UNDP Myanmar has been implementing UNDP Country Programme for 2013-2017 with the aim to promoting local governance, growth and sustainable development with the emphasis on rights-based, gender sensitive, inclusive and equity. This goal will be pursued through three complementary components; Local Governance, Environmental Governance and Disaster Resilience, and Democratic Governance.

Environmental Governance and Disaster Resilience Component of UNDP Myanmar - focuses on strengthening capacities at local, regional and national level to manage and utilize natural resources in a sustainable way, and to enhance resilience and adaptive capacity to long-term climate change including variability impacts and to reduce the associated risk of natural disasters.

 UNDP has been closely working with Ministry of Environmental Conservation and Forestry to improve environmental governance in Myanmar. The Environmental Conservation Department, which is chairing the Government’s Environment Sector Working Group, requested UNDP to assist in the development of a “National Environmental Policy and Strategy Framework”.  It will serve as a guiding policy framework to incorporate environmental conservation in relevant sectors i.e. to mainstream environment policy into national planning, sectoral policies and law to ensure sustainable development of the country. UNDP is recruiting international consultant who will provide technical assistant to Environmental Conservation Department in developing “National Environmental Policy”.

Devoirs et responsabilités

Under the guidance of the Team Leader (Environmental Governance and Disaster Resilience) of UNDP, and under the direct supervision of Programme Specialist/ Programme Analyst of UNDP, the National Consultant will support and work closely with international consultant in developing “National Environmental Policy” covering the following tasks.

  • Review on relevant existing policies and other related documents  for institutional and legal analysis required for development of National Environmental Policy and provide inputs into updating National Environmental Policy;
  • Liaise and coordinate with partners including the government ministries, development partners, UN agencies and NGOs on stock-taking and mapping of ongoing and current initiatives of the ministries and agencies working for environmental conservation;
  • Translate the document relating to legal documents on environmental conservation, especially those written in the national languages or otherwise difficult for international consultants to gain access to;
  • Support/facilitate in the consultations with relevant stakeholders including government agencies, non-governmental organizations, academia and private sector during the policy analysis;
  • Foster effective communication by conducting regular meetings, preparing and sharing meeting minutes to the stakeholders;
  • Keep systematic compilation of reports, reference documents and knowledge products; and
  • Other technical support relating to preparing National Environmental Policy and roadmap (work plan) for the process of developing Environmental Strategy Framework.

Qualifications et expériences requises

Education:

  • Postgraduate degree in Development Policy, Environmental Conservation, Natural Resources Management and other related fields.

Experience:

  • At least 5 years of relevant work experience;
  • Knowledge about environmental conservation, development planning, public administration and environmental legislation;
  • Working experience  in government, UN or international organizations in capacity building, policy advocacy and coordination at national level;
  • Experience of working with region/state level public administration is an asset
  • Proficient in using the prevalent computer applications (word processing, presentations, email, etc.);
  • Good communication and interpersonal skills, team oriented work style.

Language Requirements:

  • Fluency in reading, writing and speaking in Myanmar and English, with ability to translate and facilitate discussions
