UN Women is the UN’s global entity for gender equality and women’s empowerment. It is an inter-governmental body that provides financial and technical assistance to innovative approaches aimed at fostering women's empowerment and gender equality at global, national, regional and sub-national levels. The UN Women Multi Country Office (MCO) works for countries including India, Bhutan, Maldives and Sri Lanka.

 Inspired by commonality of concerns between the goals of UN Women and the common concerns of the South Asian Association for Regional Cooperation (SAARC), towards evolving gender just societies, a Memorandum of Understanding was signed between SAARC and UN Women (then UNIFEM) on December 31, 2001. It was founded upon the realization of gender equality between SAARC and UN Women, taking into consideration the established cooperation between UN Women and the Member States of the SAARC. The MoU was renewed on 13 December 2007 and again on 15 April 2014 on mutual interest.  The objective of this provision of advisory role by UN Women is to increase the institutional capacity of the SAARC Secretariat on gender equality and empowerment by providing expertise and support.

 The Consultant will work in close collaboration with the officials of the SAARC Secretariat and also report to the senior management in UN WOMEN, India MCO. This position is located in the UN WOMEN Office in Kathmandu, Nepal.

Devoirs et responsabilités

UN Women seeks the services of a consultant to support the development of a Three Year Action Plan for the SAARC Gender Policy Advocacy Group (SAARC – GPAG) in collaboration with the SAARC Secretariat, UN Women and SAARC Member States.

The Consultant will report to the Director, Social Affairs, SAARC Secretariat in terms of day-to-day work. She/he will also report on a weekly basis to the UN Women MCO through the Deputy Representative, and will be responsible for seeking regular inputs from members of the GPAG.

The Consultant will be responsible for the following duties and responsibilities:

Provide support to the SAARC Secretariat, UN WOMEN, UN ESCAP and the SAARC Member States to develop the “SAARC- Gender Policy Advocacy Group” Action Plan (for three years), focusing on the following results:

  • Analyze priority thematic areas of GEWE (Gender Equality and Women’s Empowerment) as reflected in the First GPAG meeting held in Islamabad (26th -27th July 2015);
  • Recommend actions that GPAG may take to address these issues;
  • Identify specific outcomes, indicators, targets and activities to govern the work of GPAG (2015-2017);
  • Identify gender-responsive mechanisms for monitoring and evaluation of the GPAG Action Plan.

Expected Deliverables:

The “SAARC- Gender Policy Advocacy Group” Action Plan (for three years), to be recommended, through the SAARC Secretariat, for approval by the Member States of SAARC.

Qualifications et expériences requises

Education:

  • Master’s degree in Public Policy, Gender and Development Studies, Economics, Social Sciences or any other related field.

 Experience:

  •  5 years of progressively responsible research and programme experience (preferably in South Asia) is required at the national or international level;
  • Experience in working on policy advocacy with government stakeholders or experience working with SAARC or UN, particularly in program development in South Asia would be an asset;
  • Experience in usage of computers and MS Office software (MS Word, Excel, etc.) is required.

Language:

  • Excellent knowledge of English, both written and spoken;
  • Working knowledge of at least one South Asian language.

Visa Requirements:

  • International consultants are required to possess work visa prior to entry into the duty station.
