Under overall guidance of the UNFPA Representative and under the direct supervision of the Assistant Representative, the National Programme Analyst­ Programme Management plays a key role in the provision of essential support to the Programme Management team of the UNFPA Country Office. The incumbent will work in close cooperation with the Country Office programme staff, Operations Teams, with relevant support offices in the Regional Office, UNFPA Head Quarters and Brussels; UN system and government counterparts; development partners and civil society organizations to ensure effective provision of support to core UNFPA programme management functions.

Devoirs et responsabilités

Support to the Programme Management Team:

  • Efficiently and effectively coordinates the day to running of the PSU to ensure optimal support to the Programmes Team;
  • Refines the PSU operations based ongoing input from  the Programmes Team;
  • Capacitates members of the PSU by ensuring transparent and well thought through rotation of duties;
  • Ensures all PSU team members are provided with performance feedback through PAD;
  • Promotes superb team work within the team through a transparent and progressive management style;
  • Coordinates the documentation of  success stories and best practices before finalisation by the Communications Team.

Support Country Office’s Resource Mobilisation Efforts:

  • Coordinates the development and implementation of the CO Resource Mobilisation Strategy and Plan in close liaison with the Country Representative;
  • Liaises with the Resource Mobilisation Branch for guidance ensuring policy compliance for new donor agreements, agreement amendments, no cost extensions as well as liaise with the UNFPA Brussels Office for EU funded projects reports;
  • Ensure all agreements are compliant with the Cost Recovery Policy of UNFPA (2014);
  • Manages the Donor Agreement and Report Tracking System (DARTS) , ensuring  the Programmes Team is timely advised of upcoming due reports , tracking progress of such reports when necessary;
  • Contributes to the submission of quality donor reports by participating in the initial report writing stages;
  • Acts as the focal point for the submission and uploading into DARTS of donor reports and cover letters;
  • Submits and follows up funding disbursement requests with various donors;
  • Maintain an up to date contact list of local donors to whom reports are submitted;
  • Closely liaises with the Communications Team to ensure visibility and advocacy materials respond to stipulated  and emerging donor requirements.

Support Management Accountability Efforts:

  • Works closely with the Assistant Representative in managing the PCA Budget;
  • Supports the  undertaking of the NEX audit;
  • Coordinates the preparations of the programme component of institutional audits as well as follow up and upload relevant management responses.

Contribute the ICPD  Agenda:  

  • Facilitates communication with MoFA in light of high level global events;
  • Through the PSU, provide logistical / administrative support for delegates to these global events.

Perform any other task as may be assigned by the Representative or Assistant Representative.

Qualifications et expériences requises

Education:

  • Advanced university degree (Master's or equivalent) in social/political sciences, international affairs.

Experience:

  • At least two years of increasingly responsible experience in programming;
  • Good knowledge of programme management;
  • A thorough understanding of the UN system in general, and especially UNFPA mandate;
  • Keen understanding of Zimbabwean culture, history and political contexts;
  • Excellent computer/information systems skills.

Language:

  • Proficiency in written and spoken English and familiarity of local language.
