NDP has been involved in the implementation of Country Based Pooled Funds (CBPFs) since 2005. The Managing Agent function (MA function) is part of the institutional arrangements of UN-administered Multi-Partner Trust Funds (MPTFs) that allocate funds to national and international Non-Governmental Organisations (NGOs). UNDP currently undertakes this function in four countries – Sudan, South Sudan, Central African Republic and the Democratic Republic of Congo in support of the implementation of Country Based Pooled Funds.

In an effort to harmonize implementation approaches across the four countries, UNDP is taking forward an exercise to draft internal UNDP Guidelines for Engagement with NGOs under Pooled Funds. The guidelines aim to align the work of UNDP Country Offices (COs) with the OCHA issued Operational Handbook on Country Based Pooled Funds, and build on best internal practices of fund management to ensure that the same quality of service is provided across UNDP.

In this context, the consultant will work under the guidance of the Programme Specialist in the Crisis Response Unit (CRU) to finalize the guidelines.

Devoirs et responsabilités

Finalization of UNDP Guidelines for Engagement with NGOs under Pooled Funds

  • Liaison with UNDP Country Offices (South Sudan, Sudan, CAR and DRC) for material and information pertaining to the current draft guideline document;
  • Liaison with CRU and UNDP Bureau of Management to find operational solution for remaining bottleneck issues;
  • Finalization of guidelines based on UNDP best practice at the country level;
  • Support to consultations on the finalized draft guidelines.

Deliverable 1:

  • Draft: UNDP Guidelines for Engagement with NGOs under Pooled Funds by 30th July 2015.

Deliverable 2:

  • Finalized (after consultation) UNDP Guidelines for Engagement with NGOs under Pooled Funds by 31 August 2015.

Qualifications et expériences requises

Education:

  • Advanced university degree (Master’s or equivalent) in international development, economics, business administration, social sciences or related disciplines.

Experience:

  • At least 5 years of relevant experience, including working in the implementation of Common Humanitarian Funds / Country-Based Pooled Funds for UNDP at country level;
  • Familiarity with the UN system in the context of humanitarian fund management;
  • Proven record in academic / analytical/research work;
  • Excellent English writing skills;
  • Experience in the implementation of UNDP’s Programme and Operations Policies and Procedures (POPP).

Language:

  • Fluency in English, both written and oral;
  • Fluency in another UN language would be an asset.
