The Operations Section (OPS) provides support services in the areas of finance, procurement, and administration to UNV.  It also manages the UN common premises and provides services, including safety and security, to the participating UN Organizations and Conventions located in Bonn. 

The Chief, Operations Section reports to the Chief, Management Services Division (MSD), and leads the OPS to ensure coordinated and effective delivery of services to UNV management and staff in the areas of finance, procurement, administration, safety and security, in consistence with UNDP and UNV rules and regulations and good management practice.  The Chief, OPS oversee the management of the common premises and services.  The incumbent manages three units (Finance, Administration and Common Premises/services) and provides financial analytics, business intelligence and strategic advice within the functional areas.

Devoirs et responsabilités

Establish and maintain a framework of systems, controls and processes for oversight of UNV resources (over $ 200m annually)

  • Ensure that effective financial internal controls are established, implemented and maintained;
  • Manage the budget financial function;
  • Advise management and staff on all issues related to financial policies and procedures;
  • Ensure that business processes, individual staff access and rights properly reflect changes in organizational structure and staffing, and that staff have clear understanding of individual roles and responsibilities in executing financial transactions using the Peoplesoft (Atlas) ERP system;
  • Take and advise on appropriate actions in response to any audit recommendations or observations;
  • Manage issues related to institutional risk including taking appropriate measures.

Provide strategic financial advisory services

  • Act as the professional in-house resource to enhance understanding of finance, business and internal control issues;
  • Increase management ability to make improved financial and operational decisions;
  • Develop, streamline and implement functional linkages between Finance Unit and other units in UNV;
  • Be the key source of advice on UNV financial management issues to the Executive Coordinator, the Chief MSD, and other senior managers.

Drive the process for planning, allocating and monitoring UNV's financial resources   

  • Manage proper understanding of UNV’s resource requirements needed to achieve corporate results;
  • Forecast UNV revenues based on demand for volunteers (and thereby  agency support costs) as projected by the Portfolio Teams and donor contributions as projected by the Partnerships Section;
  • Formulate a detailed budget for income and expenditure related to the UNV Integrated Budget;
  • Provide performance data and draw appropriate conclusions to advise management on inefficiency in business processes and resource usage and recommend on potential efficiency and effectiveness gains.

Ensure that a system of effective and efficient financial processes is maintained

  • Oversee financial reports and statements to correctly reflect performance and status of UNV assets, liabilities and reserves in line with UNDP financial policies and procedures;
  • Ensure business’ ability to adjust quickly and meet any requirements emanating from UN/UNDP operational initiatives and to support internal UNV strategies and corporate goals;
  • Oversee the implementation of accurate recording, review and reporting of all fund and account balances and timely submission of donor reports in line with agreements and in expected format.

Provide strategic management of the administrative and procurement services

  • Advice senior management on administrative and procurement issues affecting UNV’s delivery and overall operations;
  • Identify approaches and modalities to achieve management targets and increased cost-effectiveness;
  • Ensure high quality provision of procurement and administrative services;
  • Oversee provision of safety and security services.

Ensure support to and coordination of UN common premises and services

  • Provide guidance and advocacy on the development, establishment and management of common services arrangements to/by participating organizations/conventions located in Bonn;
  • Oversee the effective provision of common services and perform reviews, when needed, on service requirements, in coordination with UN counterparts;
  • Ensure that common services and joint arrangements benefit UNV in its objective to provide efficient and economical support services;
  • Represent UNV in inter-agency administrative meetings, ensuring smooth cooperation between agencies and joint undertakings.

Management

  • Lead the Section’s work planning, submit, monitor and report on Section’s budget; contribute to UNV’s corporate plan in the Section’s activity areas, ensuring appropriate reporting on results; 
  • Manage the Section staff, including performance evaluations, and any short-term consultants/staff, ensuring smooth team work, and flexible assignment of responsibilities to meet fluctuating client demands;
  • Ensure that Section’s staff have the knowledge and systems required to carry out their responsibilities, including through regular individual consultations/briefings, periodic section meetings, and on-the-job and formal learning experiences.

Qualifications et expériences requises

Education:

  • Master’s degree in business administration, finance, or related fields.

Experience:

  • 10 years of relevant experience at the international level in administrative services and finance;
  • Of which a minimum of 5 years work experience in middle to senior management positions in the field and HQs including in managing common services;
  • Knowledge of UN/UNDP financial and administrative rules and regulations is a major asset.

Language:

  • Fluency in English is required;
  • Knowledge of additional UN languages is an asset.
