Organizational setting and background:

Sustainable development of small towns and rural areas is one of the key priorities of the Republic of Belarus.

Financed by the EU and implemented by UNDP, the project “Support to Local Development in the Republic of Belarus” (the “Project”) is aimed at assisting local authorities and organizations in improving their governing standards based on a participatory approach and strengthened communication between authorities, businesses, non-for-profit organizations and citizens for the purpose of managing local challenges through joint efforts.

Area-based development (ABD) approach serves as the pillar of the Project strategy. ABD is an approach to developing and managing territories based on identifying their unique features and challenges. It is an integrated process involving authorities, businesses and various civil society groups. By consolidating all available resources of a particular territory, including natural, economic and human, the ABD approach allows to improve the life quality of its members by mobilizing their potential.

Project Goal: to develop potential, partnership and initiative in the Republic of Belarus in the area of managing social and economic development processes at local level.

This goal will be achieved through addressing the following ?bjectives:

  • Conduct a large-scale awareness campaign to inform public on the ways and mechanisms of territorial development based on the ABD approach;
  • Train local authorities and organizations in project management and strategic planning based on the ABD approach;
  • Assist local authorities in introducing advanced EU experience of managing territorial development challenges based on the ABD approach;
  • Provide technical assistance and advice to local executive committees and councils on designing and implementing territorial development strategies based on the ABD approach;
  • Develop learning and methodology guidelines on practicing the ABD approach;
  • Support local initiatives in the amount of 3.2 million Euro.

Project Target Groups are local governing and self-governing bodies, not-for-profit organizations and businesses, local people and initiative groups.

Project Territory: project is implemented in all regions of Belarus with a focus on small and medium towns and rural areas.

The Project is implemented in the national execution modality. The Ministry of the Economy of the Republic of Belarus acts as the National Executing Entity and is primarily responsible for general management of the Action Plan implementation, effective utilization of the Project resources, sustainability of the achieved results, as well as reporting to the Belarusian government authorities.

Within the Project framework it is planned to hold two Contests of Local Initiatives with a total budget of 3.2 million Euro and to support in total up to 175 local initiatives.

Devoirs et responsabilités

The Coordinator of Local Initiatives will provide assistance to the Project Manager in the implementation of day-to-day project activities and bear primary responsibility for the administration of the Local Initiatives component designed to support the local development through clustering activities, creating and enhancing the business support infrastructure, etc. with local authorities, NGOs, business support organizations and other entities operating in the area of economic and social development as main beneficiaries.

The Coordinator of Local Initiatives reports to the Project Manager. He/she works in tight cooperation with the Area-based Development (ABD) Coordinator and Regional Coordinators of the project. The Coordinator of Local Initiatives is expected to:

  • Provide all necessary support to the Project Manager in planning and implementation of the project activities at the local/regional level and in the implementation of local initiatives in accordance with the UNDP procedures and EU requirements;
  • Coordinate and assume primary responsibility for the daily activities of the regional project personnel  including both organizational and substantive matters, budgeting, planning and monitoring of the activities related to local initiatives’ implementation to ensure the results are in accordance with the Project Document and the rules and procedures established by the UNDP and EU requirements;
  • Provide technical and substantive support to the recipients of grants at the stages of implementation, monitoring, evaluation, and reporting  through training events and ad hoc consultations;
  • Be responsible for the organization and conducting workshops and trainings to assist the grantees through the financial reporting according to UNDP procedures, the donors’ branding and marking requirements, national requirements;
  • Organize Local Initiatives monitoring visits to the project pilot regions and provide monitoring support to the Regional Coordinators;
  • Control an effective monitoring and reporting mechanism on the Local Initiatives component and ensure proper documentation of lessons learnt and best practices;
  • Monitor expenditures, commitments and balance of funds under the Local initiatives project activities’ budget lines;
  • Assist Project Manager in drafting project correspondence, documents, and integrated  reports related to the Local Initiatives effective implementation;
  • Interact with the grantees to ensure timely submission of good quality financial reports, required by UNDP and EU rules and procedures as well as national regulations (e.g. clearance of lists of goods and services through the Ministry of Economy);
  • Based on the information provided by the regional project personnel prepare narrative and financial reports on the implementation of the selected initiatives as well as general progress under the Local Initiatives component;
  • Assist Public Relations Specialist and the ABD Coordinator in drafting informational materials and creating visibility to ensure wide dissemination of information about the experience of Local Initiatives project implementation;
  • Coordinate project activities relevant to the local initiatives with other project activities and relevant technical assistance programs in Belarus;
  • Provide English translation as required.

Other:

Perform any other administrative and financial duties as requested by the Project Manager.

Qualifications et expériences requises

  • University degree in economics, finance, public administration, management or related field;
  • At least 2 years in coordinating partners/stakeholders activities;
  • Experience in managing small grants disbursed to non-state/state actors and knowledge of the related national procedures are a strong asset;
  • Working knowledge of UNDP rules and regulations is a strong asset;
  • Previous experience in administering UNDP-EU projects is a strong asset;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.), spreadsheet and database packages
  • Fluency in written and spoken English and Russian.
