The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) in Yemen facilitates humanitarian action across the county. OCHA mobilizes and coordinates principled humanitarian response in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies, advocates the rights of people in need, supports emergency preparedness and response, and facilitates sustainable solutions for vulnerable people adversely affected by conflict and natural disaster. OCHA supports the work of the Humanitarian Country Team (HCT), the Inter-Cluster Coordination Mechanism (ICCM) national authorities and other humanitarian partners including NGOs in Yemen. The national Humanitarian Affairs Officer will be based in Sanaa where s/he will be a member of the Humanitarian Financing team with the role of supporting humanitarian partners (UN agencies, international and national NGOs and other stakeholders) working with the Humanitarian Pooled Fund (HPF). Under the direct supervision of the Head of Unit, with overall direction of the Head of OCHA, and working as an integral part of the organization’s team, the incumbent will ensure maximum professionalism and add capacity in supporting the implementation of OCHA Yemen work plan.

Devoirs et responsabilités


Under the supervision of the Head of the Humanitarian Financing Unit, the National Humanitarian Affairs Officer will:

  • Support the overall management and monitoring of the Yemen Humanitarian Pooled Fund;
  • Provide substantial assistance in the management of grants of implementing partners of the Humanitarian Pooled Fund, including reporting, revisions, financial reviews and audits;
  • Attend cluster and other humanitarian coordination fora as required in order to support awareness-raising and training on the HPF’s goals and objectives, grant management and eligibility procedures, monitoring and reporting, and grants management system;
  • Support the HFU with the review and revision process of project proposals through consultation with cluster leads and other technical partners and advise NGOs on recommended revisions, assisting partners in revision drafting if required;
  • Prepare and participate in conducting regular field visits to project sites to monitor implementation of HPF-funded projects, ensuring that implementation is in line with the project proposal and the grant agreement;
  • Participate in the conduct of remote call monitoring campaigns for HPF funded projects as required;
  • Participate in the review of documents submitted under the eligibility process by organizations and in drafting reports on the partner’s capacity, following up with the partner on additional documents or information required and responding to queries as necessary;
  • Support the collection of information and preparation of information products on the HPF such as dashboards, newsletters and/or interim and annual reports by contacting humanitarian partners or analyzing available project data as required;
  • Support and participate in lessons learned exercises, audits and evaluations;
  • Support capacity building activities for national NGOs;
  • Be assigned any other duties as determined by the supervisor or the Head of Office.

  • Ability to work under extreme pressure, on occasion in a highly stressful environment (e.g. armed conflict, civil strife, natural disasters, human suffering and long work hours when situation demands);

  • Good drafting and report writing skills are required;

Qualifications et expériences requises

Education:

  • Master’s Degree preferably in Political or Social Sciences, Law, International studies, Public Administration, or other relevant science is required.

Experience:

  • Two years of relevant progressively professional responsible experience in humanitarian affairs, project and grant management or other related areas, preferably with a UN organization or an NGO will be given a priority;
  • A first-level university degree in combination with two additional years of relevant and qualifying experience may be accepted in lieu of the advanced university degree;
  • Experience of working in international agencies is an advantage, including the field of humanitarian action.
  • Excellent command of Office suite applications (Word, Excel, Access, PowerPoint);
  • Familiarity and good knowledge of social, political and economic conditions in the region;
  • Proven abilities in data collection, compilation, analysis and reporting with ability to write in a clear and concise manner and effective oral communication;
  • Proven skills in facilitating meetings and reporting.

Language:

  • Fluency in written and spoken English and Arabic is required (Writing skills will be tested).

Note:

  • This position may involve extensive travelling within Yemen.
