The Ministry of Health and Social Welfare Tanzania through the Reproductive Health Cancer Unit (RHCa) under the Reproductive and Child Health section is committed to ensure safe and high quality reproductive health services are widely provided in the country. RH cancer unit is responsible for coordinating common reproductive health cancer in women which are breast and cervical cancer, and prostate. Due to high burden of cervical cancer in Tanzania the Ministry of Health and Social welfare within the Department of the Prevention services established the National Cervical Cancer and Control Program (NCCPC) that is responsible to oversee effective implementation of cervical cancer prevention and control activities. The MoHSW is working in collaboration with donors and several implementing partners to support establishment and monitoring of cervical cancer prevention services. This program aims to increase utilization of cervical cancer prevention health services by strengthening systems and improve quality of integrated cervical cancer prevention health services.

Currently the RHCa unit is coordinating implementation of Cervical Cancer Prevention Services in 20 Regions in Tanzania. PEPFAR through Pink Ribbon Red Ribbon is one of the donors presently supporting the MoHSW to strengthen Cervical Cancer Program in facility and community based components through USAID, CDC and CSOs with specific focus in three Regions namely; Iringa, Mwanza and Mbeya. PRRR consortium intends to support recruitment of technical competent Tanzanian responsible to support RH cancer unit with effective implementation of Comprehensive Cervical Cancer Prevention activities under the scope of renewable one year contract. On this background, the Ministry of Health and Social welfare is seeking to recruit a candidate for this position: Monitoring and Evaluation Officer. The incumbent will be based in Dar es Salaam at the Reproductive Cancer Unit under the Reproductive Health Section and be responsible to provide timely and relevant information to Senior M&E manager, program and technical staff, and other project stakeholders.

Devoirs et responsabilités

The M&E officer will be responsible for the routine monitoring of all activities of the Cervical Cancer Prevention Pregame in alignment with the National MOHSWM&E plan and the performance monitoring plan. S/he will work closely with the regional Associated M&E Officers to operate efficient systems of regional level M&E. S/He will provide timely and relevant information to Senior M&E manager, program and technical staff, and other project stakeholders.

S/he will contribute to strengthening the M&E capacity in cervical cancer program:

  • Prepare and monitor performanceusing simple data collection and collation tools in line with the Cervical Cancer Prevention program’s performance monitoring plan;
  • Track the project inputs, activities, processes, outcomes and impact measures of the program;
  • Preparation of monthly and quarterly datareports;
  • Undertake monitoring visits to the various project sites to support implementation of M&E Primary role & responsibility;
  • Ensure that quality data are collected and reported by specified deadlines. Review collected data for completeness, reliability, and integrity;
  • Follow the protocols and guidance provided by the Senior M&E Director and M&E Manager/Officer;
  • Proactively support and engage with relevant stakeholders, including facility staff, the district office, to help them improve their recording,, and use of data;
  • Contribute to developing and/or revisingM&E documentation, tools, policies and procedures;
  • Sensitize stakeholders to relevant data collection tools and procedures, including and explaining indicators;
  • Identify a point-of-contact at each facility.

Qualifications et expériences requises

Education:

  • University degree in Epidemiology, Public Health, demography,statistics, sociology, community development, and other social science areas;
  • Post-graduate diploma in M&E an added advantage.

Experience:

  • 3 - 5 years’ work experience supporting technical or programmatic activities in cervical cancer;
  • Experience in the usage of computers and office software packages (MS Word, Excel, PowerPoint, etc) and advance knowledge of spreadsheet and database packages;
  • Report writing and publication skills;
  • Experience of working in USG funded programs is an added advantage;
  • Experience implementing qualitative and quantitative research a plus;
  • Excellent peoples and partnership skills;
  • Availability and willingness to travel up to 60% time;
  • Excellent analytical and problem-solving skills, with a strong eye for detail;
  • Experience of working in a research environment orinformation-generating context;
  • Strong interpersonal skills;
  • Ability to work independently with strong problem-solving skills;
  • Excellent  communication skills.

Language:

  • Fluency in English and Kiswahili is essential.
