“Support to the Civil Service Commission under the President of the Republic of Azerbaijan in implementation of the Institutional Reform Plan within the Comprehensive Institutional Building Program” project is a part of Institutional Reform Plan 3 (IRP3) “Strengthening civil service training in Azerbaijan with a focus on EU affairs” aims at strengthening the core institutions involved into the negotiations and implementations of the EU-Azerbaijan Association Agreement.

The overall objective of the project is to strengthen the capacities of the CSC with regard to management and coordination of civil servants training and professional development function across state bodies and leading to the development and implementation of training strategy and training policies.

The project will focus on two specific objectives: (a) To support CSC in establishment and capacity building of its Strategy & Training Unit and Training Centre through assessment of available staff resources of the CSC, improvement of legislation, creation of facilities and resources required for full operation of the Training Center, as well as support in staffing process, development of internal procedures for the Center and developing of training programs. (b) To strengthen the institutional capacities of CSC to lead and coordinate the civil servants training and to provide the methodological assistance to state bodies and other training centers. For this purpose it is planned to establish the library used by CSC as a resource center that will concentrate and provide access to the various type of training information required for professional development of civil servants.

The major Project partners are UNDP, Civil Service Commission, European Union and GIZ.

Objective of the assignment

The essential preparatory step in setting up of Training Center and its efficient and sustainable functioning will be the availability of well-developed work/training plans in line with the Training Strategy for Civil Servants and internal procedures of Training Center. GIZ project together with CSC is finalizing the strategy document.  The UNDP project is finalizing internal procedures. There is a need for capacity building of the training center in developing and implementing work/training plans.  Training centers of other state bodies may also be involved to the capacity building activities.  

An international expert is expected to develop the draft of Guidelines and training materials on development of work/training plans and deliver the training. The course should be engaging and interactive with practical examples.  All participants are expected to receive a folder with the training materials including useful tips and reminders for future reference.

Scope of work

The international expert is asked to perform the following tasks:

  • Make acquaintance with draft Training Strategy and draft internal procedure of CSC Training Center regulating development of training plans; 
  • Draft the Guidelines for work/training plans development;
  • Deliver training on work/training plans development;
  • Develop training materials (training outline, training methodology, power point presentation);
  • Develop report  on the work done;
  • De-briefing with CSC and UNDP.

Deliverables:

The assignment must have the following deliverables:

  • Guidelines for work/training plans development;
  • Training Materials;
  • Training delivered in Baku, Azerbaijan;
  • Report on the work done.

Qualifications et expériences requises

Education:

  • High education in the relevant field; (max 20 points).

Experience:

  • At least 2 years experience in training delivery; (max 20 points);
  • Expertise and experience in developing work/training plans in general and in the public sector environment in particular; (max 30 points);
  • Adequate knowledge of public sector, strategy, training and development; (max 30 points).

Language:

  • Advanced knowledge of English is mandatory;
  • Excellent writing, editing and communication skills.
