UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

Through its regional office in Cairo and a number of country and multi-country offices, UN Women supports programmes across the Arab states/North Africa region. Programming focuses on increasing leadership and participation in public life among women, increased economic opportunities, advancing the women, peace and security agenda, ending violence against women and girls, and providing policy input to regional and global processes on gender equality and the empowerment of women.

The regional office currently receives funding from the EC, government of Finland, the Swedish International Development Agency, and the government of Japan for the implementation of regional programmes.

Objective of the Assignment

The overall objective of the assignment is to ensure a streamlined donor relations process, including timely and high quality donor reporting. The consultant will be supporting in resource mobilization efforts, identifying entry points, and advice SMT on RM opportunities.

Scope of the Assignment

The donor relations officer will work under the guidance of the regional planning and coordination specialist, in close coordination with the programme team in the regional office.

Deliverables 

Build trust and maintain effective corporate relationships with Donors:

  • Support the Regional Director and other senior managers in the preparation of missions, meetings and other consultations with donors, including the preparation of notes, briefs and other materials;
  • Provide regular updates on donor profiles, databases (e.g. contacts management) and donor intelligence;
  • Identifies opportunities to secure additional non-core resources and, where appropriate, liaises with relevant Field Offices for action, including recommendation on positioning with potential donors; timely follow-up and support;
  • Support the drafting and review of partner-specific Framework Arrangements and Cost Sharing Agreements;
  • In liaison with the UN Women ROAS programme division when relevant, support the preparation of brief funding proposals and concept notes.

Facilitate and monitor the submission of high quality and timely reports to Donors and HQ:

  • Build systems to promote compliance with the terms of grants and agreements, across the region;
  • Provide support to programme managers for the preparation of high quality and timely donor reports. This includes the monitoring, consolidation, editing and revision of all required reports on contributions to ensure the quality and relevance of all products aimed for external audiences, in close cooperation with country offices;
  • Coordinates with the Monitoring and Evaluation Specialists for the collection of information and preparation of results-based reports for external constituencies;
  • Maintain a calendar of donor reporting timelines;
  • Support quality assurance of other internal reports including quarterly and annual reports for the region;
  • Support M&E specialists in ongoing capacity building of country offices and regional office staff on results based management;
  • Support ongoing monitoring and management of UN Women results management system.

Facilitate the harmonization and standardization of reporting and monitoring mechanisms:

  • Assess the existing UN Women systems for information collection, storage and management - which eventually feed into donor reporting;
  • Propose solutions for the harmonization and standardization of reporting and monitoring mechanisms in order to limit parallel reporting and enhance the quality of data collection.

Support the implementation of the regional resource mobilization strategies and initiatives:

  • Support the  development and implementation of differentiated, donor fund-raising strategies, aligned and coordinated with country-level activities initiatives and outreach activities;
  • Develop targeted products and initiatives to enhance the capacity of UN Women to mobilize programmatic resources and attract additional donors’ funding to the thematic areas related to gender equality and women’s empowerment;
  • Gather information on project/programmes pipelines and corresponding resource needs through close collaboration with country-based counterparts;
  • Undertakes ad-hoc donor studies (donor policies, sectoral and geographic preferences, economic and political background, development assistance strategies etc.), research and other activities to identify funding opportunities; updates the resources mobilization strategy as needs emerge.

Monitoring and Reporting Requirements:

  • The programme support expert will prepare a workplan for the assignment and report to the supervisor on an on going basis.

Qualifications et expériences requises

Education:

  • Masters Degree in Social Sciences, Gender Studies, Political Sciences, Business Administration, Public Administration, Development or related field.

Experience:

  • A minimum of 2 years experience working for INGOs or in a related field;
  • Demonstrated reporting skills, familiar with donor reporting;
  • Good knowledge of results based management;
  • Experience in coordination activities;
  • Experience in data management and information analysis;
  • Experience in monitoring and reporting, writing project proposals, reports and maintaining an overview of budgets.

Language:

  • Fluency in Arabic and English, French an asset;
  • Excellent written grasp of Arabic and English.

Evaluation Criteria

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis:

The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation as indicated below.

Notes:

  • Only candidates obtaining a minimum of 50 points in the technical evaluation would be considered for the Financial Evaluation;
  • Contract will be awarded to the technically qualified consultant who obtains the highest combines score (financial and technical).

The points for the Financial Proposal will be allocated as per the following formula:

(Lowest Bid Offered*)/ (Bid of the Consultant) x 30
"Lowest Bid Offered" refers to the lowest price offered by Offerors scoring at least 50 points in technical evaluation.

Criteria A: relevance and responsiveness of candidate’s past experience & qualification based on submitted documents:

  • Advanced degree (Masters’ or PhD) in law, or international law, or political science, or any related discipline - 15 points;
  • Minimum seven years of experience in the area of law making and drafting legislations. Any experience working in a governmental or a civil service setting would be an asset - 14 Points;
  • Proven record of provision of legal training and preferably experience as a legal expert in two international or/and national projects of similar scope - 16 Points;
  • Proven experience of the understanding of the political context in Iraq is an advantage and of working in Iraq is an asset - 10 Points;
  • Previous experience in facilitation/ presentations at the national or/and international levels- 10 Points;
  • Fluency in Arabic language is essential and in English is an asset - 5 Points.
