UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Under the overall guidance of the Country Programme Manager, the Gender Officer the Gender Specialist will advance the development and Implementation of UN Women Programmes in Somalia by providing technical support and content expertise on mainstreaming a gender approach into key elements of planning and programming, to strengthen UN Women’s work on gender equality across the result areas of the UN Somalia Integrated Strategic Framework (ISF). She/he works in close collaboration with the programme and operations team, UN Women RO staff, UN Mission and Agencies in Somalia, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.

Devoirs et responsabilités

Provision of top quality advisory and programme development services:

  • Provide technical advice to the development of the Country Programme Document and Somalia’s Strategic Framework while ensuring that gender concerns are clearly reflected and mainstreamed;
  • Assist the Country Programme Manager to design and implement a country programme action plan on gender mainstreaming and contribute to the attainment of reporting obligations, documentation of good practices, preparation of policy papers and related submissions for senior leadership;
  • Provide analysis and advice to the Country Programme Manager on the gender dynamics and opportunities to support inclusive engagement of women in the Somalia’s reconstruction process and  development agenda;
  • Identify and advise on entry points for new initiatives for UN Women to strengthen capacities for gender equality and to support the advancement of women’s empowerment and gender equality in the country;
  • At the request of the Country Programme Manager, represent UN Women at inter-agency, intergovernmental, international, regional conferences and meetings and advocate for UN Women’s policy and initiatives in advancing gender equality and women’s empowerment;
  • Provide the Country Programme Manager and other programme colleagues with timely advice, brief on gender issues and gender analysis enabling them to address key gender issues in various policy fora, political debates and Peace and State-building processes.

Provision of coordination, programme and technical support:

  • Advise and support joint programming and coordination around gender equality, including support in forging strategic partnerships aimed at promoting gender equality, women’s advancement and women’s representation;
  • Support UN system-wide inter-agency coordination on gender to contribute to strategic and policy discussion on gender equality, and women’s empowerment issues;
  • Advise and support UN Women and other partners, in the development and implementation of laws, plans, policies and budgets, in line with Somalia’s commitments on gender equality and the empowerment of women and girls; and in support of mainstreaming gender equality priorities into legal frameworks and government-led programmes;
  • Participate in and make substantive contributions to the work of inter-agency coordination mechanisms for gender mainstreaming and strengthen  partnership with UN agencies that have complementary mandates for the promotion of rights of women and girls;
  • Coordinate capacity building efforts on gender mainstreaming at all stages of the ISF implementation (bi-annual work planning, monitoring, reporting and evaluation) as well as other processes related to fulfilling the Joint Programming agenda in close consultation with UN Women and other UN agencies.

Provision of strategic advice and support to advocacy initiatives:

  • Provision of technical advice to the Country Programme Manager as required, in the coordination of emerging technical and development assistance to the Federal Government of Somalia and civil society, ensuring emerging development support responds to women’s needs and national gender equality priorities;
  • Provide analysis and strategic advice to the CO on current gender issues and opportunities to support inclusive engagement of women in the development and humanitarian assistance provided by UN Women in Somalia;
  • Identify and advise on entry points for new initiatives for UN Women to strengthen national and local capacities for gender equality and to support the advancement of women’s empowerment and gender equality in Somalia, in close consultation with the UN Assistance Mission in Somalia (UNSOM);
  • Support gender equality advocates, both within government and non-governmental organizations, to have a stronger voice in decision-making processes that shape lives of women, including those relating to reconciliation and humanitarian support;
  • Support the establishment of advocacy networks in Somalia and linkages to international networks related to the sectoral, thematic areas assigned;
  • Proactively and substantively support and implement relevant, high-impact advocacy activities and campaigns with key partners.

Strategic partnerships, coordination and resource mobilization:

  • Support UN system-wide inter-agency coordination on gender to contribute to strategic and policy discussion on gender equality, and women’s empowerment issues;
  • Advise and support the CO in forging strategic partnerships at the national and local level to promote gender equality, women’s advancement and women’s representation;
  • Represent UN Women at inter-agency, inte;rgovernmental, international, regional and national conferences and meetings and advocate for the UN Women’s positions in advancing gender equality and women’s empowerment;
  • Ensure liaison and partnerships with civil society organizations and women’s groups in the region and ensure that all UN Women’s outreach activities and advocacy initiatives reach and involve both women and men;
  • Maintain active relationship/partnerships with National Government Counterparts, UN System, international community, inter-government and non-governmental organizations, institutes and academia on women’s issue to enhance collaboration, resource mobilization and share and influence agenda and priority setting.

Capacity building and facilitation of knowledge building and management:

  • Provide technical support to Government and non-governmental organizations targeted at building institutional capacities for the promotion of gender equality, and women’s rights, including through support to South-South learning and exchange;
  • Support the capacity building programme for staff to maximize their potential and optimize the existing knowledge in the Office;
  • Identify and synthesize  best practices and lessons learned directly linked to Somalia’s policy goals in the sectoral/thematic areas assigned;
  • Sound contributions to knowledge networks and communities of practice.

Impact of Results:

The post has an impact on the overall effectiveness and success of UN Women interventions and activities in the assigned sectorial/thematic areas, which impact in turn on the overall effectiveness of the UN Women programme in the CO.   By helping ensure gender mainstreaming in programme design, planning, implementation, and M&E, and building networks and helping mobilize resources for these areas, the incumbent enhances the organization’s capacity and credibility in implementation of highly effective programmes with strong impact.

Qualifications et expériences requises

Education:

  • Master’s Degree or equivalent in gender, women’s studies, social sciences, international development, international relations or other development related fields.

Experience:

  • 5 years of progressively responsible experience at the national or international level in design, planning, implementation, monitoring and evaluation of development projects and establishing inter-relationships among international organization and national governments;
  • Experience working in the field of gender equality and women’s empowerment and/or human rights is required;
  • Familiarity with UN inter-agency coordination and prior experience in the UN system and in conflict/post conflict regions will be an asset;
  • Prior experience in the UN System and the Region will be an asset.

Language Requirements:

  • Fluency in oral and written English and Somali is required;
  • Working knowledge of another UN official language is an asset.
