The objective of the project is to demonstrate the potential and benefits of using Open Government Data (OGD) in advancing transparency, accountability and sustainable development in selected countries of Latin America and East Asia regions, currently identified to be Bangladesh, Nepal, Panama, and Uruguay.

In partnership with the national counterparts , the project aims at developing a strategy for open data, particularly in thematic areas relevant to the achievement of internationally agreed development goals, including MDGs. Primarily, the government data to be shared with the wider public in open format may include public expenditure and budgeting data, environmental data, procurement data, demographic data, socio-economic indicators, healthcare data, geographical data and local transportation data.

The project aims at assisting with the development of a policy framework and technical infrastructure for implementation of OGD initiatives. It will strive at strengthening the open data community within selected countries. The target beneficiaries include, but are not limited to government officials responsible for data coordination in the country such as Chief Information Officers (or equivalent), Information Privacy Commissioners, Procurement Divisions and relevant government officials from ministries and governmental institutions responsible for selected policies (e.g. Ministries of Planning). Indirect beneficiaries include citizens and communities at large.

The project will also stimulate a south-south knowledge transfer and cross-fertilization of OGD by bringing together OGD-beginners with more OGD-advanced countries.  International workshops, online training courses, and availability of workshop reports will increase the outreach of the project on a global scale, particularly for countries in regions most in need of such support.

Work Assignment

DPADM is seeking a national consultant from Bangladesh to assist in preparation of national workshops/trainings, adaptation of training materials, and identification of workshop/training participants at the national level.

The national consultant will also liaise and collaborate with national and regional stakeholders, and will assist in conducting national OGD assessments, gap analyses, adaptation of training resources to local contexts, and drafting the OGD action plans in consultation with local stakeholders.

The national consultant will provide substantive inputs and assistance in organizing national events in close coordination with the international consultant(s) and DPADM/UNDESA staff.

The national consultant may also co-facilitate trainings and workshops in collaboration with the international consultants.

In close coordination with Development Management Branch (DMB)/DPADM staff and international consultant(s), the national consultant will be required to deliver the following outputs:

Tasks:

  • Adaptation of various training modules to local contexts, earlier prepared by DMB/DPADM,and/or international consultant, as required.
  • Preparation of and co-facilitation at the national workshop in Bangladesh on OGD sensitization, gap assessment and strategic planning (3-day long). Provision of substantive inputs, as needed.
  • Preparation of and co-facilitation at the national substantive training (5-day long) in Bangladesh. Provision of substantive inputs, as needed.
  • Translation of training materials into local language, if necessary.
  • Follow-up on implementation of all national level outcomes and outputs, including on preparation of national action plans, policy or strategic documents by national stakeholders.
  • Support to international consultant(s) and DMB/DPADM staff at national level as require.
  • Liaison with DBM/DPADM staff and/or international consultant with various national stakeholders.
  • Other project-related activities, as required.

Deliverables:

  • National workshop on OGD sensitization, gap assessment and strategic planning Report (in English). The report shall include, at least, the following information/documentation: (10 Days)
    • Workshop agenda, invitations, participants, logistics details and workshop materials.
    • Workshop preparations meetings minutes
    • Workshop report (including attendees list with contact details, presentations, national stakeholders inputs)
    • Roadmap towards the national substantive training
  • National substantive training Report. The report shall include, at least, the following information/documentation: (18 Days)
    • Training agenda, invitations, participants, logistics details and workshop materials.
    • Training preparations meetings minutes
    • Training modules adapted to local context
    • Substantive training workshop report (in English including attendees list with contact details, presentations, national stakeholders inputs)
    • Preliminary national action plan

In the event of revision of project activities, the national consultant will be requested to contribute to the implementation of revised activities, as agreed with DPADM/UNDESA.

Duration of Contract

The proposed contract will be for a period from (28 days over a period of 4 months). Within this period, the national consultant will need to assist in delivering the intended outcomes/products (as per section II above), and participate in at least 2 events organized as part of the implementation of the project. The provisional timetable of the events, as well as the list of activities/deliverables is described in Sections II and the annex on page 5 of the current Terms of References. The list of activities may change based on the project implementation needs, and the national consultant will be requested to deliver on revised/new deliverables upon agreement with DPADM/UN DESA. There may be a possibility of extension through 2016.

Duty station

The consultant is required to be located in Bangladesh; however he/she is not required to work on UN premises but must be available for supervisory and review meetings/teleconferences.

Travel

The consultant will not be required to travel

Performance Indicators

The performance of the consultant will be measured by:

  • Timely submission of outputs;
  • Quality of analysis and contents of the outputs demonstrating expert knowledge of the subject matter
  • Responsiveness to feedback from DMB/DPADM
  • Positive feedback from experts, national counterparts and participants.

Annex 1: Gant Chart of OGD-DA project implementation

Compétences

  • Good analytical and writing skills and proven record of training and facilitation skills.
  • Advanced level of understanding of current technological trends, particularly in open government data filed.
  • Knowledge of and familiarity with the work of the United Nations.
  • Fluency in oral and written English is required.

Qualifications et expériences requises

Education

  • Advanced university degree (Master’s degree or equivalent) in information and communication technology (ICT) and data management, public administration, public policy, development management, or related field.
  • A first-level university degree in combination with three additional years of experience may be accepted in lieu of the advanced university degree.

 Experience

  • A minimum of 3-year relevant experience in the field of ICT and data management, and/or public policy research and analysis.
  • Advanced level of understanding of current technological trends, particularly in open government data filed, is a strong advantage. Good analytical and writing skills and proven record of training and facilitation skills is required. Knowledge of and familiarity with the work of the United Nations is desirable.

Evaluation of the Candidates:

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis:

The candidates will be evaluated through Cumulative Analysis method. The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for Financial Evaluation.

Note : The shortlisted candidates will be called for an Oral Interview.

Technical Evaluation Criteria (Total 70 marks)

  • Minimum of 3-year relevant experience in the field of ICT and data management, and/or public policy research and analysis and understanding of current technological trends, particularly in open government data field - 25 Marks
  • Analytical skills (Through interview) - 20 Marks
  • Capacity of communication in English (Through interview) - 15 Marks
  • Proven record in training and facilitation skills (Through interview) - 10 Marks

Financial Evaluation (Total 30 marks)

All technical qualified proposals will be scored out 30 based on the formula provided below. The maximum points (30) will be assigned to the lowest financial proposal. All other proposals received points according to the following formula:

                           p = y (µ/z)

where:

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

Financial Milestone

  • 1st Payment: 40 % of the Total Contract Amount wll be paid upon completion of Deliverable 1
  • 2nd Payment: 60% of the Total Contract Amount will be paid upon Completion of Deliverable 2
