The United Nations Trust Fund to End Violence against Women (UN Trust Fund) was established through the UN General Assembly Resolution 50/166 with UN Women as its Administrator on behalf of the UN system. The UN Trust Fund is a global multi-lateral mechanism supporting national efforts to end violence against women, one of the most widespread human rights violations in the world. The UN Trust Fund provides technical assistance and funding to advance the development of innovative models and strategic interventions in the area of ending violence against women.

The UN Trust Fund has developed a Grants Management System (GMS), in collaboration with a vendor and the UN Women Information Systems and Telecommunications (IST) Section. Once fully functional, the web-based information management system will enable: applicants and grantees to upload programme documents, reports and knowledge products, as well as submit quantitative and qualitative data on progress towards programme results. The system will also enable the UN Trust Fund and UN Women staff to monitor application and grant status and submission of required documentation; track progress towards programme results and generate a number of matrices and charts, among many other monitoring and reporting functions. 

Major advances have been made to date in the development of the system through three phases of development: 1) the Call for Proposal (CFP) section of the system has been fully developed and rolled-out, as the interface between over 2,000 applicants over each of the last two Call for Proposals; and 2) Phase I-III of the GMS has been developed and rolled out. Phase IV of the GMS will include enhancements and developments of new modules.

Under the supervision of the Monitoring and Evaluation Specialist and Grant-making Specialist of the UN Trust Fund, and in close collaboration with the development team of the vendor, the GMS Analyst will be responsible for the following:

Summary of Key Functions:

  • Lead the development of new modules of Phase IV for the Grants Management System;
  • Provide quality assurance support for the Grants Management System;
  • Provide technical support to system users;
  • Provide support to the content management needs for the UN Trust Fund.

Lead the development of new modules of Phase IV for the Grants Management System:

Analyze, document and ensure the completion of UN Trust Fund needs in the design development of the Grants management system (GMS) for grant management, reporting and indicator tracking processes. This includes:

  • Understanding the business requirements and flows that are needed in the UN Trust Fund Grants Management System, by reading and understanding the key documents of GMS, including: 1) GMS Functional Requirement Document; 2) annexes of Functional Requirement Document; 3) GMS Technical Specification Document of each module; and 4) UN Trust Fund comments on mock-ups and demo sites of each module;
  • Preparing for what is needed for Phase IV using information based on how the first three phases of development are utilized in the fund by both the staff users and the grantees, and identifying issues and problems with the system as they arise;
  • Coordinating with vendor and project team during systems development process, ensuring coherence, fulfillment of requirements, and adherence to set time-lines;
  • Producing and updating documentation needed for the testing, implementation and maintenance of the new modules. 
  • Developing and maintaining user documentation as well as an internal Policy and Procedure Manual and ensure policies are being abided by.

Provide quality assurance support for the Grants Management System:

Undertake a thorough system check of the developed system including texts and layouts issue to ensure the system is bug free and ready for the launch of each phase of the UN Trust Fund Call for Proposals and Grants Management, keeping in mind that the funding modality may be different. This includes:

  • Reporting bugs as well as layout/design/edit -related issue in a systematic and organized manner, by using the GMS Issue Register in the UN Women SharePoint;
  • Once these issues are fixed by the vendor, verifying the fix in the server and update the GMS Issue Register Page in SharePoint;
  • When Phase IV is in development, conducting the User Acceptance Test (UAT) on various modules as they are developed by using different roles/users (Fund Admin, grantees, Portfolio Manager, Finance, Regional Office Focal Point).

Provide technical support to system users:

Provide customized technical support to system users via email, Skype/telephone and/or webinars in order to ensure that they can use the GMS effectively for their tasks. This includes:

  • Investigating issues as they arise and are reported by system users, coordinating with the vendor to fix technical issues and, once fixed, verifying the fix and reverting to the user;
  • Providing helpdesk support as needed to users of the system as they are submitting reports and other key documents.

Provide support to the content management needs for the UN Trust Fund:

  • Serve as the lead focal point for the upkeep of the UN Trust Fund's intranet;
  • Assist in improving on-line communication of the UN Trust Fund's work and achievements, through its websites and other media tools (photos, videos, etc.);
  • Assist in drafting, editing and updating content related to the UN Trust Fund for corporate websites (Intranet and external web sites).

Qualifications et expériences requises

Education:

  • Advanced university degree (Master's degree or equivalent);
  • Additional certification related to project management is desirable.

Experience:

  • Minimum 2 years of relevant professional experience in information and communication technology, particularly in development and/or testing of online systems;
  • Experience in the usage of computers and office software packages and experience in handling of web based management systems;
  • Experience in conducting quality assurance-related work and/or testing of new products/services;
  • Experience in working in a multi-cultural settings with people from different cultural backgrounds.

Languages:

  • Fluency in English and Spanish or French (oral and written) is required.
