Tanzania is one of the countries that continue to suffer from the adverse impacts of climate change and related hazards. Climate change poses serious risks to Tanzania’s development, poverty reduction efforts and to the economic and social fabric of the country. In the last 40 years for instance, Tanzania has experienced severe and recurring droughts with devastating effects to agricultural, water and energy sectors among others. Tanzania’s ability to address the current and projected impacts of climate change is hindered by a number of factors including inadequate institutional arrangements, inadequate financial resources, insufficient technological capacities, low awareness and inadequate climate change information management.

The Government of United Republic of Tanzania through the Vice President’s Office - Division of Environment in collaboration with the United Nations Development Programme (UNDP), and with funding from European Union and the governments of Germany and Australia has launched a Low Emission Capacity Building (LECB) Project.

The LECB Project focuses on strengthening Tanzania`s technical and institutional capacity in the development of national Greenhouse Gas (GHG) Inventory System and Nationally Appropriate Mitigation Actions (NAMAs) and their associated Measuring, Reporting and Verification Systems. The project will develop up to three NAMAs that have sustainable development co-benefits such as increased clean energy generation and access, new technology investment opportunities, improved health, increased employment opportunities and overall economic growth and poverty reduction that contribute to sustainable development.

In the view of the above, Vice President’s Office is seeking to engage consultancy services to provide technical expertise in designing a National Inventory System in the priority sectors identified in the project document and support relevant project activities that are in line with GHG inventory systems.

The following three priority areas to be addressed were identified through stakeholder’s consultation:

  • Establishment of a robust national system for preparation of GHG emission inventories;
  • Formulation of three NAMA concepts in the energy and transport sectors within the context of national development priorities, including the associated MRV systems;
  • Strengthening national policy, legal and institutional framework for low emission development strategy (LEDS)

The objective of this assignment is to design a Sustainable National GHGs Inventory System that will strengthen Tanzania capacity in preparation of National Communications and Bi-annual update reports under UNFCCC.

Qualifications et expériences requises

Education:

  • Advanced degree (Master’s or higher) in areas relevant to climate change, environment and energy.

 Experience:

  • A minimum of 7 years of professional experience in National GHG Inventories, particularly in the priority sectors identified under the scope of this assignment;
  • Substantial knowledge of methodologies for GHGs inventories (IPCC Revised 1996 Guidelines and 2006 Guidelines and Good Practice Guidance);
  • High level of understanding and proven experience on current global and national climate change issues;
  • Good understanding of methodologies for gender inclusion in GHG’s reporting and documentation;
  • Strong organizational skills, with strong experience in organizing and facilitating meetings, workshops and writing reports;
  • Ability to work in close coordination with government;
  • Excellent analytical skills, including experience synthesizing clear, actionable insights from a large volume of documents;
  • Superior writing and communication skills;
  • Knowledge of global developmental, socio-economic/political and environmental issues, as well as Tanzanian specific context, will be added advantage

 Language:

  • Fluency in English and Swahili is essential.
