The Federally Administered Tribal Areas (FATA) have an estimated population of over 5 million and are among the least developed regions of Pakistan. The region lies along Pakistan’s border with Afghanistan and has been affected by militancy and violence, which have in turn limited the reach and coverage of social and economic service delivery by the state. The Constitution of Pakistan accords special status to the FATA region, which is included among the territories of Pakistan and is represented in the parliament. However, FATA continues to be governed under the Frontier Crimes Regulation (1901) and the laws framed by the parliament do not apply in FATA. The Constitution vests the President of Pakistan with the authority to issue regulations for the peace and good governance of the tribal areas. The Governor of Khyber Pakhtunkhwa and FATA, on the behalf of the President of Pakistan, governs and exercises the executive authority over the FATA region. The Governor also oversees the FATA Secretariat, which is the government’s administrative and service delivery structure for FATA.

The militancy and subsequent military operations have led to the displacement of over 2 million people from FATA over the last few years. The Government launched a Return and Rehabilitation Strategy in early 2015 and confirmed its resolve to support dignified return and rehabilitation of the displaced families to FATA between March 2015 and December 2016.

This year, the Governor’s FATA Reforms Commission issued its interim report, recommending reforms in the following areas:

  • (i) Peace and security;
  • (ii) Return and rehabilitation of the internally displaced persons;
  • (iii) Establishment of formal judicial system;
  • (iv) Introduction of local governance;
  • (v) Establishment of the Governor’s advisory council;
  • (vi) Political reforms; (vii) quick impact projects; and
  • (viii) Institutional reform of the FATA Secretariat for efficient, effective service delivery with accountability and transparency.

The Governor has requested UNDP to support the establishment of a Strategic Support Unit (SSU), with the mandate to support the Governor and the FATA Secretariat in achieving the achievement of priority goals and targets through systematic and rigorous prioritization, analysis, follow up and decision making.

Reporting directly to the Governor, the Unit will work with the FATA Secretariat and line departments to ensure that:

  • Existing aspirations are translated into a prioritized set of goals, targets and action plans;
  • The relevant department is provided consistent problem solving support in ensuring that on-time progress is made against the agreed upon action plans;
  • A system to regularly collect and analyze evidence on progress against targets is established, including data collection through regular government and independent channels;
  • Routines including periodic reviews with the Governor and senior government leadership are put in place to give an independent overview of progress and to ensure that decisions and corrective action are taken to put plans back on track where required.

Devoirs et responsabilités

The Senior Adviser/Team Leader will be reporting directly to the Governor and working closely with key officials of the Government including the Additional Chief Secretary, the Principal Secretary to the Governor, and Secretaries of the relevant line departments.

The specific functions of the Team Leader will include the following:

  • Providing day to day management of the Strategic Support Unit across all of its sectors;
  • Ensuring the buy-in from all relevant stakeholders to obtain alignment for the reform agenda;
  • Assisting line departments in developing and maintaining a specific delivery agenda, including a prioritized set of goals, targets and action plans;
  • Helping to drive the delivery of initiatives to achieve agreed upon outcomes through weekly (or more frequent) problem solving meetings with line departments;
  • Coordinating and monitoring progress of key performance indicators set with line departments on a monthly basis;
  • Leading progress stock-takes on each sector on a monthly with the Governor and support the Governor in the APEX committee;
  • Undertaking quarterly independent evaluation of department progress/results and escalating most critical decisions to the Governor;
  • Preparing and disseminating annual performance reports of the unit as well as line departments.

Expected Results /Deliverables

The consultant is expected to produce the following deliverables under the guidance of the Governor and in collaboration with the FATA Secretariat:

  • Strategic prioritization, target setting and action plan for at least three priority areas prepared and approved by the Governor (15%);
  • Lead the design and establishment of a performance delivery dashboard/ tracking system (IT based) for the priority goals based on departmental reporting systems (10%);
  • Lead the design and establishment of an independent tracking and monitoring system, employing qualitative and quantitative surveys and spot checks (10%);
  • Quality assure the conduct of independent surveys/spot checks using third party service providers to independently verify progress against the priority goals (20%; 10% for each survey);
  • Quality assure the design and conduct of diagnostic studies to identify delivery bottlenecks and make recommendations for process improvements and policy decisions (20%; 10% on each study);
  • Prepare high quality analytical reports providing the progress status, delivery bottlenecks and recommendations (decisions to be made or steps to be taken for improving delivery) and present them at the monthly review meetings chaired by the Governor (25%; 5% for each report.

Management Arrangements:

  • The consultant will be accountable to the Governor, Khyber Pakhtunkhwa and FATA for the contract deliverables;
  • The duration of the assignment is 6 months (120 working days), from 1st October 2015 to March 31, 2016;
  • The consultant will be based in Peshawar, Pakistan for the duration of the assignment;
  • Any travel from home station to the duty station (Peshawar) will be directly managed by the consultant. The related costs should be budgeted separately in the proposal;
  • Any duty related travel outside the duty station (Peshawar) will be paid in accordance with UNDP’s applicable policies and procedures;
  • The consultant will report to Assistant Country Director, Crisis Prevention and Recovery for all matters related to the contract including the approval of the contract deliverables, certification of work completed and final evaluation and payment.

Methods of Payment:

  • Payments of fees will be made in instalments linked to the submission and approval of the contract deliverables given above in the Sections III and IV of the TOR. In exceptional cases, UNDP may consider making partial payment against a deliverable;
  • Any other payments, including DSA and costs of official travel, will need prior authorization by the UNDP reporting manager and will be paid in accordance with UNDP’s applicable policies and procedures.

Qualifications et expériences requises

Education:

  • Master’s degree from a recognized institution. Candidates with PhD or MBA will have added advantage.

Experience:

  • A minimum of 10 years of professional working experience;
  • Experience of working with high level political offices on issues of performance management;
  • Possesses specialist knowledge in the area of conflict prevention management, social cohesion, dialogue and governance reform or related areas as well as in-depth practical knowledge of inter-disciplinary development issues including gender mainstreaming;
  • Experience and specialist knowledge in building national and local capacities in governance and building national reconciliation;
  • Strong experience of strategic planning and performance management, with a demonstrated capacity in performance management and to deliver results;
  • Outstanding problem-solving, advocacy, analytical and communication skills;
  • If the candidate is from the private sector, then evidence of working with the public sector.

Language:

  • Fluency in English, including excellent writing skills.
