The Ministry of Health and Social Welfare Tanzania through the Reproductive Health Cancer Unit (RHCa) under the Reproductive and Child Health section is committed to ensure safe and high quality reproductive health services are widely provided in the country. RH cancer unit is responsible for coordinating common reproductive health cancer in women which are breast and cervical cancer, and prostate. Due to high burden of cervical cancer in Tanzania the Ministry of Health and Social welfare within the Department of the Prevention services established the National Cervical Cancer and Control Program (NCCPC) that is responsible to oversee effective implementation of cervical cancer prevention and control activities. The MoHSW is working in collaboration with donors and several implementing partners to support establishment and monitoring of cervical cancer prevention services. This program aims to increase utilization of cervical cancer prevention health services by strengthening systems and improve quality of integrated cervical cancer prevention health services;

Currently the RHCa unit is coordinating implementation of Cervical Cancer Prevention Services in 20 Regions in Tanzania. PEPFAR through Pink Ribbon Red Ribbon is one of the donors presently supporting the MoHSW to strengthen Cervical Cancer Program in facility and community based components through USAID, CDC and CSOs with specific focus in three Regions namely; Iringa, Mwanza and Mbeya. PRRR consortium intends to support recruitment of technical competent Tanzanian responsible to support RH cancer unit with effective implementation of Comprehensive Cervical Cancer Prevention activities under the scope of renewable one year contract. On this background, the Ministry of Health and Social welfare is seeking to recruit a candidate for this position: Program officer. The incumbent will be based in Dar es Salaam at the Reproductive Cancer Unit under the Reproductive Health Section and be responsible to support CECAP (Cervical Cancer Prevention Progamme) activities and other program related tasks.

Devoirs et responsabilités

Job Objectives:

  • To provide strategic direction and technical advice;
  • To support the Reproductive Health Cancer Unit:
  • To oversee effective implementation of Cervical Cancer Prevention Program and in particular Pink Ribbon Red Ribbon activities.
  • Provide strategic direction technical oversight, and ensure appropriate support for the development and implementation of program activities in Cervical Cancer Prevention Program (CECAP);
  • Work closely with other relevant ministries, the implementing partners and other key stakeholders to support implementation of the MoHSW  CECAP strategies;
  • To build working relationship and provide technical support to Regional and Council Health Management Teams (RHMT and CHMTs) in planning, coordination and supervision of cervical cancer screening activities in the country;
  • To support R/CHMT to organize and facilitate training of health care providers on cervical cancer prevention program and to build capacity of the health facility staffs to ensure the necessary equipment and supplies including CO2 and 5% vinegar are available;
  • To support the MoHSW to supervise and mentor health care workers at sites implementing the program;
  • To support R/CHMT to build the capacity of service providers in documentation, data collection and analysis;
  • Participate actively in TWG meetings and forums addressing women health in Tanzania and beyond;
  • Prepare for meetings of PRRP Tanzania Steering Group, including analyses and background paper, and follow up to the meetings, including producing notes for the record and maintaining a monitoring mechanism to track progress against follow up actions;
  • Develop timetable for regular interactions with the PRRR Secretariat;
  • Provide update on pending issues, and facilitate prompt submission to senior management in MoHSW and to PRRR Tanzania Steering Group and PRRR Secretariat, including supporting the M&E colleagues to provide data on quarterly outcomes of PRRR activities using the agreed country M&E template;
  • Participate in identification of opportunities for new programme development and write concept papers and proposals consistent with program priorities and MoHSW strategic directions;
  • Provide guidance to the unit in identifying areas for operational research for cervical cancerissues;
  • Provide technical guidance to the unit in documenting lessons learnt for programme development and scale-up, and disseminating knowledge and best practices in meetings and journals;
  • Facilitate exchanges between Tanzania and regional PRRR programs to promote sharing of good practices;
  • Ensure proper implementation of the project in accordance with the contractual agreement between MoHSW and PRRR; adhering to operational regulations and the set standards for financial procedures;
  • To support the MoHSW to prepare budgets, and work plans, particularly those pertaining to cervical cancer prevention program.
  • To perform any other duties as assigned by supervisor.

Qualifications et expériences requises

Education:

  • Medical Doctor with Masters Degree in public health, reproductive health, clinical medicine or related field.

Experience:

  • Three or more years of experience in implementing  cervical cancer activities;
  • Basic principles and practices related to the management of health care delivery systems;
  • Excellent project planning and proposal writing skills;
  • Strong team leader and player skills;
  • Excellent networking and organizational and team building skills;
  • Track history and clear understanding of health systems and local government structures and CSOs;
  • Experience in data management, monitoring and supervision;
  • Ability to work independently with strong problem-solving skills;
  • Good interpersonal skills;
  • Excellent communication skills;
  • Excellent computer skills;
  • Experience in the usage of computers and office software packages (MS Word, Excel, PowerPoint, etc) and advance knowledge of spreadsheet and database packages.

Language:

  • Excellent presentation, communication and interpersonal skills in English and Kiswahili.
