The Results Management Support Section (RMSS) collaborates primarily with all units in the Volunteer Programme Management Group (VPMG), to guide strategic programme planning, quality assurance of programme activities and resource management, and UNV’s volunteer management practices.  Within this team, the Evaluation Specialist leads the corporate planning, monitoring, evaluation and reporting pillar.

Reporting to the Chief, Results Management Support Section, UNV, the Evaluation Specialist leads the development and implementation of the evaluation plan, monitors the management responses and their follow up, coordinates and collaborates with partner UN Agencies, Funds and Programmes in the evaluation of the Joint Programmes and Projects. The Evaluation Specialist is also responsible for providing training and capacity building of staff in headquarters and in the field.

Ensure the implementation of evaluation policies and strategies

  • Lead the development of common evaluation quality standards and guidelines, and improve evaluation collaboration including through participation in the United Nations Evaluation Group (UNEG);
  • Provide technical advice and support to the development of the results frameworks and supports development of the  indicators that reflect contribution of volunteerism/volunteers and facilitate their incorporation within UNV and joint projects with UN partner agencies;
  • Contribute to the corporate strategic planning, monitoring and reporting, including mid-term and final review of the UNV Strategic Frameworks;
  • Provide synthesized information on lessons learnt from past evaluations for the preparation of UNV strategies, policies and guidelines;
  • Contribute to joint thematic evaluation exercises with UNDP Evaluation Office ensuring that joint evaluations comply with UNDP Evaluation Policy.

Ensure effective management of the evaluation function in UNV

  • Build partnership and liaise with partner UN Agencies, Funds and Programmes to ensure that contribution of volunteers and volunteerism is adequately captured and reflected in the evaluation of Joint Programmes/Projects;
  • Lead the planning, preparation, budgeting, reporting and oversight of thematic, programme/project evaluations conducted by UNV and partner UN Agencies, ensuring that contribution of volunteers and volunteerism is fully integrated;
  • Lead organization and coordination of evaluation missions for UNV programmes and projects;
  • Determine criteria and provide guidance regarding the evaluation of projects and programmes, including those for evaluation of Joint Programmes;
  • Analyze evaluation findings and ensure the dissemination of evaluation results, and feeding of lessons learnt into strategic direction and policy changes of the organization, programme development, training, corporate reports, and public information materials;
  • Draft UNV’s input to UNDP Annual Report on Evaluation;
  • Contribute to the strengthening of the results-based management across all levels and business streams in the organization;Follow-up on implementation of evaluation recommendations.
  • Ensure that the preparation of the management responses  to evaluations is facilitated;
  • Ensure the maintenance of a publicly accessible repository of evaluations through UNDP Evaluation Resource Center, including management response;
  • Participate in corporate task forces, reference groups and panels.

Qualifications et expériences requises

Education:

  • Master degree in social sciences, political science, public or business administration, economics or related fields;
  • Specialized training in evaluation is a distinct advantage.

Experience:

  • 7 years of relevant professional experience in monitoring, evaluation and results-based management for peace and development;
  • Field experience is highly desirable;
  • Experience related to UNDP/UNV’s mandate and activities is desirable.

Language Requirements:

  • Fluency in English;
  • Fluency in French is a distinct advantage.
