Historique

Since early 2000, Tajikistan capital city, Dushanbe, has been experiencing rapid expansion in the use of private motor vehicles, alongside deterioration in public transport caused by rising personal incomes, growing migrant population, a liberal trade policy and a largely neglected public transport system. This has led to the significant increase in urban air pollution and greenhouse gas emissions. It is estimated that 87 percent of the total air emissions in Dushanbe are associated with mobile sources.

The UNDP/GEF’s project “Support to Sustainable Transport Management in Dushanbe” is a five-year nationally implemented project. The implementing partner is the Department on Environmental Protection of Dushanbe city of the Republic of Tajikistan. The project aims at reducing local and GHG emissions while improving access and quality of public transport services for all residents. It is expected that by the end of the project the share of sustainable public transport modes will increase from current 8% to 28% leading to nearly 50% reduction in GHG emissions from city’s transport sector.

To achieve these ambitious targets, the project will develop and help Dushanbe City Government implement an integrated policy framework that includes:

  • a) Enhancing vehicle efficiency and setting appropriate fuel quality standards;
  • b) Improving the service quality of public transport, in particular trolleybuses;
  • c)  Increasing opportunities for non-motorized modes such as walking and biking;
  • d) Developing integrated land-use/transport plans to reduce demand for travel;
  • e) Enhancing municipal institutional transformation and governance structure to embrace sustainable transport.

Devoirs et responsabilités

The International Consultant/Evaluation Team Leader will be responsible to assess the extent to which the project is achieving impacts or progressing towards the achievement of impacts.

Specifically, International Consultant / Evaluation Team Leader is expected to undertake the following tasks and produce following deliverables:

  • Desk review of documents, development of Inception Report, consisting of draft methodology, detailed work plan and Terminal Evaluation (TE) outline (No later than 2 weeks before the evaluation mission);
  • Debriefing with UNDP CO, agreement on the methodology, scope and outline of the TE report (1 day);
  • Interviews with project implementing partner, relevant Government, NGO and donor representatives and UNDP/GEF Regional Technical Advisor (maximum 3 days);
  • Field visit to the pilot project site and interviews (2-4 days);
  • Debriefing with UNDP (1 day);
  • Development and submission of the first TE report draft (Within 3 weeks of the evaluation mission). The draft will be shared with the UNDP CO, UNDP/GEF (UNDP/GEF IRH) and key project stakeholders for review and commenting;
  • Finalization and submission of the final TE report through incorporating suggestions received on the draft report (within 1 week);
  • Based on the results of the evaluation, development of at least 4 knowledge products, in line with UNDP’s format of success stories / lessons learnt (4 days);
  • Supervision of the work of the national consultant (during entire evaluation period).

The International Consultant / Evaluation Team Leader is expected to frame the evaluation effort using the criteria of relevance, effectiveness, efficiency, sustainability, and impact, as defined and explained in the UNDP Guidance for Conducting Terminal Evaluations of  UNDP-supported, GEF-financed Projects.  A set of questions covering each of these criteria have been drafted and are included with Terms of Reference (Annex 8 ). The International Consultant / Evaluation Team Leader is expected to amend, complete and submit this matrix as part of an evaluation inception report, and shall include it as an annex to the final report.

In cooperation with National Consultant, International Consultant / Evaluation Team Leader will review all relevant sources of information, such as the project document, project reports – including Annual APR/PIR, project budget revisions, midterm review, progress reports, GEF focal area tracking tools, project files, national strategic and legal documents, and any other materials that the evaluator considers useful for this evidence-based assessment. A list of documents that the project team will provide to the evaluator for review is included in Annex 7 of Terms of Reference.

The International Consultant / Evaluation Team Leader is expected to follow a participatory and consultative approach ensuring close engagement with government counterparts, in particular the GEF Operational Focal Point, UNDP Country Office, Project Team, UNDP GEF Technical Adviser based in the region and key stakeholders:

  • Department for Environmental Protection of Dushanbe;
  • Ministry of Transport of the Republic of Tajikistan;
  • SUE “Trolleybus”;
  • Architecture Department of Dushanbe;
  • UNDP Tajikistan CountryOffice;
  • UNDP/GEF Istanbul Regional Hub;
  • The GEF Secretariat, who is not involved in project implementation, but to whom the Evaluation Report to be prepared under Terms of Reference will be submitted.

Compétences

Functional Competencies:

  • Thorough knowledge of GEF Monitoring and Evaluation Policy;
  • Recognized expertise in the sustainable urban planning and excellent understanding of transport management issues;
  • Familiarity with urban transport policies in CIS would be an asset;

Qualifications et expériences requises

Education:

  • Advanced post-graduate university degree ( Masters and/or PhD) in Transport Engineering, Urban Planning or other related areas

Experience:

  • At least 5 years of professional experience in the field of urban transport planning in the implementation of urban transport policies including public transport management and operations;
  • Professional experience in monitoring and evaluating of GEF-financed projects for UN or other international development agencies  (at least in one project).

Languages:

  • Fluency in English is a must;
  • Fluency in Russian will be considered an asset.
