UNDP, the global development network for the United Nations system, is present in over 170 countries and territories and is uniquely equipped to help developing countries build sustainable capacity and support achievement of the Sustainable Development Goals (SDGs). To this end, UNDP offers a wide range of solutions to global, regional, and national development challenges through a comprehensive knowledge network, expert practitioners, and focused / strategic areas of support.

The Development Impact Group focuses on assisting UNDP and partners to achieve higher quality development results through an integrated approach that links results-based management and performance monitoring with more effective and new ways of working.  It will enable UNDP and others to be more innovative, knowledge and data driven by identifying, testing, learning, sharing and institutionalizing what works, including through effective development cooperation, South-South and Triangular Cooperation and higher quality UNDP programming.  It acts as a hub on all aspects of results-based management and development performance monitoring and analysis as well as a hub that identifies, collects, and share ideas on new and better ways of working across the UNDP network, social innovators, and the development community. The Development Impact Group is composed of two sub-areas: Programme Effectiveness and Development Effectiveness. The two teams work closely to understand and deepen UNDP’s and the international community’s understanding of what works and what does not work in effecting development change at country level in UNDP’s Strategic Plan programme priority areas, and how this understanding can drive knowledge creation and dissemination, innovation and scaling up, and more productive partnerships.

The advertised consultancy is envisaged to support three teams within the Development Effectiveness sub-area: Effective Development Cooperation, Knowledge Management, and Innovation.

Effective Development Cooperation Team

The Effective Development Cooperation (EDC) Team is the institutional anchor of UNDP’s work on effective development cooperation, focusing on the comparative advantages of UNDP in strengthening country capacities and systems to manage and coordinate development cooperation and finance coherently and facilitating peer-learning, and knowledge sharing as tools for capacity development. The EDC team also supports the Global Partnership for Effective Development Cooperation (GPEDC) as part of the UNDP-OECD Joint Support Team, which includes facilitating global policy dialogue and mutual learning on effective development cooperation as well as leading country support to the implementation and monitoring of effective development cooperation principles. In addition, the team coordinates the International Aid Transparency Initiative (IATI) Secretariat, providing advisory and administrative services to the Chair, Vice Chair, and 68 member states and organizations. Support to both these initiatives draw on UNDP’s track record of undertaking cross-UNDP initiatives and global processes on transparency, mutual accountability, and national ownership of development cooperation.

Knowledge Management Team:

  • UNDP’s Knowledge Management Strategy Framework 2014-2017 aims to position UNDP as a thought leader and knowledge broker in the global development debate. The way the organization develops, captures, shares, and effectively uses knowledge underpins the realization of development outcomes. To this end, the Knowledge Management Team focuses on four work streams
  • Identifying, capturing, disseminating and applying lessons learned from past projects and initiatives;
  • Strengthening knowledge exchange and networking, through corporate social networking and thematic Communities of Practice;
  • Fostering openness and public engagement through blogging, public online dialogues, consultations and events; and
  • Embedding KM into talent management, HR processes, including training.

Innovation Team

UNDP’s approach to innovation focuses on the identification of bottlenecks, rapid testing of innovative solutions through prototypes, scaling up what is proven to work and, generally, "working out loud" at all times to learn from user, partner and stakeholder feedback. For UNDP, technology is an accelerator of innovation but it is not the only driver of UNDP’s innovation work. In addition, UNDP looks for solutions that place people – the “end-users” of development services – at the heart of the process, and engages them in identifying the challenges and in co-creating solutions.

In practice, this means that UNDP, spearheaded through its Innovation Team, is field testing novel ways to involve users in the design of improved public services and to adopt strategic foresight in enhancing the flexibility of planning processes. UNDP has also been supporting innovation labs that incubate and test user-driven innovations as well as behavioral science trials to create better coherence between public services and citizens’ choices and big data analysis to inform policies and services. and big data analysis to inform policies and services.

Duties, Responsibilties and Deliverables

Deliverable/Result 1 (55%): Effective administration and assistance in managing project resources, budgets and expenditures  for Development Impact Group:   

  • Present thoroughly researched information for planning of financial resources, containing analysis of the financial situation, for teams mentioned;
  • Review, research, and verify a variety of data and reports for accuracy and conformance with financial regulations;
  • Proactively helping project team in managing budget, including undertaking budget revisions, GLJEs, as well as monitoring/tracking of resources (in-coming as well as expenditure). Produce documents related to revisions and facilitate approval of UNDP project budgets and GLJE’s;
  • Preparation of financial reports as needed – including for the Global Partnership for Effective Development Cooperation global project, which contain multiple donors as well as for International Aid Transparency Initiative (IATI) project/financial management (reporting to UNOPS);
  • Provide analysis and coordination support on cost-sharing agreements and any other financial agreements with donors and implementing partners, including following up with GSSC treasury and donors on status of contributions;
  • Take corrective actions and resolve issues on exceptional transactions, including budget errors from country offices, as well as un-posted vouchers, including erequisition, purchase orders, vouchers;
  • Prepare authorizations for allocation of funds to UNDP Regional Services Centers and Country Offices in regards to financial transfers/allocations, provision of COAs, or other actions as needed to ensure smooth allocation processes;
  • Maintain “shadow” budget to monitor overall expenditures of the programmes;
  • Provide support for meeting UNDP financial deadlines and help the EDC, KM, and Innovation teams plan proactively
  • Assist in submitting relevant documentation for the team;
  • Provide support to Operations Specialist as needed on general operational matters, such as GMS collection and updates, position COAs, DMS forms, receipt accruals, and past due milestones and other issues related to contributions management, and operational issues.

Deliverable/Result 2 (20%): Effective and quality procurement processes undertaken by the team:

  • Provide support to all aspects of the programme/projects and operations, as required, through ATLAS and all aspects of the procurement planning and requisitioning in accordance with established procedures;
  • Support  procurement processes, including the recruitment of consultants and experts through preparation of TORs;
  • Liaise with the appropriate procurement colleagues in obtaining necessary clearances, as well as preparing CAP and ACP submissions as needed;
  • Prepare draft (standard) contractual documents for the procurement of goods/services.Provide assistance with initiation of project level procurement activities (printing, editing and design services, others);
  • Ensure timely preparation and submission of requests for payment to Finance;
  • Assist project managers in managing contracts for the service providers (for publications, consultants, venues), ensures effective contract management and their successful closure;
  • Follow up on requested e-requisitions and ensure their valid status (ensuring that they are approved and budget checked).

Deliverable/Result 3 (10%): Operational knowledge and capacity building with the team:

  • Use knowledge of  POPP, Financial policy and regulations, ATLAS, etc. to assist and build capacity among members in DIC team:
  • Keep updated on latest financial and operational rules and regulations and update team members as needed;
  • Facilitation of meetings with operations specialist, and provide synthesis of lessons learnt/best practices.

Deliverable/Result 4 (10%): Effective support on organization and coordination of participants for international conferences:

  • Facilitate preparation of logistic plans for events and relevant budgets;
  • Provide operational support  to travel facilitation for global events and conferences such as High Level Meeting in Nairobi (Global Project on Managing Development Cooperation Effectively;
  • Manage budgets for the events, including conveying appropriate COA to country offices, and help resolve budget errors as needed;
  • Draft authorization and invitation letters for Director’s approvals, logistics for the event and manage budgets for the events.

Deliverable/Result 5 (5%): Setup documents management system for the team:

  • Establish a system for maintaining hard and an electronic copy of project related documents, ensuring safekeeping of materials by following the established filing and archiving standards and procedures for the team. Use the corporate tools for e-filing;
  • Collect and disseminate information related to thematic area, including inputs for donor reports and provides information when requested from various sources;
  • Assist in maintaining and updating a full inventory of MOUs, consultants, service contracts, and ensures monitoring of compliance with corporate approvals (head of the office, committee reviews, others).

Duty Station, Travel and Administrative Arrangements:

  • The consultancy is office-based assignment and is based in New York, USA (UNDP Headquarters);
  • The Consultant will be given access to relevant information and data necessary for the execution of the tasks under this assignment.  The Consultant should have her/his own laptop and software to be used. UNDP will provide access to communication facilities (emails, telephone, access to internet, etc.) at no cost to consultant;
  • The work on and acceptance of deliverables will be preceded by agreement with the UNDP BPPS/DIG staff on the outline of each deliverable.  Payment to the consultant will be based on the accepted deliverables and based on actual number of worked days.

Qualifications et expériences requises

Education:

  • University Degree, preferably in Finance, Accounting, Business Administration or related fields;
  • Possession of a specialized certification in Accounting and Finance, or Project Management and/or Procurement is an asset;
  • Part-qualified accountants from an internationally recognized institute of accountancy will have an advantage.

Experience:

  • Minimum of 3  years of progressively responsible in providing operational support covering the following areas: finance, accounting, project management experience, procurement services preferably in international organizations and multi-cultural environments;
  • Experience and knowledge of web-based enterprise resource planning software, preferably PeopleSoft/ATLAS Finance applications with particular focus on Grants, Project Management, Procurement and T&E Modules (UNDP Headquarters travel management system);
  • Experience in the usage of computers and office software packages such as MS Word, Excel or other relevant programs); advanced knowledge of spreadsheet and database packages is required;
  • Experience working in an international organization, preferably in UN/UNDP systems.

Language

  • Fluency in English, both oral and written, is essential (excellent writing).

Step 2: Submission of Financial Proposals

Applicants are instructed to submit their financial proposals in US Dollars for this consultancy to  bpps.procurement@undp.org using the financial proposal template available here: http://procurement-notices.undp.org/view_file.cfm?doc_id=45780. The proposals should be sent via email with the following subject heading: “Financial Proposal: Finance and Operations Consultant, Development Impact Group, Bureau for Policy and Programme Support (BPPS)” by the deadline for this vacancy. Proposals to be received after the deadline may be rejected. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal should be all-inclusive and include a detailed breakdown. The term ‘all-inclusive’ implies that all costs (professional fees, communications, utilities, consumables, insurance, etc.) that could possibly be incurred by the Contractor are already factored into the financial proposal. The cost of the assignment shall be linked to the deliverables specified above and reflected in the Section B. of the Financial Proposal template.

Criteria for selection of individual consultant for award of contract

Only those candidates who meet the minimum level of education and relevant years of experience requirements will be considered for the technical evaluation. The technical evaluation will include a desk review and may also include interviews with shortlisted candidates.

Combined scoring method – where the qualifications and methodology will be weighted a maximum of 70%, and combined with the price offer which will be weighted a maximum of 30%.

Method: Cumulative analysis method will be used to evaluate proposals.

When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive / compliant / acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical criteria weight: 70 (70% of total obtainable scores)

Financial criteria weight: 30 (30% of total obtainable scores)

Only candidates obtaining a minimum of 49 (70%) points on Technical Evaluation will be considered for the Financial Evaluation.

Technical Proposal  -70 points  (70% weight)

Technical proposals will be evaluated based on the following criteria: 

  • Criteria 1. Education (Minimum University degree in the required fields) – 10 points;
  • Criteria 2. Relevant years of progressively responsible finance and accounting or project management experience – 20 points;
  • Criteria 3. Experience in managing procurement processes and contracts - 10 points;
  • Criteria 4. Relevant experience in planning for and managing logistics and travels for the events - 10 points;
  • Criteria 5. Experience and/or knowledge of UNDP/UN rules and regulations, particularly on operations and finance, and usage of UNDP’s ATLAS system – 15 points;
  • Criteria 6. Demonstrated experience working in an international organization, preferably in UN/UNDP systems – 5 points.

Financial evaluation – 30 points (Weight 30%)

The following formula will be used to evaluate financial proposal:

  • p = y (µ/z), where;
  • p = points for the financial proposal being evaluated;
  • y = maximum number of points for the financial proposal;
  • µ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated.
