice from an operational programme management perspective.  S/he will be the first point of contact between regional teams and the PEF in Nairobi, and will be responsible for ensuring efficient information exchange between the Facility and the Regional Teams, S/he will ensure that teams are supplied with technical and operational support and information relating to project cycle management (planning, budgeting, monitoring and reporting). S/he will coordinate the provision of short term technical assistance through partnerships and procurement in response to needs identified by Regional teams and the PEF.

Secondly, the Programme Management Specialist will have a significant monitoring and evaluation role in ensuring that adequate guidance and feedback is provided to Regional Teams on a regular basis to ensure that information on progress, results and impact are generated at country, regional and global levels. This role is essential to enable effective and efficient reporting and communication on P-E mainstreaming results and impact in accordance with the PEI Phase 213-2017 Programme Document, workplans and UNDP project cycle management systems (e.g. ATLAS). S/he will ensure that related information and lessons learned in the regions are collected and analyzed for global use.

Thirdly, the Programme Management Specialist will work closely with the GPC-RED Director to source necessary substantive support required by the PEI/PEF from UNDP and ensure that PEI programme results are duly shared with GPC-RED and PEI experience and lessons learned feed into UNDP’s corporate programmes and policy research agenda in support of the implementation of UNDP’s Strategic Plan. In addition, s/he will support the substantive partnership between PEI and other UNDP programmes and PEI’s increasing engagement on green economy technical issues (with an emphasis to work on the mainstreaming elements of green economy), including engagement on inter-agency PAGE work and PEI’s role in SDG implementation. S/he will support the operations of GPC-RED and work with other UNDP GPC’s as necessary. The Programme Management Specialist will promote and support south-south exchanges between regional teams and partners.

 The Programme Management Specialist will need excellent and flexible management skills to deal with complex inter-agency teams including senior managers at a higher grade. S/he will be supervised by the UNDP Co-Director, and report to the UNEP Co-Director for day-to-day programme and operational matters and to the UNDP Co-Director on issues relating to UNDP.  S/he will supervise the UNDP PEF Programme Associate and work in close collaboration with the UNDP GPC-RED team as well as UNEP and UNDP PEF colleagues in Nairobi and the PEI regional teams.

Summary of Key Functions:

Ensure effective programme and operations management support services for the PEI Phase 2013-2017:

  • Provide the Joint Management Board (JMB) and Co-Directors with programme management advise based on financial and other relevant project data;
  • Ensure the effective and efficient operations of the PEI 2013-2017 programme at regional and global levels, including management advice to regional teams, budget allocation and expenditure monitoring; and financial management through Atlas.
  • Manage the operations of the PEF under the supervision of the Co-Directors;
  • Coordinate quarterly, bi-annual and annual work-planning and budgeting by regional teams and the PEF;
  • Coordinate the financial management (contributions management, budgeting & programming of resources, expenditure management) of the PEI Programme in close liaison with the Co-Directors, and GPC-RED staff;
  • Take the lead on operational matters related to inter-agency fund transfers and reporting, inclusive of pooling of funding from UNEP to UNDP, as well as inter-agency fund transfers from UNDP to UNEP (based on annual LoA);
  • Ensure efficient procurement and logistical services management in support of the PEI/PEF, including procuring of equipment, hiring of consultants, goods and services in accordance with UNDP rules and regulations;
  • Provide guidance to regional teams, the PEF, Regional and Country Offices on financial/operations management and programming processes and procedures in close liaison with the GPC-RED staff;
  • Assess business requirements to strengthen PEI programme and operations effectiveness and efficiency;  develop and implement relevant guidance, tools, and learning modules;
  • Function as the Secretariat of the Joint Management Board;
  • Participate in regional steering committees and engage in work sessions centered on programme results-based planning for Poverty-Environment mainstreaming, budgeting, staffing and monitoring.
  • Carry out any additional tasks required in the context of strategic planning, programme and operations management support while taking into account changes in the operating environment as and when needed.

Ensure effective implementation and management of Monitoring and Evaluation (M&E) systems and provide guidance on Impact Monitoring:

  • Provide guidance on M&E systems and regular technical support to PEI offices in fulfilling monitoring and reporting requirements;
  • Strengthen the monitoring functions by implementing corporate policies and tools and lead on identifying impact assessment methodologies and the systems to be put in place for effective monitoring of PEI results and assessing impact of PE mainstreaming interventions on the ground;
  • Provide guidance to the regional teams on impact monitoring and facilitate exchange of best practices;
  • Contribute to the design and implementation of capacity building training activities with regional and country offices to enhance skills and knowledge in M&E, results based management, results based budgeting, PE mainstreaming impact assessment and PEI results monitoring and systematic quality assurance;
  • Provide technical support to corporate annual reporting and review processes including the dissemination of feedback and lessons drawn from said processes to inform strengthened programming.
  • Share PE impact assessment and monitoring findings with GPC-RED staff and help strengthen overall GPC-RED mechanisms in this area in support of the Center’s global policy research agenda;
  • Analyze PE mainstreaming results and impact assessment data in programmatic areas across regions.
  • Based on information reported in the annual reports submitted by PEI Regional Offices and the PEF, analyze and provide strategic feedback to the PEI Management on key trends and patterns that will highlight achievements and strengthened performance and implementation challenges to be addressed;
  • Collaborate in the design of the annual financial reporting process on joint programme progress;
  • Undertake Results Oriented Annual Report (ROAR)/Integrated Workplan (IWP) reporting, with links to supporting overall GPC-RED reporting;
  • Facilitate and organize any monitoring and evaluation exercises as required or requested by the Co-Directors and the Joint Management Board;
  • Prepare management responses, highlighting areas needing special attention.

Provide support to GPC-RED on PEI substantive focus areas and facilitate partnerships:

  • Work closely with the GPC-RED Director to source substantive support required by the PEI/PEF from UNDP
  • Ensure that PEI programme results, experiences and lessons learned are shared with GPC-RED and feed into UNDP’s corporate programmes and policy research agenda;
  • Coordinate the exchange of information and substantive work on selected topics among regional teams; enhancing mutual learning and cross-fertilization of knowledge and experience;
  • Promote and support south-south exchanges between regional teams and partners;
  • Support the substantive partnership between PEI and other UNDP programmes and PEI’s increasing engagement on green economy technical issues (with an emphasis to work on the mainstreaming elements of green economy), including engagement on inter-agency PAGE work and PEI’s role in SDG implementation;

Qualifications et expériences requises

Education:

  • Advanced university degree (Master’s or equivalent) in development studies, economics, business administration, social sciences, monitoring and evaluation or related disciplines.

Experience:

  • 7 years of relevant experience at the national and/or international level in providing operations and programme management advisory services, including managing staff and operational systems, and coordination between headquarters, regional teams and country offices;
  • Of which a minimum of 2 years’ experience in programme/project formulation, particularly in M&E systems, results based management, analysis, impact monitoring and evaluation;
  • Experience in handling of web based management systems and ERP systems particularly Atlas and related UNDP management tools desirable;
  • UNDP country office experience is an asset;
  • Experience in the usage of computers and office software packages.

Language:

  • Fluency in oral and written English;
