UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women plays an innovative and catalytic role in the State of Palestine since its inception in 1997. UN Women Palestine Office focuses its activities on one overarching goal, namely to support the implementation at the national level of existing international commitments to advance gender equality in line with the national priorities. In support of this goal, and thoroughly taking into consideration the specificities of the Palestinian context, UN Women concentrates its efforts and interventions toward the realisation of following strategic goals: Engendering governance, peace and security; Supporting women's economic security and rights; and Promoting women’s rights and protection against violence.

UN Women as part of its approach and methodology within the unique political and social context and situation of the State of Palestine and in order to advance the recognition and enjoyment of women's rights, developed and currently implements a program aimed at creating and institutionalizing systems, policies, procedures and mechanisms related to the protection and empowerment of women and children victims of violence, as well as to women’s access to equitable justice. UN Women and through the UN Women/UNDP Joint Programme "Strengthening the Rule of Law in the oPt: Justice and Security for the Palestinian People" is supporting the process of institutionalization and capacity development of the justice and security sectors in the State of Palestine.

In this framework, the Women Human Rights Programme (WHRP) within UN Women would like to recruit a high-qualified communication Specialist to implement the Rule of Law and Civil Society communication strategies and support the UN women Rule of Law team with reporting and visibility requirements.

Devoirs et responsabilités

Under the overall supervision of UN Women Special Representative and  the direct supervision of the Rule of Law Project Specialist, the Communication Specialist will undertake the following tasks, duties and responsibilities:

Implement the Rule of Law programme and Civil Society Organization communication strategies:

  • Take the lead in strategy, planning, development and implementation of all communication tasks related to the programme;
  • Liaise with rule of law CSO partners to implement the CSO communication strategy that supports the programme goals, increase visibility and impact of the programme’s advocacy activities and campaigns;
  • Produce bi- annual update reports on the CSOs communication efforts and align to programme goals;
  • Support the development of tools, guidelines and templates to the communication strategy;
  • Train programme partners (Government and CSO) to promote communication/visibility and develop quality communication products; and
  • Establish and maintain working relationship with government partner communication focal points to ensure visibility of partners, UN Women and donor within the rule of law programme.

Production and promotion of high-quality communication and reporting products:

  • Support the programme’s team to identify and develop key external communication materials, including thematic briefs, brochures, posters, films, etc.;
  • Oversee and coordinate the development and production of information products and communication materials in support to the programme (donor bulletins, brochures, fact sheets, presentations, information leaflets, knowledge products, etc.);
  • Oversee and develop the quality of publications, by ensuring that editorial content, layout and design are in line with UN Women’s brand and values;
  • Ensure the delivery of communication products and dissemination to the different target groups in a timely manner, including briefing packages for high-level delegations;
  • Maintain and update Rule of Law programme’s closed Facebook page and explore additional opportunities if relevant for use of social and digital media;
  • Undertake media and communication work, including producing and delivering press materials, press release, media advisories, drafting speeches, situation report, case studies;
  • Develop the UN Women Rule of Law quarterly update reports; and
  • Contribute to Rule of Law and UN Women annual and mid-term reports.

Support advocacy work:

  • In cooperation with the Women’s Human Rights Programme, explore and identify opportunities and different communication channels for promoting the programme, programmes’ results, advocacy, key targets, messages and channels;
  • Work in complementarity with other UN Women programmes to ensure high quality, time effective and evidence-based communication and advocacy work;
  • Liaise with media, governmental bodies, national groups, and others organizations in relation to communication and advocacy activities;
  • Take the lead in organizing media outreach; arranges media contacts; press briefings and interviews; provide talking points and other materials as needed for senior staff; respond to media inquiries quickly and effectively;
  • Build information networks; plans and oversees maintenance of publicly accessible information materiel on the programme; plans and develop outreach activities;
  • Support advocacy work around the 16 days against violence campaign and other UN Days, like for instance the international women’s day; and
  • Carry out other duties as may be assigned by UN Women or unplanned activities that would be required to be taken.

Time frame:

  • The assignment is expected to start in January 2016 and to be finalized by December 2016. 

Key deliverables:

  • Monthly update reports on the implementation of the duties and responsibilities as listed above and an approved individual workplan.

Qualifications et expériences requises

Education: 

  • Master degreein communication, journalism, international relations or development, public administration or related field.

Experience: 

The Communication Specialist should have the following qualifications:

  • A minimum of 5 years of experience in, communication, international relations or development;
  • At least 3 years of experience in conceptualizing and managing the production of printed materials, including brochure, report, banners, etc.;
  • At least 3 years of experience in working with CSOs and government partners on communication needs;
  • Demonstrated experience in designing and implementing communication and/or media outreach plans in support of overall organization and programmes goals;
  • Demonstrated experience in developing content that clearly communicates development ideas for media, web, print production, and audio-visual productions;
  • At least one year experience working on women human rights issues in MENA region; and
  • Previous experience with a multilateral or international organization is an asset.

Language:

  • Fluency (both oral and written) in English;
  • Arabic is a plus.
