Acknowledging the important role that knowledge plays in UNDP’s core mandate of assisting development partners in responding to crisis, contributing to the achievement of the MDGs and fostering human development, UNDP’s Knowledge Management Strategy Framework 2014-2017 documents prior organizational challenges and achievements, presenting a new way forward to share and utilize UNDP’s global expertise and strengthen its role brokering knowledge for development.

As one priority area within this strategy, the Development Impact Group (DIG) within UNDP’s Bureau for Policy and Programme Support (BPPS) works to support UNDP staff, among other things, to share, exchange and collaborate through informal internal online peer collaboration groups so as to foster free exchange of ideas, information and knowledge on projects, programmes and operations among staff, consultants and counterparts. UNDP relies in this regard on the availability of an effective, user-friendly, and sustainable peer networking and knowledge-sharing platform. Since 2010, UNDP’s Drupal-based ‘Teamworks’ platform has served this role, and staff surveys conducted in the past have shown that its peer networking and knowledge sharing functions yield significant benefits to UNDP staff, consultants and invited partners. In order to further streamline its internal information and networking infrastructure, UNDP is planning to build on this experience by hosting Teamworks on the ‘Yammer’ corporate social networking platform, which comes as part of Microsoft’s Office 365 package, and offers a wide range of social networking capabilities, as well as integration with other intranet and document management functions.

The Development Impact Group (DIG) is seeking a Corporate Social Networking and Change Management Expert with preferable Yammer change management experience to support UNDP in the planning, implementation and change management of its introduction of Yammer as UNDP’s corporate social networking and collaboration tool. The Consultant will work under the direct guidance of the Policy Specialist, Knowledge Services, as part of the Development Impact Group, BPPS.

Duties and Responsabilities:

  • Support the development of business case and project document for the transition of Teamworks from the Drupal-based system to Microsoft Yammer;
  • Assess technical implications and options for user and content migration from UNDP Drupal-based Teamworks and integration with UNDP intranet;
  • Develop and implement Change Management Plan, including Road Map, Migration and Communications Plan;
  • Develop Corporate Policies and Guidelines for Yammer administration and usage;
  • Identify and prepare case studies and good practice examples for different business scenarios;
  • Conduct training, advocacy and communication activities;

Support the development of business case and project document:

  • Identify the business drivers, application scenarios and value proposition for using Yammer within UNDP;
  • Support the preparation of a Project Document, in collaboration with UNDP’s IT department as necessary.

Assess technical implications for transition from the Drupal-based Teamworks platform to Yammer and integration with UNDP intranet:

  • Establish plan and technical specifications for user profile management in relation to Sharepoint and Active Directory;
  • Map list of most active online spaces in the current Teamworks platform, contact space managers of key spaces, discuss available options for user content and content migration, and agree on transition plan;
  • Create space structure for corporate spaces and invite users based on past memberships;
  • Assess technology gaps of Yammer versus current Drupal-based platform and create road map and specifications for app development via Yammer API.

Develop and implement Change Management Plan, including Road Map, Migration and Communications Plan:

  • Formulate detailed roadmap identifying all required work packages and action steps necessary for a successful launch of Yammer in UNDP;
  • Liaise with technology team to plan steps for migration of users and content;
  • Establish change management campaign plan to ensure outreach, incentives and training to foster active participation of users in Yammer;
  • Develop briefing materials, brochures and presentations to support induction and roll-out;
  • Formulate messages and establish time table for corporate communication to different audiences.

Develop Corporate Policies and Guidelines for Yammer administration and usage:

  • Develop policy document on rules and guidelines for Yammer administration and usage;
  • Develop FAQ to answer most common questions.

Identify and prepare case studies and good practice examples for different business scenarios:

  • Identify good use case of Yammer in UNDP and partner organizations, and turn them into short case studies or good practice examples to demonstrate added value of different business scenarios to different types of users.

Conduct training, advocacy and communication activities:

  • Organize and conduct meetings, brown-bag sessions, webinars and face-to-face trainings to brief and provide advisory services to different audiences as part of the change management campaign for Yammer.

Deliverables:

10%: Develop business case and project document:

  • (By end Sep 2015) Identify the business drivers, application scenarios and value proposition for using Yammer within UNDP;
  • (By end Sep 2015) Support the preparation of a Project Document.
     

20%: Develop and implement Change Management Plan, including Road Map, Migration and Communications Plan:

  • (By end Oct 2015) Formulate roadmap identifying all required work packages and action steps necessary for a successful launch of Yammer in UNDP;
  • (By end Oct 2015) Establish change management campaign plan to ensure outreach, incentives and training to foster active participation of users in Yammer;
  • (By end Jan 2015) Develop briefing materials, brochures and presentations to support induction, roll-out and awareness raising;
  • (By end Jan 2015) Formulate messages and establish time table for corporate communication to different audiences.
     

30%: Plan and implement technical migration/creation of key spaces, users and content:

  • (By end Nov 2014) Establish plan and technical specifications for user profile management in relation to Sharepoint and Active Directory;
  • (By end Nov 2014) Map at least 50 most active online spaces in Teamworks that require transition plan and brief space owners on process;
  • (By end Nov 2014) Establish plan and technical specifications for general migration of content outside key spaces;
  • (By end Dec 2014) Identify at least 30 individual champions willing to engage in piloting new groups and promoting awareness of Yammer collaboration benefits;
  • (By end Dec 2014) Create space structure for main corporate spaces (the 4 UNDP knowledge networks and their respective sub-areas) and invite users based on past memberships;
  • (By end Dec 2014) Assess technology gaps of Yammer versus Teamworks and create road map and specifications for app development via Yammer API.

10%: Develop Corporate Policies and Guidelines for Yammer administration and usage:

  • (By end Dec 2015) Develop and publish policy document with rules and guidelines for Yammer administration and usage;
  • (By end Dec 2015) Develop and publish FAQ document to answer most common questions.
     

10%: Identify and prepare case studies and good practice examples for different business scenarios:

  • (By end Jan 2015) Prepare 3 short case studies and document 15 good practice examples for different business scenarios.

20%: Conduct training, advocacy and communication activities, as well as advisory services to teams on how to leverage the Yammer platform for various business scenarios:

  • (By end Feb 2015) Conduct at least 3 webinars, 2 brown bag lunches and 3 on-site trainings;
  • (By end Feb 2015) Conduct advisory service meetings with at least 20 teams.

The consultant will submit weekly status updates on progress, as well as monthly timesheets, which indicate the deliverables worked on indicating the number of days and the status of completion.

  • Strong written and verbal communication skills in English, with an excellent understanding of structure and form of official UN documentation;
  • Excellent organizational skills and proven ability to deliver projects within assigned deadlines;
  • Excellent interpersonal skills and objectivity.

Qualifications et expériences requises

Education:

  • Post-graduate University Degree in Management, Information Technology, Knowledge Management, Communication, Social Sciences, or related area, or equivalent relevant experience combined with a first degree.

Experience:

  • 7 years of previous change management, project management, knowledge management and/or communications experience working with the UN, a similar international organization or a large international company, required;
  • Proven experience with planning, implementing and rolling out Enterprise 2.0 / corporate social networking platforms in large organizations is required;
  • Experience with introducing and using Yammer/Office365 within a large organization is a strong asset;
  • Experience preparing and implementing corporate change, communications and advocacy campaigns in large organizations;
  • Strong working experience of knowledge management and collaboration, and demonstrated use of KM technology, including social networking platforms and collaboration tools for professional purposes;
  • Broad knowledge of the UN system in general highly desirable;
  • Experience working collaboratively in a team structure in a multicultural environment.

Language:

  • Fluency in English, essential;
  • Knowledge of another UNDP official language, an asset.

In order to assist the requesting unit in the comparison of financial proposals, the financial proposal should be all-inclusive and include a breakdown. The term ‘all-inclusive” implies that all costs (professional fees, travel related expenses, communications, utilities, consumables, insurance, etc.) that could possibly be incurred by the Contractor are already factored into the financial proposal.

The cost of travel from the home base to the duty station and vice versa, where such travel is required, should be included in the financial proposal.

Criteria for Selection of the Best Offer

The award of the contract will be made to the individual consultant whose proposal is determined as having the highest combined score of the technical and financial scores, calculated as follows:

  • Technical criteria weight (70%);
  • Financial criteria weight (30%).

Only candidates obtaining a minimum of 70 points out of 100 at the technical evaluation will be considered for the financial evaluation.

Financial Proposal (30%)

The following formula will be used to evaluate financial proposal: p = y (µ/z) where:

  • p = points for the financial proposal being evaluated;
  • y = maximum number of points for the financial proposal (30 points);
  • µ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated.

The award of contract will be made to the individual consultant who receives the highest combined score out of the weighted technical and financial criteria as specified above.
