Historique

The current UNDP country program document is based on the country UN/government strategic cooperation framework (SPCF) 2013-2015.  The programme seeks to support the country in meeting its development goals by partnering with the Government of Eritrea on the key outcome areas of the SPCF. A new CPD will be designed for 2017-2021 for a new programing cycle with current and new or emerging opportunities.

 Under the overall supervision of the DRR-P , the Resource Mobilization consultant/expert  will review the existing resource mobilization strategy taking into account the upcoming rollout of a new program in order to propose and design projects and indicate opportunities for resource mobilization

 The consultant will support the CO to analysis the context and the emerging issues; analyse the existing program and anticipated areas of work to design projects and investment cases to support the resource mobilization efforts

The consultant will consult partners in country and do intelligence understanding of any other opportunities for fundraising.

Devoirs et responsabilités

Resource mobilization and partnerships building, focusing on achievement of the following results:

  • Review the existing Partnership and Resource Mobilization (PRM) CO Strategy with planning tools to implement the strategy;
  • External and internal analysis for assessing Country Office opportunities for resource mobilization; 
  • Analysis of key development and sectoral policies currently being discussed and implemented in the country and key donors willing to support policies;
  • Drafting of funding proposals based on thematic areas of UNDP work in Eritrea both current and emerging

Facilitates knowledge building and knowledge sharing as required by the organization, focusing on the following results:

  • Organization and conduct of trainings on RM and partnerships building in the Country Office
  • Avail information on RM

 Expected Outputs and  Key Deliverables:

  • Review of existing resource mobilization strategy;
  • Develop  funding proposals responding to the main thematic areas and emerging opportunities;
  • Training of programme staff on Resource Mobilization and sharing RM materials.

 Institutional Arrangement:

  •  The consultant will work closely with program units with overall supervision by the DRR-P

Qualifications et expériences requises

Education:

  • Master’s Degree or equivalent in Business Administration, Economics, Social Sciences, International Relations, Political Sciences or related field.

Experience:

  • 5 years of relevant experience at the national or international level involving multi-stakeholder projects and partnership development;
  • Extensive experience in research and policy-level analysis;
  • Some experience in design, monitoring and evaluation of development projects;
  • Experience in resource mobilization;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems.

Language:

  • Fluent in English.
