Historique

As the crisis deepens in Syria and after more than three years of escalation of hostilities and violence, the United Nations Development Programme, is scaling up its emergency humanitarian and livelihoods interventions to reach out to the most vulnerable and affected populations. The Syria crisis has left 12.2 million people in need of humanitarian assistance. Thousands are fleeing across borders every day, while others are leaving their homes to safer areas and at least 7.6 million people have taken shelter in public buildings, parks and with host families. Support mechanisms are under increasing pressure due to limited and depleting resources of host families and local communities, over-stretched basic services and community infrastructure and limited housing space. Moreover, the crisis has exacerbated pre-existing levels of poverty and unemployment especially in rural areas.

As a response to the emerging needs of the Syrian population, and in line with the Syrian Humanitarian Response Plan (SHARP), UNDP has developed a large Humanitarian Livelihoods Programme in order to better address the emerging needs of the directly and indirectly affected populations and communities. To launch this programme, UNDP has mobilized its own teams and resources to kick-start relevant emergency and livelihoods initiatives and managed to ensure some donors funding for its programme. The initiatives are focused on quick impact projects that create jobs, provide emergency livelihoods support, restore critical community infrastructure and community capacities, and create a resilient local economy. The programme is implemented from an area-based approach; field teams are deployed to target geographical areas supported by a national team operating from Damascus.

Under the direct supervision of the  Early Recovery Specialist, the Reporting Associate should work closely with the Thematic Team Leaders and Field Management Officer to achieve the following objectives:

  • Support the reporting mechanisms and requirements for UNDP corporate and donors reporting to ensure adequate information sharing and publication of result-based achievements of the programme in Syria;
  • Support the resource mobilization through research and analytical reports;
  • Develop and draft success stories on UNDP programme activities and results.

Devoirs et responsabilités

The Monitoring and Reporting Officer shall work closely with the Programme team to perform the following:

Support the reporting mechanisms and requirements for UNDP corporate and donors reporting to ensure adequate information sharing and publication of result-based achievements of the program in Syria:

  • Develop UNDP mid-year, annual and thematic reports in addition to donors’ reports according to agreed upon templates and forms (write-up, analysis, progress on indicators, success stories);
  • Develop monthly, quarterly and ad-hoc reports to reflect progress and achievements of UNDP programmes in Syria;
  • Contribute to the development of programmes and activities’ indicators with concerned UNDP staff and present results accordingly;
  • Ensure adequate communication with the programme team to collect necessary information;
  • Ensure communication with UNDP field offices on reporting requirements and collection of needed focusing on results-based reporting.

Support the resource mobilization through research and analytical reports:

  • Support the Early Recovery specialist in collecting and presenting relevant data on early recovery and livelihoods needs and priorities and support the project proposals development necessary for resource mobilization efforts;
  • Develop the UNDP and donors’ fact sheets based on the information collected from the field;
  • Prepare situation reports on particular focus/thematic areas (such as disability, female-headed households, youths…) to be used for planning, advocacy and resource mobilization purposes.

Develop and draft success stories on UNDP programme activities and results:

  • Support the development and documentation of UNDP and donors’ success stories;
  • Participate in field visits, meeting with partners, stakeholders and beneficiaries in order to capture progress of activities in the field and identify success stories;
  • Develop case studies based on successful implementation of UNDP’s thematic field interventions for learning and replication purposes.

Qualifications et expériences requises

Education:

  • Bachelor degree in social studies, law, development planning and management and/or other related field.

Experience:

  • Four years of experience with practical experience in reporting, editing and research.

Language Requirements:

  • Excellent command of English and Arabic – with the capacity to write to a high standard in both English and Arabic.
  • Excellent writing skills with a strong aptitude for writing analytical and results based reports.
