UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

Based on UN legislative mandates and UN Women Strategic Programme Plan, the Policy Division undertakes and/or coordinates global or sectoral research and data analysis; advises on norms, policies and strategies for achieving the internationally agreed goals related to gender equality and women’s empowerment issues. It acts as a knowledge hub, collecting evidence on progress and emerging issues, identifying trends in implementation of global commitments; and sharing knowledge on innovative approaches and lessons learned in implementation. It designs tools for inter-regional capabilities building and institutional development programmes and fosters strategic substantive partnerships with academia and other UN partners, in close collaboration with the Intergovernmental Support and Strategic Partnership Bureau, the Programme Division and UN Women Training Center (Santo Domingo).

To successfully perform its mission/mandate, the Policy Division is organized into Sections, bringing together technical experts who undertake issues-based research; analyze data on country, regional or global trends; build a knowledge base on policy commitments and their implementation; propose evidence-based options for global policy, norms and standards and for UN Women global programme strategies; and contribute substantive inputs to policy advocacy and technical cooperation programmes.

The Research and Data (R&D) Section in the Policy Division is responsible for leading UN Women’s research and data agenda and for positioning UN Women as a global knowledge broker on gender equality and women’s empowerment. It produces knowledge products including UN Women flagship publications such as Progress of the World’s Women and World Survey on the Role of Women in Development and conducts other policy-related search relevant to gender equality and women’s rights. In collaboration with other sections in UN Women, the R&D section also works on other corporate priorities including the 2030 agenda for sustainable development.

This consultancy is for an evaluation specialist who will form one part of a two-person team to work with an expert/researcher with substantive knowledge of gender equality (and justice) issues. The team will conduct an assessment on how Progress reports have been used by a range of development actors and stakeholders, including governments, NGOs (particularly feminist and women’s organizations), researchers, and bilateral and multilateral organizations. It will also assess the extent to which Progress reports have informed UN Women’s policy messages, programming and positioning. The focus will not be on policy outcomes per se, but on the contribution that the reports have made to public policy processes, advocacy and debates.The evaluation will focus on the 2011-12 report, but the final report will also provide a set of recommendations to monitor the most recent 2015-16 edition, so that it can be evaluated in future, and offer a proposal for putting into place a plan to monitor and track the effectiveness of all future editions of the report.

The objectives of the evaluation are:

  • To assess how Progress reports are used to contribute to policy debates at global level, including in UN normative intergovernmental forums; and to policy discourse, advocacy and public policy processes at regional and national level;
  • To assess the contribution of Progress to positioning UN Women as a knowledge hub on gender equality and establishing the organization as a global advocate on gender equality and women’s rights;
  • To assess the contribution of Progress reports for catalysing new programming, or enhancing programme coherence at regional and national levels, within UN Women and among partners in the UN, governments and civil society.

This consultancy is for an evaluation specialist who will form one part of a two-person team to do this work, along with an expert/researcher with substantive knowledge of gender equality (and justice) issues. The team will be required to provide a number of concrete deliverables for this evaluation:

  • Refine the methodology outlined in the existing Terms of Reference for the evaluation, based on similar assessments and monitoring activities for flagship reports undertaken by other UN agencies, international organizations and NGOs;
  • Develop a comprehensive plan of activities to be undertaken to evaluate the Progress series. Note that for this evaluation, country/field visits are not envisaged: the research will be carried out through reviews of documents, quantitative analysis (eg. citations) and telephone/video interviews with key informants;
  • Using the tools of analysis, methodology and other sources of information, develop an in-depth report on the evaluation of the 2011-12 Progress report. The evaluation should combine quantitative analysis with a case study approach, focusing on up to five cases where the report has been used in various ways, including to influence policy and programming. The report should reflect on detailed interviews carried out with key informants, document review and other analysis undertaken to draw conclusions about reach, quality/effectiveness and influence of the report;
  • A monitoring and evaluation strategy, plus initial groundwork for monitoring the 2015-2016 edition of Progress as well as future editions. Recommendations for any activities that should be undertaken to maximize the reach and influence of the 2015-2016 report should also be included.

Qualifications et expériences requises

Education:

  • Advanced university degree in development studies, social sciences, political sciences, public administration or related field.

Experience:

  • At least 10 years of international development experience; with at least 5 years of those in development evaluation/research;
  • Experience in evaluation planning, design and methodologies;
  • Experience in both managing and carrying out evaluations;
  • Experience with evaluations in or for UN organizations, other multi-lateral and bilateral development organizations; focus on institutional reports and flagship publications is an asset;
  • Knowledge of current development issues and of evaluation approaches, processes and methodologies is essential.

Language:

  • Working language is English;
  • Fluency in other official UN languages is advantageous.
