Historique

The United Nations Human Settlements Programme (UN-Habitat) is mandated by the United Nations General Assembly to promote, monitor and report on progress in the implementation of the Habitat Agenda, with the twin objectives of shelter for all and sustainable human settlements development. UN-Habitat works and cooperates with governments, local authorities, non-governmental organizations, the private sector and other agencies in promoting sustainable urbanization and reduction of urban poverty. Its work involves norm setting, operational activities, capacity-building, monitoring, advocacy and partnership building at global, regional, national and local levels.

UN-Habitat has been working actively in Mozambique since 2002 implementing a range of projects dealing with several interconnected issues such as access to adequate and resistant shelter, basic and social services, secure land tenure, sustainable urban planning and development, good governance at local level, natural disasters risk reduction, among others. One of its crucial areas of intervention in Mozambique has been urban development, tacking the problem of rapid urbanization and population growth, which leads to an increasing creation of new slums or to the consolidation of the existing ones.

In view of this, and in alignment with the 5-year government plan and the new UNDAF preparation which focus, among other issues, on land use and territorial planning, provision of basic services and access to adequate housing, and in collaboration with the Ministry of Land, Environment and Rural Development (MITADER), the Ministry of Public Works, Housing and Water Resources  (MOPHRH), the Ministry of State Administration and Public Services (MAEFP), the Ministry of Finance and Economy (MEF) and the Ministry of Transport and Communication (MTC), the Provincial Governments of northern Mozambique, the concerned municipalities, the academic sector (UEM and Unilurio), the National Association of Municipalities of Mozambique (ANAMM) and other institutions, UN-Habitat is currently implementing several initiatives including: Achieving Sustainable Urban Development Priorities (ASUD), Future Cities of Africa (FCA) and the Participatory Slum Upgrading and Prevention Programme (PSUP) in Northern Mozambique, UNHABITAT is seeking for a National Programme Officer.

The main goals of the 3 above-mentioned initiatives are:

  • For ASUD: to ensure that the expected economic benefits deriving from enhanced investment and productivity in the years to come translate into a sustainable, equitable and efficient urban settlement pattern along the Nacala Corridor;
  • For FCA: to strengthen the capacity of the Planning Support Unit located in Nampula and build its credibility as an autonomous institution that provides fit-for-purpose services to cities along the Nacala corridor in the field of urban planning; and to maximize the ability of the City Authorities of Nampula, Nacala, Tete to plan and sustainably manage urban growth through durable access to technical advice, public-private platforms and on-the-job capacity-building;
  • For PSUP: to improve the living conditions of the slum dwellers of Nampula City through an integrated and participatory slum upgrading approach.

To implement these projects, UN-Habitat established a Planning Support Unit (PSU) in Nampula, with an antenna in Nacala and another one (yet to be established) in Tete. The National Programme Officer will have to effectively manage the UAP and its workers.

Devoirs et responsabilités

Ensures implementation of programme strategies focusing on achievement of the following results:

  • Actively support the implementation of the planned activities for the ASUD, FCA and PSUP projects mentioned above;
  • Effectively work as UN-Habitat focal point for Northern Mozambique;
  • Financial and substantive monitoring and evaluation of the programme, identification of operational and financial problems and developing and proposing solutions;
  • Follow up on audit recommendations. All exceptions are timely reported;
  • Aggregate reports are regularly prepared on activities, outputs and outcomes;
  • Identification of areas for support and interventions within the thematic/sectoral areas assigned;
  • Actively support fundraising activities for UN-Habitat in Northern Mozambique, including by drafting concept notes and project documents, carrying out exploratory missions, etc;
  • Preparation of donor reports;
  • Support implementation, contractual and administrative procedures such as: preparation of progress/mission reports, drafting of Agreements of Cooperation, terms of reference, assessment reports, budget planning and control, procurement operations, project monitoring, etc;
  • Carry out field missions to the different project implementation sites for backstopping purposes.

Ensures effective Management of program staff by:

  • Providing technical supervision and backstopping to UN-Habitat staff, as well as consultants and sub-contractors working in Nampula, Nacala, Tete and along the Nacala corridor in general;
  • Organize training sessions and workshops, as required.

Ensures creation of strategic partnerships and implementation of the resource mobilization strategy in cooperation with the Management Support and Business Development Team focusing on achievement of the following results:

  • Development of partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic areas based on strategic goals of UN-Habitat, country needs and donors’ priorities;
  • Liaise regularly with regular implementing partners and provide the required technical assistance, among others: Municipalities of Nampula, Tete and Nacala, the National Association of Municipalities of Mozambique (ANAMM), key Ministries, the academic sector (in particular Unilurio University), the Provincial Governments of Nampula and Tete, GAZEDA.

Impact of results

Through the hiring of the National Programme Officer, UN-Habitat will be enabled to:

  • Effectively implement key projects such as ASUD, FCA, PSUP as well as other UN-Habitat activities in Northern Mozambique;
  • Strengthen the relationship, collaboration and dialogue with key institutional/implementing partners in Northern Mozambique;
  • Increase UN-Habitat representativeness and coordination in Northern Mozambique;
  • Improve implementation, contractual and administrative procedures in Northern Mozambique;
  • Provide technical supervision, backstopping and organizational support through the Planning Support Unit;
  • Improve the fund raising capabilities of the Agency in Northern Mozambique.

Qualifications et expériences requises

Education:          

  • Advanced university degree (Master or equivalent) in architecture, engineering, urban planning or any other field related to human settlements, urban planning and/or urban development. Relevant experience may applies in lieu of Advanced Degree.

Experience:       

  • Minimum 2 years in project management in areas related to Urban Development, Slum Upgrading, Municipal Governance and Physical Territorial Planning, and Urban Resilience and in particularly in capacity development?institutions and/or local authorities;
  • Strong experience in liaising with Local, District and Provincial Authorities. Knowledge and experience of the Nampula Province a major asset;
  • Strong experience in Physical and Territorial Planning;
  • Experience in dealing with all community, local and national stakeholders from different constituencies, including national formal authorities;
  • Experience to work in an inter-cultural environment;
  • Prooved capacity to guide teams and provide guidance on project administration issues;
  • Experience in dealing with International Donors and International Technical Bodies;
  • Experience with the UN is a major asset level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects. Experience in the usage of computers and office software packages, experience in handling of web based management systems.

Language Requirements:
