The Bureau of External Relations and Advocacy (BERA) leads and supports the organization in cultivating, building and nurturing strategic relationships and alliances that are essential to advancing and successfully achieving the mission of UNDP. These relationships encompass a wide range of key constituencies, including programme countries, existing and prospective donor countries/emerging economies and multilateral institutions.  Included furthermore are civil society, private sector, foundations, academia and think tanks, the wider UN system, and various UN inter-governmental bodies.

The Partnerships Group (PG) in BERA is responsible for relationships between UNDP and its donors. PG acts as a facilitator and catalyst of partnership strategies with UNDP’s donors and actively supports resource mobilization for UNDP’s work, with the aim of increasing core and non-core resources, as well as diversifying the UNDP funding base. Within PG, the Performance Analysis and Projections (PAP) Team is directly responsible for core and non-core resource projections, analysis of resource mobilization targets, funding trends, and identification of major gaps that contribute to corporate resource planning. PAP also coordinates performance assessments and reviews of UNDP by partners, and ensures that recommendations are effectively managed, disseminated, and implemented by UNDP.

Specific Duties: 

  • Support the development, maintenance, and dissemination of the Resource Mobilization Tool (RM Tool);
  • Provide user support and responses to user queries on the use of the tool;
  • Develop training materials and promote use of the tool delivering training sessions via webinars or face to face consultations;
  • Identify functional enhancements based on user feedback and work with technical team to implement the enhancements;
  • Provide analysis of donor funding trends by recipient, funding modality, or thematic area using UNDP internal as well as external ODA data, for use in strategic dialogues, donor consultations, Executive Board documents, or management presentations;
  • Research on funding trends for UNDP in the context of the SDGs and new funding modalities, including identification of potential funding streams for UNDP;
  • Provide analysis on past and future development cooperation priorities of major donors to UNDP;
  • Research donors’ aid policies, practices and budget allocations, including contributions to multilaterals, and provide recommendations on how UNDP can capitalize on the information;
  • Support the development of policy notes and other material in relation to corporate priorities relevant for effective donor relations;
  • Identify sources of evidence and incorporate in draft responses to external and internal assessments;
  • Other tasks that may be required.

Expected Deliverable

1st half 2016:

  • Launch of phase 2 of the Resource Mobilization Tool;
  • Webinars with country offices highlighting new features of the tool;
  • Training packages and Frequently Asked Questions database;
  • Funding analysis, as required, for June Executive Board session and/or funding dialogues;
  • Partner specific research to feed into policy background papers and briefing notes;
  • Sources of evidence for responses to external assessments.

2nd half 2016:

  • Funding analysis, as required, for September Executive Board session and/or funding dialogues;
  • Charts and tables for Status of regular funding commitments paper;
  • Charts and tables for UNDP 2015 Funding Compendium.

Institutional Arrangements

UNDP/BERA/PG will host the Contractor, monitor daily progress and assess progress against deliverables. The Contractor will engage with BERA/PG staff on a regular basis, and meet with senior managers and key line staff, as required. The Director (or delegated staff member) to whom the Contractor is accountable will hold inception, mid-term and conclusion meetings to assess the quality of the deliverables.

Qualifications et expériences requises

Education: 

  • Master's degree in international affairs, economics, development studies or a related area.

Experience:

  • Minimum 3 years of relevant experience in development, international relations, social science, economics, communications, or related field;
  • Experience in development, funding, resilience, governance and peacebuilding;
  • Professional experience within the United Nations System is highly desirable;
  • Understanding of political, social and economic research tools and instruments;
  • Proven experience in research and data collection.

Language:

  • Proficiency in English;
  • Working knowledge of at least one other UN language is desirable.

Duty Station:

  • UNDP Headquarters NY.

Payment:

  • An all-inclusive daily fee. All-inclusive implies that all costs incurred by the Contractor are factored into the final amount submitted in the proposal;
  • Payments will be made following certification by UNDP of the satisfactory delivery of the products and the appropriate management of associated processes needed to achieve the above-mentioned tasks and objectives.

Travel:

  • No travel is envisaged for this consultancy.

Application Requirements

All interested applicants should submit the following documents. Incomplete submission can be a ground for disqualification.

  • Duly completed Letter of Confirmation of Interest and Availability which includes the financial proposal which includes “all-inclusive(*)” daily fee ;
  • Personal CV or P11 Form, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the consultant and at least three (3) professional references;
  • Brief description of why the individual considers him/herself as the most suitable for the assignment, which addresses the required qualifications and evaluation criteria;

“all-inclusive” implies that all costs (excluding mission travel) that could possibly be incurred by the Contractor are already factored into the final amounts submitted in the proposal

Evaluation

Individual consultants will be evaluated using the Cumulative Analysis methodology.

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria (100 points):

  • Demonstrated research and analytical skills, 25%;
  • Superior computer skills and ability to publish or present compelling visual data, 25%
  • Understanding of global or donor specific development, economic, and political trends/issues, 25%;
  • Experience in working on donor relations issues within the UN system or similar international organization, 25%;

Only candidates obtaining a minimum of 70% of 100 points in the Technical Evaluation will be considered for the Financial Evaluation. 

  • Technical Criteria weight overall: 60%;
  • Financial Criteria weight overall: 40%.

Other:
