Strengthening of the Regional Cooperation of Arab States in Hazardous Waste Management and Trans-Boundary Control Project

Project Description:

Inadequate hazardous waste (HW) management in most of the 22 Arab countries, served by Basel Convention Regional Centre for Training and Technology Transfer for Arab States in Egypt (BCRC-Egypt), generates considerable public health and environmental problems, including contamination of soil and water. It also prevents the countries of the region from meeting their obligations under Basel Convention. The Government of Finland has previously supported BCRC-Egypt through the United Nations Environment Programme (UNEP) in 2006-2010 to develop the institutional capacity of the Center and explore the challenges concerning hazardous wastes in the Arab countries.

A second phase of the project, financially supported by the Government of Finland and managed by UNDP Egypt, was approved to be implemented in 2013-2015 with the overall objective of improving the environmentally safe management and the control of trans-boundary movements of hazardous wastes in the Arab countries. The project’s second phase was actually launched in the second half of the 2013, due to the political instability the region has passed through. The purpose of the project is to develop BCRC-Egypt into a sustainable regional knowledge and service center for hazardous waste issues for the Arab countries, as well as to consolidate the achievements of the previous phase of the project.

BCRC-Egypt aims for the establishment of a new internationally accredited environmental monitoring laboratory, with a specialized HW lab unit that provides common analytical services and interpretations for HW identification and classification. It is expected that the lab will provide analytical services for all Arab countries.

Devoirs et responsabilités

To conduct a feasibility study on establishing a modern accredited environmental monitoring laboratory to serve the members of BCRC-Egypt and other countries in the region (Middle East and Africa)

Scope of work:

The consultancy will be carried out by a team of an International Consultant and a National Consultant with the following responsibilities:

International Consultant: (estimated 30 working days)

  • Initial selection of the potential hazardous waste parameters to be tested in the proposed BCRC laboratory;
  • Prepare a questionnaire for focal points in Arab States to assess the size of the market for the pre-selected parameters and acceptable testing fees to form the basis for the gap analysis;
  • Identify the needed equipment, specifications and supporting tools with its approximate price to overcome the accredited environmental monitoring services shortage in the region;
  • Propose the organizational structure of the laboratory team including TORs and job discerption for the team;
  • Prepare a feasibility study and a sustainability plan for the hazardous waste testing laboratory to be established in BCRC to ensure the continuity of the proposed laboratory.

National Consultant: (estimated 30 working days)

  • Review the status of regional accredited hazardous waste testing laboratories in the Arab States
  • Contribute to the preparation of the questionnaire, disseminate it to focal points and follow up on obtaining response
  • Perform gap analysis on the availability of equipment, tools and expertise in the region to handle all types of environmental monitoring especially the hazardous materials identifications and quantification based on the questionnaire results.
  • Support the International Consultant with the preparation of the feasibility study

Qualifications et expériences requises

Education:

  • A minimum of Master’s degree in environmental sciences or relevant field of specialization from a reputable university

Experience:

  • At least 15 years of experience in environmental monitoring in particular hazardous waste testing equipment.

Language:

  • English.

Required expertise:

BCRC-Egypt invites both national and international eligible individual consultants to indicate their interest in providing the above service. The service will be conducted by two consultants (one international and one national).

Minimum required qualifications for International Consultant

  • A minimum of Master’s degree in environmental sciences or relevant field of specialization from a reputable university;
  • At least 15 years of experience in environmental monitoring in particular hazardous waste testing equipment;
  • Proven practical experience in environmental monitoring and management in an internationally accredited hazardous waste related testing laboratory including international work experience;
  • Previous work experience in the region is an asset;
  • Excellent writing and communication skills in English.

Minimum required qualifications for National Consultant

  • A minimum of Master’s degree in environmental sciences or relevant field of specialization from a reputable university;
  • At least 15 years of experience in environmental monitoring in at least one Arab State;
  • Familiarity with the region environmental policies and guidelines and hazardous waste management issues;,
  • Excellent writing and communication skills in English and Arabic.

Interested consultants must provide information indicating that they are qualified to perform the service (brochures, description of similar assignments, experience in similar conditions, availability of appropriate CV, etc.).  Interested consultants should also provide a financial offer for the given services.
