UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women’s Policy Division provides the substantive underpinning for UN Women's normative, operational and coordination work.  It provides this substantive input through research and analysis; technical guidance; knowledge management; training and capacity building; partnerships and global programmes; UN system coordination and collaboration; normative and intergovernmental work; and corporate positioning.  The Policy Division is organized into four thematic sections that address UN Women’s Strategic Plan, including Economic Empowerment, and two functional sections, Research and Data and the UN Women Training Centre.

Economic empowerment is one of the priority areas of UN Women. UN Women works with Governments and multilateral partners (UNDP, ILO, World Bank, regional development banks) to promote women’s economic empowerment and increase their access to economic opportunities, especially for those who are most excluded. Many international commitments support women's economic empowerment, including the Beijing Platform for Action, the Convention on the Elimination of All Forms of Discrimination against Women and a series of International Labour Organization conventions related to gender equality. UN Women supports women's economic empowerment in line with these, and with the growing body of evidence that shows gender equality significantly contributes to advancing economies and sustainable development.

Under the guidance of the Director of the Policy Division, the Chief of Secretariat, UN Secretary-General’s High Level Panel for Women’s Economic Empowerment, is responsible for formulating and implementing the substantive programme of work of the Secretariat, including overseeing the management of activities undertaken by the Secretariat, ensuring that programmed activities are carried out in a timely fashion, and coordinating work in the different areas, both within the Policy Division of UN Women, and with other organizations of the United Nations System, as appropriate.

Devoirs et responsabilités

Lead the formulation and  implementation of the work of the UN Secretary General’s High Level Panel for Women’s Economic Empowerment:

  • Lead, supervise and implement the work programme of the Secretariat;
  • Prepare the work programme, including the annual work plan of the Secretariat, determining priorities, and allocate resources for the completion of outputs and their timely delivery, in consultation with the Co-Chairs of the UN Secretary-General’s High Level Panel for Women’s Economic Empowerment and the Director, Policy Division, UN Women;
  • Co-ordinate the work of the Secretariat in line with work undertaken by other agencies and bodies of the United Nations system on women’s economic empowerment in the context of the 2030 Agenda for Sustainable Development;
  • Interact and liaise closely with managers and staff within UN Women’s Policy Division and the Economic Empowerment Section, senior staff within the UN Secretariat, Missions Heads and other UN offices, funds, programmes and specialized agencies, representatives of governments and representatives of non-governmental organizations, as well as chairs and members of intergovernmental bodies.

Provide substantive leadership and guidance to the work of the Secretariat:

  • Lead and supervise the organization of meetings of the UN Secretary-General’s High Level Panel for Women’s Economic Empowerment and related meetings on women’s economic empowerment;
  • Manage the substantive preparation and organization of panel meetings, including consultations and meetings of Deputies;
  • Participate in international, regional or national meetings and hold programmatic/substantive discussions with representatives of other institutions.

Lead and assure quality standards in the timely development of products and outputs:

  • Co-ordinate and oversee the preparation of two reports for presentation to intergovernmental bodies, including the Commission on the Status of Women and the UN General Assembly and other policy-making organs, as appropriate;
  • Ensure the timely and high quality development of outputs, such as reports produced by the Secretariat;
  • Monitor the quality of reports, ensuring that they are clear, objective and based on comprehensive data and meet required standards before completion.

People, Administration and Budget Management:

  • Oversee the programmatic/administrative tasks necessary for the functioning of the Secretariat, including preparation of budgets and inputs for results-based budgeting, and reporting on budget/programme performance;
  • Manage and guide staff under supervision;
  • Oversee the performance of Secretariat staff, including performance evaluation and career development opportunities;
  • Facilitate the recruitment and onboarding of new staff, including participation in interviews of candidates for job openings, and evaluation of candidates.

Knowledge management:

  • Foster teamwork and communication among staff in the Secretariat and across organizational boundaries;
  • Contribute substantively to the knowledge management of colleagues working in Women’s Economic Empowerment;
  • Contribute to the internal flow of information throughout the organization on policy and technical issues.

Key Performance Indicators

Produces high-quality outputs on key issues within the context of women’s economic empowerment. Effectively and efficiently manages available human and financial resources to ensure the timely delivery of programmed outputs. Provides solid substantive support in the servicing of the UN Secretary-General’s High Level Panel for Women’s Economic Empowerment; reports for this body are clear and focused on the issue at hand; and the High-Level Panel and other meetings are well-organized and address the topics covered in a comprehensive manner. Effectively assists, guides and supports programme managers in meeting their objectives and outputs.

Qualifications et expériences requises

Education:

  • Advanced university degree (Master’s degree or equivalent) in economics, IPE, sociology, gender, development, other social sciences or related area.

Experience:

  • 15 years of related experience, with at least 10 years dedicated to high level gender analysis and coordination of diverse high level stakeholders, including Governments, UN agencies, private sector and international organizations;
  • Demonstrated experience in directing teams that deliver high quality results, as well as successfully managing key internal and external stakeholders and relationships. Proven ability to train, motivate and manage personnel in a fast-paced, high-performing environment;
  • Extensive experience in gender equality issues, with a focus on women’s economic empowerment;
  • Substantial experience interacting with high level leaders in a diplomatic environment;
  • Experience working in the field is an advantage.

Languages:

  • Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required, knowledge of the other is desirable;
  • Knowledge of another UN official language is an advantage.

Note:

In July 2010, the United nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women’s empowerment.
