The Climate Change Commission (CCC) has engaged the private sector in the various activities of the LECB PHL Project. The private sector is represented in the: (1) National Steering Committee which acts as the Project Board that provides overall guidance and direction in implementing the project, (2) in the Core Technical Working Group (TWG) and, (3) in the six TWGs established in the different focus sectors of agriculture, waste, industry, transport, forestry and energy (AWIT-FE). The TWGs were created to assist in the implementation of the Project’s activities and attain its objectives and expected outputs.

The government would also like to build on the momentum created by the business summits which were held in 2013 and 2014 to engage the private sector in climate change adaptation and mitigation activities. The summits were part of the National Climate Change Consciousness Week Celebration held every year by the CCC. The business summits were able to: (1) increase awareness of enterprises, particularly small and medium enterprises (SMEs)  on climate change  adaptation  and mitigation strategies in industries; (2) encourage private industries to develop low-carbon initiatives by presenting exemplary projects and programs of companies; (3) present opportunities and cost benefits for business in engaging in low carbon initiatives; and (4) fostered participatory governance between the government and private industries in implementing climate change mitigation actions.  One of the highlights of the business summit held in 2013 was the presentation by companies of projects and activities on best practices in adaptation and mitigation.  

In support of, and to promote and encourage sharing of best practices and experiences on climate change mitigation, a Climate Change Mitigation Recognition and Rating Program shall be established.  It is also to inspire businesses and industries to strive for excellence, by highlighting exemplary practices and resources that all can adopt and employ.

The Program supports the policies and programs of the CCC, particularly the conduct of information, education and communication (IEC) activities. Thus it aims to: (1) address the information barriers that hinder the development and implementation climate change mitigation actions; and (2) promote improved understanding of climate change and its risks and encourage application of appropriate mitigation actions for addressing them.

Recognition is communication tool that reinforces and rewards the most important outcomes or outputs people and institutions create for the good of the industry/sector. When people are effectively recognized, Government reinforces with the chosen means of recognition, the actions and behaviors it most want to see people repeat.

The awards recognition program is essentially different from the rating program. The awards program will give recognition while a rating  program will set the standard of quality and level of excellence for projects and activities. An approach or methodology shall be developed to merge and harmonize the two and ensure a more effective program.

Devoirs et responsabilités

The LECB PHL Project requires the services of a Consulting Firm referred herein as “Contractor” that shall undertake the following tasks

Conduct of Scoping Study. Review, consolidate and assess local and international recognition and rating programs, systems, practices and methods that are applicable to this activity.

  • The scoping activity may cover, among others, the examination of objectives, application process, selection criteria, judging procedure and benefits/awards granted to recipients.
  • The result of the study especially the different approaches of these programs shall be compared and considered in designing the model for the recognition and rating system.

Develop the Recognition Program which may include the following:

  • Develop or establish the organizational structure for the awards system including the formation of an Awards Committee. The Awards Committee members shall come from industry players with the right mix of perspectives and resources. It shall be responsible for decision-making regarding the objectives, scope, financing, and structure of the program.
  • Form or establish other relevant sub-committees or groups that may be needed to handle or manage the following aspects of the program: Sponsorships and endowments, program administration, establishing the eligibility of nominated mitigation projects/activities, fostering communication between the program and various organizations; pre-qualification screening of nominated projects/activities; eligibility for the award and frequency of the award, membership in the panel of judges, etc.
  • Establish Criteria for Awards Committee members. Experienced professionals from different segments of the AWIT-FE industries, i.e., equipment/services provider, government institution, climate change advocates, should be considered as Awards Committee members.

Select the Program Host Organization.I

Identify candidate host organizations or institutions which may be ready to enter into a partnership arrangement with the CCC and to make a sustained investment of time, money and effort for the program.

  • Identify appropriate institutional mechanism that could serve as vehicle for the program, i.e., a Foundation, Trust Fund, Association, or Sponsorship Package.
  • Ensure that the host organization shall accept the role and implement the program on a sustainable basis taking into consideration its track record/experience in hosting and spearheading similar programs.

Develop the Rating Program by undertaking the following:

  • Develop or establish the organizational structure for the rating program including the formation of committees or oversight bodies of verifying institutions and agencies;
  • Develop a standard measurement and verification scheme including evaluation parameters and indicators for projects;
  • Formulate a rating scheme based on criteria to be developed such as, success, replicability, potential sustainable development benefits. The criteria and indicators in the Multi-Criteria Analysis developed by the Project to select mitigation actions may be considered. The nominees will be judged according to these pre-determined criteria.  The rating scheme will be used as qualifying mechanism for the Awards Program effectively pre-screening the project nominees and providing the guarantee that only high quality projects with acceptable level of excellence will qualify for the awards program.

Integration with other accreditation programs. To ensure that the program is accepted and recognized by industry stakeholders, the program has to be integrated with local accreditation programs. This will also help ensure sustainability of the program. Among the possible approaches to integration are:

  • Implementation of the program in cooperation with recognized and high profile civic organizations or foundations that support climate change mitigation and environmental protection.
  • Extensive program promotion to the business and industry sectors via direct mail, e-mails and newspapers to attract awards entries and to strengthen its position as an event to look forward to in winning an award or attending the event.

Establish a Program Monitoring System in order to review the awards and rating scheme and their criteria to make sure they are still relevant and meaningful to the industry or sector.

Develop the Awards Program Manual.

The manual provides the necessary guidelines and information in implementing the Awards Program. It describes the procedures and guidelines in the administration of the Awards Program.

Develop the Rating Scheme Manual

The Manual provides the guidelines, measurement and verification, rules and regulations in implementing the Rating Scheme for mitigation projects. It also contains the incentives and benefits to be made available for rated projects.

Conduct capacity building or training on the development and implementation of the programs.

Create knowledge products on the programs for dissemination to stakeholders.

Assist in the conduct of necessary fora and workshops to raise awareness and build capacity on the system.

Serve as resource person for the presentation of the output.

Qualifications et expériences requises

Education:

  • Degree in agriculture, industrial engineering, energy engineering, environmental planning, environmental science, or related field.  Advance or graduate degrees are preferable.

Experience:

  • At least 5 years work experiences on climate change mitigation, GHG inventory and/or projects related to the AWIT-FE sectors;
  • Strong familiarity with environmental laws and regulations, planning processes and regulations at the national, subnational and local levels;
  • Working experience with business and industry players in any adaptation or mitigation projects or activities; and,
  • Strong communication skills, including demonstrated written and presentation skills and the capacity to relate to both internal and external constituencies of the project.

Language:

  • Fluency in oral and written English;
  • Knowledge of another UN working language is an asset.
