Duty station will be Tunis, Tunisia, until Security Conditions in Libya Improve Sufficiently to Allow Working in Libya. At which Point the Location of the Post will Become Tripoli, Libya.

Following a long period of dictatorship, Libya is undergoing a democratic transition in line with the commitments made in the August 2011 Constitutional Declaration. In July 2012 the first democratic elections in more than forty years elected an interim General National Congress (GNC) followed by two elections for the Constitutional Drafting Assembly (CDA) and the GNC successor the House of Representatives (HoR). This Assembly’s draft Constitution will then be put to a referendum for approval.

Following the election of the House of Representatives in June 2014, the political and security climate in Libya deteriorated significantly, leading to a withdrawal of nearly all international actors from the country. Efforts are underway to achieve a negotiated solution that will move the country’s transition forward. When a political accommodation is achieved, the elections will likely play a key role in the return to political stability.

The current period constitutes the first time since HNEC was established that it had a pause in operations, a core of professional staff to be trained, and a legal mandate. Late 2014 therefore presented an opportune moment for HNEC and technical assistance providers operating remotely to concentrate intensely on structured capacity development aimed at strengthening HNEC’s ability to respond effectively when called upon, as well as increasing awareness of civil society and media on electoral issues.

The integrated UNSMIL & UNDP Electoral Support Team (UNEST) will provide structured capacity development opportunities for HNEC staff, CSOs and media focusing on several areas including strengthening HNEC and augmenting knowledge and technical skills of Libyan counterparts on electoral issues. The UNDP component of the team is the Libya Electoral Assistance Project (LEAP), operating within the integrated framework, assists Libyan authorities including the Libyan Electoral Management Body (EMB) to elect the structures of government, develop and adopt a new constitution, and promote sound electoral institutions and practices.

Under the direct supervision of the Project Manager, the Gender Specialist will contribute to UNDP’s electoral support in Libya with focus on the following areas:

  • (1) Mainstreaming gender concerns in the EMB’s institution-building efforts and in electoral operations;
  • (2) Anchoring implementation of a programme of activities dedicated to promoting women’s electoral and political participation in Libya, with particular attention to elections;
  • (3) Providing guidance on gender and women empowerment related issues to UNEST members; and
  • (4) Leading coordination and communication on gender and women empowerment issues on behalf of UNEST.

The Gender Specialist will lead UNDP efforts in achieving the following result for the project: “Enhanced access to and participation in electoral process of vulnerable groups, including women, youth, minorities, and other groups”. Key tasks of the Gender Specialist will be to ensure the strategic direction of activities, coordinate operational activities and monitor outputs in this area.

Devoirs et responsabilités

Lead Gender mainstreaming assistance to Libya’s electoral management body (EMB):

  • Provide advice on gender issues to be taken into consideration when designing and implementing the various components of the EMB capacity and needs assessments and planning;
  • Prepare a plan of activities, taking into account exigencies of partner funding in this area, to further gender mainstreaming in the EMB;
  • Coordinate (and if necessary conduct) gender sensitization sessions with EMB staff;
  • Provide advice to the EMB on international best practice, legal and international human rights and equal opportunity standards in employment that reflect gender equity principles and practices that pertain to electoral management bodies;
  • If called upon, address mainstreaming gender concerns within the EMB’s policies and departmental programmes, including registration and polling procedures, safety, voter information campaigns, external relations and outreach programmes, reporting and analysis of data;
  • Coordinate with partners working in this area to eliminate duplication and increase complementarily.

Promote electoral and political participation of women:

  • In close coordination with UNSMIL’s Women’s Empowerment Section and other relevant UN projects, provide advice on and support strategies for the EMB, relevant government entities and women’s organizations aimed at increasing participation of women in all areas of elections;
  • Design and deliver trainings aiming to increase the capacity of civil society organizations working on promotion of women’s participations;
  • In close collaboration with relevant actors, take the lead in designing and implementing activities that build awareness amongst relevant stakeholders on challenges facing women’s participation in elections;
  • In collaboration with relevant partners, provide advisory services on gender implications of electoral system reform and options on temporary special measures, in accordance with principles of national ownership and relevant UN policy directive(s);
  • Collect and analyse data on women as stakeholders and beneficiaries in the electoral process.

Provide guidance on gender and women empowerment related issues to UNEST members:

  • Provide guidance to other UN technical advisors and consultants to ensure that their respective inputs respect and integrate equal opportunity and gender equity policy and practice;
  • Carry out detailed technical and operational needs assessment for each Project activity as per implementation strategy;
  • Ensure operational synergy and economies of scale between gender related activities;
  • Negotiate and secure endorsement on activity content and plans with Libyan partners, UN partner agencies and others where relevant.

Lead coordination and communication on gender and women empowerment issues:

  • Ensure coordination, detailed planning, implementation and reporting for all gender activities with Libyan partners, UNSMIL and the international community;
  • Maintain close working relation with UNSMIL’s Women Empowerment Section and UN Woman;
  • Coordinate briefings with national and international partners on activities and approach, and contribute to UNDP advocacy;
  • Liaise with the UNDP Regional Gender Practice Team Leader’s for corporate guidance.

Qualifications et expériences requises

Education:

  • Master degree or equivalent in Gender Studies, Anthropology, Sociology, Social Welfare, Development Studies or a related field, with a focus on International Development, Gender or Human Rights;
  • Candidates with master studies in other fields may be qualified depending on their relevant work experience.

Experience:

  • Minimum 7 years of experience in  gender mainstreaming and electoral assistance, and well experienced in needs assessment planning and implementation;
  • Diversified and progressively responsible professional experience in gender and human rights or international development, specifically related to the promotion of gender equality and women's empowerment, including considerable experience dealing with policy makers and senior technical specialists;
  • Good understanding of the various stages of the electoral process [candidate nomination, code of conduct, accreditation of candidate and party agents, public outreach, voter education, training etc.] and the electoral management body’s mandate;
  • Knowledge of the Libyan context and the current transition process and the situation of women;
  • Strong technical knowledge in the field of women’s empowerment and gender, as well as in civic engagement and/or civic education;
  • Strong networks within the region with women’s Civil Society Organizations (CSOs) or the general civil society development community;
  • Previous experience in Libya and/or other Arab region countries is an asset;
  • Experience working with transitional and emerging democracies and post-conflict environments is an asset.

Language:

  • Fluency in English; fluency in Arabic would be an asset.

Other:

  • Experience in the usage of computers and office software packages;
  • Experience of working with a United Nations field mission or experience of living and working in transitional societies is highly desirable.
