The GEF Small Grants Programme (GEF/SGP) is a corporate GEF programme implemented by UNDP to provide financial and technical support to communities and civil society organizations (CSOs) to meet the overall objective of "global environment benefits secured through community-based initiatives and actions". Small grants allow communities and civil society organizations in particular those that are poor and vulnerable to access the appropriate level of funding as they develop their capacity and for the programme to take measured risks in testing new methods and to innovate as needed.

SGP Sri Lanka has been operative since 1995 and to date has funded over 350 initiatives in 5 operational phases, proving that it's a successful "local service delivery mechanism" accessible to communities and local CSOs. In GEF 5, SGP Sri Lanka was allocated $2.4 million in country STAR resources. Of this amount a sum of $1.5 million has been made available to SGP to date, which has been fully committed.

In this on-going phase of GEF 6, Sri Lanka is "upgraded" i.e. the operational modality will be that of a GEF Full Size Project (FSP) operating only with funding from STAR. A sum of US$2.8 million in STAR resources has been requested from GEF by government for this purpose.

In the past 19 year period, SGP Sri Lanka has been successful in building capacities at community level of Civil Society Organizations for natural resource and biodiversity conservation in the context of local sustainable development.  Due to the flexibility SGP has in providing longer-term strategic financial support to any single initiative, CSOs have been successful in developing replicable projects with added value and in influencing policy in some crucial areas. Some projects have been recognized locally and internationally as best practices.

In the above context, the National Consultant will be a key technical support to the project in enabling its achievement of selected key results in OP6.

Devoirs et responsabilités

  • Provide technical assistance to stakeholder organizations who have received SGP financing in OP5;
  • Identify lessons learned and other knowledge from analyses of grant project experience and produce appropriate knowledge products for dissemination to other communities, local governments, state governments, NGO, foundations and other potential collaborators and stakeholders;
  • Support SGP in maintaining the dialogue with the network of community-based organizations and NGOs in the project area regarding Country Program successes and obtain their inputs to the emerging strategy for OP6;
  • Strengthen the knowledge and awareness of the National Steering Committee regarding the transition strategy and obtain their inputs to the emerging design of the OP6 project;
  • Analyze the complementarity of the SGP strategy with specific government priorities in agro-ecological, agro-forestry, forestry and tourism and identify potential areas of collaboration;
  • Contribute with and coordinate the inputs of the National Steering Committee (NSC), and local and international experts in the formulation of the final SGP OP6 Project Document;
  • Organize and facilitate the required workshops and consultation for the formulation of the SGP OP6 Project Document;
  • Support and facilitate the selection process of the new National Coordinator;
  • Support/advise SGP in establishing and maintaining close working relationships with SGP stakeholders in the preparation of the OP6 project, with a clear focus on maximizing community involvement and participation.

Expected Outputs:

  • Landscape baseline assessments, outcomes and strategies for the selected landscapes, together with appropriate typologies of potential projects and eligibility criteria for funding;
  • An initial Project Document (ProDoc) – working with international and national consultants – for presentation to the GEF Council for final approval;
  • A report on strategic partnerships indicating co-financing or other contributions, and a map of collaborating organizations;
  • Two descriptive charts for workshops and consultation explaining the community based landscape planning approach and participatory planning and management;
  • At least five knowledge products for dissemination, as described above;
  • A report on the complementarities between the SGP OP6 strategy and key government programs, with special emphasis on tourism development and the integration of agroecology, agroforestry and forestry;
  • A strategy for identification and selection of the new NC; and
  • A document describing the training program of the new NC.

Qualifications et expériences requises

Education:

  • Advanced university degree in an environmental management field (agronomy, forestry, natural resource conservation, environmental economics, business administration or similar field.

Experience:

  • At least 15 years of relevant experience in development work, especially at the community level, which should include program management, preferably with an extended specialized experience in any of the GEF-SGP focal areas.
  • Experience in working with and managing teams.

Language

  •  Full fluency in English and local languages.

Note: Payments will be based on invoices on achievement of agreed milestones i.e. upon delivery of the services specified in the TOR and certification of acceptance by the UNDP. The applicant must factor in all possible costs in his/her “All Inclusive Lump Sum Fee/Daily Fee” financial proposal including his/her consultancy and professional fee, honorarium, communication cost such as telephone/internet usage, printing cost, return travel from home to office, ad-hoc costs, stationery costs, and any other foreseeable costs in this exercise. No costs other than what has been indicated in the financial proposal will be paid or reimbursed to the consultant. The UNDP will only pay for any unplanned travel outside of this TOR and Duty Station on actual basis and on submission of original bills/invoices and on prior agreement with UNDP officials. Daily per diems and costs for accommodation/meals/incidental expenses for such travel shall not exceed established local UNDP DSA rates.

For an Individual Contractor who is of 62 years of age or older, and on an assignment requiring travel, be it for the purpose of arriving at the duty station or as an integral duty required under the TOR, a full medical examination and statement of fitness to work must be provided.  Such medical examination costs must be factored in to the financial proposal above. Medical examination is not a requirement for individuals on RLA contracts.

Payment for Services:

The National Consultant – Policy and Land Use Expert shall receive payment in four installments from UNDP as follows:

  • 25% On submission of a draft report on analysis of the current legislation, government policies and land use planning rules, analysis for the National ESA strategy and Action Plan;
  • 25% On submission of a draft report of the specifications of a the Land Use Planning Framework, the Management and Zoning Plan for the pilot ESA; An analysis for applying ESA as a mechanism for mainstreaming biodiversity management into development;
  • 30% Upon clearance by the international consultant of the deliverables fully compliant with the enforced GEF rules and standards.
  • 10% Completing the design of the pilot ESA at the validation workshop
  • 10%  On responding to GEF SEC review queries.
