The Governance and Peacebuilding (G&P) Cluster for the Arab region is part of the UNDP regional hub for Arab States, based in Amman. The regional hub provides technical assistance, programming and policy advice to country offices in 17 Arab countries, with the 18th located in the occupied Palestinian territory. As one thematic arm of the regional hub in Amman, the G&P Cluster tailors its assistance to the needs and priorities of its country offices and to regional projects and initiatives to ensure quality programming in the areas of democratic governance, conflict prevention and peacebuilding. The G&P Cluster pools expertise at global, regional and national level, including technical advice, comparative experience, deeper knowledge and understanding of the region, opportunities for regional reflections, peer to peer learning and corporate tools, such as conflict and development analysis and risk assessments. Furthermore, G&P Cluster effectively evaluate and respond to governance and peacebuilding needs by coordinating and creating synergies with other thematic clusters in the regional hub, such as gender and sustainable development.

The Governance and Peacebuilding (G&P) Cluster in the Regional Hub in Amman is seeking a knowledge analyst to support the team in various tasks which include conducting research of knowledge and advocacy products in the field of governance, peacebuilding and human rights, developing an e-library for the team, and conducting a mapping and assessment of the UPR process in 20 countries in the region with individual country assessments.

The Governance and Peacebuilding (G&P) Cluster is seeking a knowledge analyst to support the team in various tasks.

These include:

  • Conduct Research of knowledge and advocacy products in the field of governance and peacebuilding with particular relevance to Arab States; This will include research, draft and edit texts (such as but not limited to project documents) – including developing charts and graphs, as needed;
  • Develop an e-library for the Governance and Peacebuilding team in Amman;
  • Support finalization including targeted pieces of research and editing of Resource mobilization documents of the Governance and Peacebuilding Cluster Arab States;
  • Conduct a mapping and an overview of main recommendations received by countries during the UPR process (18 countries plus Qatar and Oman).

Qualifications et expériences requises

Education:

  • Master’s degree in development studies, human rights, law, governance and peacebuilding, social sciences, communications, international relations or other development or communications-related area of study.

Experience:

  • Minimum 2 years of experience as researcher on governance, peacebuilding and/or human rights issues, in addition to conducting analysis and editing relevant articles and products;
  • Experience in writing for development-related organizations, research centres, or multilateral institutions required;
  • Substantive understanding of and/or background in one or more of the following areas of specialization: achievement of the Millennium Development Goals (MDGs) and the process to define a post-2015 development agenda; democratic governance; human rights, conflict prevention;
  • Proven record in copy editing and/or producing knowledge in the area of international development.

Language:

  • Fluent in the English with excellent writing abilities.

UN Experience:

Experience of working for UNDP an asset, including knowledge of UNDP terminology, language and style.

Financial Proposal

Interested candidates should make a lump sum to produce the 4 outputs which can be guided by the estimated number of days that have been provided for each output in the table above.

Evaluation

Individual consultants will be evaluated based on the following methodologies:

Step I: Screening and desk review:

Applications will be screened and only candidates meeting the following minimum criteria will progress to the pool for shortlisting:

  • Masters degree in development studies, human rights, law, governance and peacebuilding, social sciences, communications, international relations or other development or communications-related area of study;
  • Experience in writing for development-related organizations, research centres, or multilateral institutions required;
  • Language: Complete fluency in English (written and oral);
  • Mandatory submission of UNDP Personal History form (P11);
  • Two samples of work you consider to be the best and most relevant examples;
  • Competences and qualifications based on the UNDP P11 form submitted by each candidate.

Candidates will be assessed and scored against the following evaluation criteria.

Evaluation of Candidates (max 100 points):

  • Writing as expressed in the work samples makes complex topics easy to understand with clear, coherent and concise argumentation and analysis - 40%;
  • Relevant experience in writing and /or editing - 30%;
  • Writing illustrates clear understanding and knowledge of the substantive issues covered by UNDP (as set out above); 30%.

Step II: Financial Proposals

 Step III: Final evaluation

The final evaluation will combine the scores of desk review and financial proposal with the following weights assigned to each:

  • Shortlisting/ Desk review - 70%;
  • Financial proposal - 30%.
