UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, the UN WOMEN will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

The UN Women Somalia Strategic Note (2014-2016) focuses on achievement of the following results:

  • (i) Women lead and participate in decision making at all levels;
  • (ii) Women, especially the poorest and most excluded, are economically empowered and benefit from development;
  • (iii) Women and girls live a life free from violence;
  • (iv) Peace and security and humanitarian action are shaped by women’s leadership and participation; (v) and governance and national planning fully reflect accountability for gender equality commitments and priorities.

To this end, UN Women has elaborated four priorities for promoting operational effectiveness and efficiency: to drive more effective and efficient UN system coordination and strategic partnerships; to institutionalize a strong culture of results-based management, reporting, knowledge management and evaluation; to enhance organizational effectiveness featuring robust capacity and efficiency at country and regional levels; and to mobilize and leverage adequate resources.

It is in this context that UN Women is seeking to recruit a consultant to provide technical programmatic assistance to the Somalia Country Programme portfolio for the period 19th October 2015 to 18th March 2016.

Objective

Under the guidance and direct supervision of the Country Programme Manager for Somalia, the objective of the consultancy is to ensure the provision of technical support for planning, implementing and management of UN Women programme interventions in Somalia.

Scope of Work

The consultant will be responsible for providing extensive support to the management of UN Women Somalia Country Programme portfolio with a focus of following up on planning and implementation of gender equality and women’s empowerment programme interventions in Somaliland, Puntland and South-Central Somalia. The key thematic programmatic focus areas of the consultancy will include the following:

  • Women’s leadership and political participation;
  • Women’s economic empowerment;
  • Ending violence against women/girls;
  • Governance and national planning;
  • Coordination of GEWE within the UN system.

Further to the above programme areas, UN Women (through joint efforts with UNDP and UNSOM), has contributed to the mobilization of funds for a joint program on rule of law, and peace building funds for the promotion of women in political leadership. The Somalia programme is at the initial level of implementation, and has recently signed partnership agreements with government institutions and civil society organizations. A mid-term review is scheduled for August 2016 to review the programme’s current engagements, and provide forward- looking input to the ongoing strategic discussions within UN Women Somalia

Devoirs et responsabilités

The consultant will work in close collaboration with the UN Women regional programme and operational teams, field office staff based in Hargeisa, Garowe and Mogadishu, relevant UN Agencies, government officials, civil society organizations, bilateral donors, and technical experts and consultants to ensure successful implementation of the UN Women country programme in Somalia.

Ensures effective programmatic and financial management of the Somalia country programme focusing on achievement of the following results:

  • Contribute to the development of the 2015 Annual Report and 2016 Annual Work Plan for Somalia programme;
  • Following up on programme implementation and monitoring at field level by coordinating update meetings with field-based programme officers and implementing partners;
  • Presentation of project proposals to programme appraisal committees; review of Letters of Agreements, Project Cooperation Agreements, and UN to UN Agencies prior to submission for approval by the Regional Office senior management team;
  • Assume the overall responsibility of managing the programme budget by entering projects into Atlas, finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review;
  • Ensure timely production and submission of progress reports by all members of the project team, contractors and project partners;
  • Conduct field visits to supervise, coordinate and monitor field level activities of portfolio.

Ensures creation of strategic partnerships and inter-agency coordination support by focusing onachievement of the following results:

  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, and identification of opportunities for initiation of new projects;
  • Development of partnerships with the UN Agencies, civil society, government institutions, and bi-lateral donors in the specific thematic areas;
  • Provide substantive support to the Representative on inter-agency coordination related activities;
  • Prepare analytical and regular progress reports on UN Women’s program experiences in support of UN women inter-agency coordination role;

Ensures provision of quality advisory services and facilitation of knowledge building and management focusing on achievement of the following results:

  • Thorough analysis and research of the political, social and economic situation in the country related to the thematic/sectorial areas assigned and preparation of substantive inputs to the UNW country office programme planning in those areas;
  • Identify and synthesis best practices and lessons learnt directly linked to programme country programme and policy priorities in the sectorial/thematic areas assigned;
  • Proactively contribute to knowledge networks and communities of practice.

Deliverables:

The Consultant shall provide a report on achievement of the following results/outputs upon expiry of the consultancy:

  • Draft 2015 annual report for Somalia Programme detailing achievement of programme outputs implemented by partner organizations in Somaliland, Puntland and South-Central Somalia;
  • Coordinate UN Women participation in the 16 days of activism campaigns to end violence against women (in Somaliland, Puntland and South-Central Somalia)
  • Contribute to the drafting of quarter 4 (2015) and quarter 1 (2016) progress report for Somalia programme;
  • Development of the 2016 programme budget and entry of the budget revision in Atlas;
  • Facilitate the development of a concept note and logistical preparation of the 2016 Somali delegation to the Commission on the Status of Women;
  • Elaboration of and finalization of partnership agreements/amendments with relevant government institutions, civil society, UN Agencies and independent firms;
  • Progress report of the establishment of Civil Society Advisory Groups in Somaliland and Somalia;
  • Overall facilitation of missions to Somalia;
  • Provide monthly briefing notes on technical assistance provided in the development and implementation of UN Women interventions in Somalia;
  • Monthly progress reports submitted to the Country Programme Manager.

Qualifications et expériences requises

Education:

  • Master’s Degree or equivalent Advanced Degree in Business Administration, Public Administration, Economics, Political Science, Social Science or a related field of expertise.

 Experience:

  • A minimum of five years of relevant work experience in conducting similar assignment;
  • Demonstrate experience in programmatic and financial management, specifically on the use of ATLAS;
  • Have experience at the national or international level in design, planning, implementation, monitoring and evaluation of development projects and establishing inter-relationships among international organization and national governments, preferably in the field of gender and human rights of women;
  • Experience in design, budgeting, monitoring and evaluation of development projects;
  • Have prior experience in the UN System and in working in a conflict/post-conflict setting, e.g. Somalia;
  • Be fluent in English, possess excellent writing skills and demonstrable capacity to work with diverse stakeholders, including government officials and civil society.
