The Australian Department of Foreign Affairs and Trade (DFAT) and the United Nations Development Programme (UNDP) have signed an agreement for a US$ 5.4 million grant for micro enterprise and livelihoods recovery, in the aftermath of the devastating April 25 earthquake and subsequent aftershocks.

The Rapid Enterprise and Livelihoods Recovery Initiative under Micro Enterprise Development Programme (MEDEP) will help people recover their livelihoods. Through quick reactivation of local enterprises and establishment of new enterprises the project will also rebuild local economies.

The project, which will be implemented in cooperation with the Nepal Ministry of Industry, targets a total of 12,000 existing beneficiaries of two ongoing initiatives: Micro Enterprise Development Programme (MEDEP) and Micro Enterprise Development for Poverty Alleviation (MEDPA) Programme. In addition new micro entrepreneurs will also be supported. MEDEP and MED-PA focuses on the most marginalized populations in highly affected districts.

Devoirs et responsabilités

Civil Engineer will report to Rapid Enterprise and Livelihoods Recovery Project Manager and will closely work with Area Programme Support Managers (APSM) of MEDEP. H/She will be responsible for:

  • Assist entrepreneurs and partner organisations to assess the damage of Community Facility Center (CFCs) and enterprise infrastructure in the RELRP districts;
  • Design Micro-Entrepreneurs particularly Women friendly CFC with detail cost-estimates, follow up and evaluation of infrastructure construction in the districts;
  • Coordinate with District government line agencies (DAO, DDC, DTO, DDRC, Municipality, VDC and others as required), I/NGOs and other organizations as per requirement;
  • Analyze risks associated with natural disasters including landslides, earthquake, fire, floods and recommend the appropriate location, design, materials for disaster resistant enterprise infrastructure  while feasibility study, designing and constructing the infrastructure;
  • Prepare and finalize structural design, specification and budget estimate for enterprise infrastructures development for Common Facility Center (CFC);
  • Assess the extent of damages of the appropriate technologies (machines, equipment, tools, etc.) already used by entrepreneurs and estimate the cost of repair or replacement and submit to RELRP team; make decisions of reconstruction or repair and implement the reconstruction or repair activities;
  • Assist Business Development Service Providing Organisation (BDSPO) or District Micro-Entrepreneurs Group Associations (DMEGAs) staff whichever is applicable in forming different sub-committees of reconstruction or new construction or repair and maintenance;
  • Monitor strictly the procurement of construction materials for quality of construction in the construction sites based on disaster resistant construction standards and ensure the Government of Nepal’s building code of conduct followed;
  • Monitor construction projects to ensure that procedures, materials and equipment comply with approved project plans, specifications and samples;
  • Ensure and follow the proper procedure and safety measures during construction measure;
  • Provide feedback to RELRP Manager and the team on construction monitoring mechanism and review their work periodically for timely completion of the infrastructures;
  • Prepare education materials and interact with community and educate them on construction quality standards, safety measures and practices;
  • Ensure that MEDEP activities are planned and implemented in a gender sensitive and socially inclusive manner and that all implementing partners are sensitized and trained in gender and social inclusion;
  • Provide Quality monitoring and feed back to staff on improvements to be done;
  • Carry out other assignment as required by the project manager.

Qualifications et expériences requises

Education:

  • The candidate should have Masters' or bachelors’ degree in Civil Engineering from the recognized University.

Experience:

  • At least three years of experience for for Masters' degree holder and five years for Bachelors degree holder, in design and estimate, construction, construction management, or construction administration, especially in rural settings;
  • Experience in appropriate technology supports to entrepreneurs will be an added advantage;
  • Knowledge of monitoring and implementing construction and reconstruction projects;
  • Technical knowledge on designing enterprise infrastructures at local level;
  • Knowledge of relevant earthquake and disaster resistant structures, building code of conduct of Government of Nepal;
  • Previous experience in early recovery and disaster management will be an added advantage.

Computer Skill:

  • S/he should have knowledge of operating Microsoft windows packages such as Word, Excel, email, internet and some packages of database management, but must have knowledge on operating AUTO CAD with typing skills in Nepali and English languages.

Language Proficiency:

  • Good command of both Nepali and English languages and excellent report writing skills.
