Historique

Two devastating earthquakes hit Nepal in April and May 2015. The death toll climbed to over 8,857, while more than 22,000 people were injured. Out of 75 districts, 33 are affected, 14 of which are heavily impacted. 602,257 houses were destroyed and another 280,000 damaged by the quake. Large portions of the affected population are still living in very basic emergency shelters with limited access to safe water supply and hygiene and sanitation facilities. Urban areas in the worst-affected districts are in ruins and public infrastructure is lost. Many frontline government services are struggling to resume and the livelihoods of millions of people have been affected.

Post Disaster Needs Assessment, conducted right after the earthquake with the Leadership of Government of Nepal and support from UN, WB, ADB, JICA and EU, has identified an ambitious agenda for reconstruction. This can only be achieved through coordination actions of all actors at various levels.

It is in this spirit that UNDP Nepal CO initiated its Early Recovery Initiatives immediately after the disaster. The objective of UNDP’s recovery programme is to provide immediate recovery assistance to the earthquake-affected population and assist the Government of Nepal to plan and manage the recovery process in a manner that systematically addresses underlying vulnerabilities in order for Nepal to return to sustainable development pathways. In addition to the immediate emergency assistance provided within the first 3 months, UNDP is assisting the Government of Nepal through a comprehensive recovery programme spanning three years by focusing on four main areas of work: (1) Supporting national recovery planning and implementation; (2) Recovering livelihoods and economic development opportunities of communities; (3) Restoring local governance systems and public service delivery; and (4) Helping to build a disaster-resilient Nepal under the leadership of the Government.

All these is done through close cooperation with the National and local governments, NGOs and CSOs Development Partners and other stakeholders. Where possible, UNDP CO is using existing programmatic channels of implementation.

In view of the importance of early recovery for the development agenda of Nepal, but also given its significance in UNDP programme, the Nepal CO has revised its organizational structure and introduced the position of the Assistant Country Director/Early Recovery Team Leader.

Under the direct supervision of the UNDP Deputy Country Director, Programme, the Assistant Country Director (Early Recovery) will coordinate, guide and consolidate the implementation of UNDP’s Earthquake Recovery Programme. The incumbent heads and supervises the team of the Early Recovery unit. S/he will keep her/himself abreast of all the developments on recovery and reconstruction relevant to the implementation of Nepal´s recovery from the earthquake.
 
The Assistant Country Director (Early Recovery) will work in close collaboration with the Country Programme units involved in the recovery programme as well as other UN Agencies and the Resident Coordinators Office, UNDP HQ staff and Government officials, technical advisors and experts, IFIs, and bi-lateral donors and civil society to successfully implement the early recovery components of the UNDP program.

Functions / Key Results Expected

Summary of key functions:

  • Ensure the strategic direction, coordination and facilitate effective implementation of UNDP’s earthquake early Recovery Programme and strategy;
  • Develop strategic partnerships with relevant stakeholders, including the Government of Nepal, UN agencies, donors, IFIs, international and national NGOs, and other civil society organizations;
  • Ensure provision of top quality early recovery policy advice services to the Government, Development partners and UN System and facilitation of knowledge building and management;
  • Oversee the effective management and strategic direction of the early Recovery Projects working in conjunction with the relevant country office programme units;
  • Promote and prioritize gender and social inclusion considerations in all areas of programme work.

As a member of the CO management team, ensure the strategic direction, coordination and facilitate effective implementation of UNDP’s early Recovery Programme and strategy:

  • Analyse the recovery and reconstruction policies and developments in the country and develop program and projects to support implementation of these policies;
  • Identify strategic and innovative recovery program areas that support the Government of Nepal with the implementation of the PDNA recommendations and Recovery and Reconstruction policy and programmes;
  • Coordinate and facilitate UNDP institutional and operational support to the Reconstruction Authority and line ministries involved in the Recovery and Reconstruction in collaboration with program units and other UN Agencies.

Development of strategic partnerships with relevant stakeholders, including the Government of Nepal, UN agencies, donors, World Bank and Asian Development Bank, international and national NGOs, and other civil society organizations:

  • Develop and implement partnerships and resource mobilization strategies to achieve recovery program outcomes;
  • Create and coordinate partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector and civil society;
  • Determine specific areas of cooperation for the recovery programme framework, based on strategic goals of UNDP, country needs and donors’ priorities;
  • Conduct research and analysis on donors, prepare briefs on possible areas of cooperation
  • Collaborate closely with the relevant parts of BPPS and other UNDP HQ and regional colleagues.

Ensure provision of top quality early recovery policy advice services to the Government, Development partners and UN System and facilitation of knowledge building and management:

  • Identify sources of information related to policy-driven issues. Identify and synthesise best practices and lessons learned directly linked to recovery program goals;
  • Develop strategies and policies to support the country recovery needs in collaboration with the Government and other strategic partner;
  • Provide sound contributions to knowledge networks and communities of practice;
  • Organize trainings for capacity building of the program staff on issues related to Nepal´s recovery;
  • Ensure linkages with all UNDP Program Units for mainstreaming of relevant aspects in program strategies.

Ensure the effective coordination and strategic direction of the recovery programme framework and provide oversight focusing on quality control of the full cycle of programming, working closely with UNDP program units:

  • Coordinate the strategic planning, development and implementation of the early recovery programme portfolio to support the implementation of the National Recovery and reconstruction policy;
  • Ensures effective leadership management and supervision of the Team under early Recovery unit;
  • Ensure effective application of Results Based Management (RBM) tools, establishment of management targets (Balance Score Card) and monitoring achievement of results;
  • Ensure strategic oversight of planning, budgeting, implementing and monitoring of the program, tracking use of financial resources in accordance with UNDP rules and regulations. The Assistant Country Director performs the function of Manager Level 2 in Atlas for development projects transactions approval;
  • Ensure effective monitoring, measuring the impact of the early recovery program. Constant monitoring and analysis of the program environment to ensure timely readjustment of the portfolio;
  • Work closely with all UNDP Program Units to ensure linkages and synergies;
  • Provide leadership in preparation for audit and timely follow up on audit recommendations. All exceptions are timely reported to senior management;
  • Ensure aggregate reports are regularly prepared on overall recovery program activities, outputs and outcomes. Preparation of donor reports;
  • Collaborate actively with other ACDs and the Programme Teams;
  • Identify and promote programmatic collaboration actively between the Country Office’s programme thematic focus areas;
  • Promote staff skills and technical knowledge development through coaching, mentoring and encouraging staff learning and participation in specialized knowledge networks;
  • Promote and prioritize gender and social inclusion considerations in all areas of programme work in line with the Country Office policy on gender and social inclusion;
  • Ensure that all projects under the earthquake recovery Programme prioritize gender and social inclusion considerations, both in terms of mainstreaming gender and social inclusion and setting specific programme targets where appropriate;
  • Work with other ACDs to ensure that management of recovery projects is conducted with gender and social inclusion considerations given due priority.

Impact of Results

The strategic positioning of UNDP in the Early Recovery Programme and reconstruction together with a solid capacity to implement its programme and strategy will enhance UNDP’s credibility with the Government, civil society, donors and BCPR and will provide a platform to expand the UNDP programme.

Qualifications et expériences requises

Education:

  • Master’s degree in development, political science, social science or any related subject;
  • Prince2 training and certification, RMG.

Experience: 

  • 7 years of experience are required in the field of post-disaster recovery and rehabilitation programming and management, at least 5 years of which involved programming in disaster-affected countries;
  • Relevant experience at the national or international level in managing designing, monitoring and evaluation of development projects and establishing inter-relationships among international organization and national governments;
  • Experience in the following areas would be an advantage - humanitarian response programming or coordination, managing transition from emergency to recovery, information management, gender and communication with affected communities;
  • Past experience in working with the UN, and UNDP in particular, would be an advantage.

Language:

  • Demonstrated excellent command of spoken and written English.
