The focus of the Low Emission Capacity Building Project in Uganda is strengthening the technical and institutional capacity for the development of a greenhouse gas (GHG) national inventory system, nationally appropriate mitigation actions (NAMAs), and the associated measuring, reporting and verification (MRV) systems. The project is aligned to the United Nations Development Assistance Framework (UNDAF) for Uganda 2010-2014, which priorities focus on supporting national efforts and capacities to ensure growth, prosperity and social transformation while integrating climate change concerns into the development process and accelerating progress towards achieving the Millennium Development Goals (MDGs). It responds to Uganda’s socio-economic development challenges pertaining to environment and climate change as captured in the country’s five year National Development Plan 2010/11 – 2014/15 that emphasizes, among others: developing national capacity to deal with climate change challenges; ensuring climate proof development planning; and promoting low carbon economic development path. It further responds to capacity gaps in establishing a national GHG system as identified in the Initial National Communication (INC) to the UNFCCC.

Rationale of the Consultancy

  • The work under the LECB project output “Robust national systems for preparation of Greenhouse Gas (GHG) emission inventories have been established” was initiated in September 2014 and several activities and consultancies have been carried out so far to achieve the expected output. The activities include capacity building of GHG sector working groups and development of a GHG inventory manual. The process has now reached the last phase where the National Inventory System will be institutionalized through intensive capacity building, hands-on training and formalization of data sharing/compiling agreements.  This consultancy shall bridge the existing capacity gaps within the GHG unit and the sector working groups and ensure that all processes required to collect and manage GHG data are formalized through MoUs. The consultant will spend 20 working days in Kampala to ensure that the GHG unit is operational and that the necessary data is being provided systematically by the appointed data compilers. The consultant shall furthermore develop a QA/QC plan guaranteeing a robust data set applicable for National Communications and Biennial Update Reports (BUR). The assignment also requires the consultant to come one month after the first visit for 3 working days to ensure the functionality of the GHG unit and data compiling and management systems;
  • The robust database on activity data is an essential part of national systems for preparation of Greenhouse Gas (GHG) emission inventories. The consultant will be required to lead the sector teams in compiling a national GHG activity database for the country. The database should include activity data for all the predefined IPCC sectors: Energy, Land-Use Change and Forestry (LUCF), Agriculture, Industrial Processes and Waste; covering the period 1994 to 2014. The database will form part of the enabling activities for the GHG Inventory Chapter development in Uganda’s Third National Communication and for the BUR preparation. The IPCC’s 2006 revised guidelines on GHG emissions and emission factors will be used in preparing the database;
  • The National GHG Inventory Report will show the trends of emission by sectors, projection of emissions by sector based on the scenario on BAU and integrations of identified policy framework and projected socio-economic developments.

Scope of Work

Detalied Consultancy Activities:

  • Support key sectors in developing appropriate MoUs for data sharing and collection. This will involve raising awareness on the importance of such agreements with key data providers and development of proposals for formal and informal agreements for consistent data sharing;
  • Enhance mainstreaming of GHG Inventory management systems within key GHG sectors at national and local government level;
  • Review existing GHG emission factors used in the Ugandan context and recommendations made on which emission factors it would be useful to improve over time; enhance transfer of knowledge on best methodologies for determining GHG emissions;
  • Provide guidance/planning on preparatory activities towards Third National Communication and BUR;
  • Review activity data collection conducted to date and oversee implementation of the archiving strategies to ensure effective national GHG Inventory management systems;
  • Assess and advise on how to integrate GHG data collection processes into national statistics data collection systems;
  • Establish and implement an institutionalised systematic, standardized process for collecting, documenting and archiving data, including preparation of reporting formats to collect, assess and share activity data and or maps and documentations;
  • Build capacity of key data providers to generate appropriate activity datasets at level;
  • Develop an improvement plan to address data gaps and needs to achieve higher tier inventory estimates for key categories;
  • Robust Greenhouse Gas (GHG) emission inventories database established using collected activity data;
  • Robust online Greenhouse Gas (GHG) inventory tracking system for data collection and sharing.

Deliverables:

  • Inception report;
  • Sector specific GHG data collection and management in Kampala resulting in a robust Nationally Institutionalized Inventory System;
  • Draft MoUs together with sectors to ensure institutionalising of data sharing and data collection;
  • Facilitation of workshop in Kampala focusing on how to apply the National Inventory System in the development of the Third National Communication;
  • Developing a robust Greenhouse Gas (GHG) emission inventories database at CCD linked to the MWE knowledge resource centre using collected activity data;
  • Developing a robust online Greenhouse Gas (GHG) inventory tracking system for data collection and sharing;
  • Finalization of Institutional arrangements & Data Collection Manual and improvement plan;
  • Follow up visit to Kampala to ensure the functionality of the NIS

Consultancy Implementation Arrangements

The Consultant will be supervised by as well as report to the Head of the Climate Change Department and will be facilitated through the Project Management Unit for his/her day-to-day and field requirements including: transport, per-diems, stationery and other logistic needs. UNDP Country Office is responsible for all contractual arrangements.

Qualifications et expériences requises

Education:

  • An advanced post-graduate university degree in a subject related to climate change and/or environmental management.

Experience:

  • At least 10 years of experience in application of IPCC methodologies for GHG inventories;
  • Extensive experience working in developing countries on GHG inventory issues;
  • Knowledge of the existing GHG process in Uganda;
  • Familiarity with international negotiations and processes under the UNFCCC.

Language:

  • Excellent ability to communicate in English both written and spoken.

Price Proposal and Schedule of Payments:

Payment shall be by the lump sum modality in the following 3 instalments. These shall be all inclusive and the contract price is fixed regardless of changes in the cost components

  • Upon signature of contract by both parties and presentation of an approved inception report (1 week after signing of contract) - 40%;
  • Upon satisfactory first visit to Kampala - 30%;
  • Upon satisfactory second visit to Kampala and - 30%.

Evaluation Method and Criteria:
Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and;
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
  • Technical Criteria weight; - 70%;
  • Financial Criteria weight; - 30%.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation
