UNCDF is the UN’s capital investment agency for the world’s 48 least developed countries. Its mission is to create new opportunities for poor households and small businesses by increasing access to financial services and investment capital. UNCDF programmes help to empower women and are designed to catalyze larger capital flows from the private sector, national governments and development partners, for maximum impact toward the sustainable development of these countries.

Within its broader economic development mandate, UNCDF focuses on public and private financing mechanisms. Effective and efficient finance – in both the public and private sectors – can spur economic growth and make it more sustainable and inclusive. UNCDF’s focus on financing mechanisms has special relevance for least developed countries, where public financial management is often weak, and private financial systems often underdeveloped and inaccessible to poor people.

UNCDF is growing rapidly and the trend is expected to continue. In order to sustain this growth and give a renewed focus to its country presence, UNCDF has undergone a realignment exercise in 2014. As part of this exercise a Programme Management Support Unit has been created to enable a better planning of resources toward UNCDF’s goals and an increased impact in its intervention. As such the PMSU team is expected to drive corporate programme management practices and systems/tools. The PMSU will also provide important internal programme oversight and have an assurance role vis-à-vis UNCDF accountability for results and for the appropriate use of resources, including corporate rules and regulations and performance targets against the IRRM.

The Programme Finance Specialist is an integral part of PMSU team and reports to the Deputy Executive Secretary UNCDF in close collaboration with the Practice Team Leaders and the Chief MSU.  She/he is responsible for the effective financial  management of the programme portfolio of UNCDF in Inclusive Finance and Local Development Finance (including loans and grants)  in HQ’s PMSU.

The Programme Finance Specialist is responsible for effective delivery of programme finance services, ensuring effective and transparent utilization of resources and integrity of financial transactions in UNCDF.  The Programme Finance Specialist promotes a collaborative, client oriented approach consistent with UNDP rules and regulations.

The Programme Finance Specialist guides programme support staff and works in close collaboration with UNCDF's programme units/practice areas, the management support unit and evaluation unit to resolve complex programme and operations-related issues and follow-up to audit and, ensuring successful UNCDF performance in programme management.

Programme Finance Management focusing on achieving the following results:

  • Effective management of UNCDF programme finance portfolio, including global  programmes;
  • Effective and efficient use of ATLAS in line with project /programme cycle;
  • Analysis and reporting on financial status of UNCDF programme portfolio with proposals for timely budget revisions;
  • Identification  of bottlenecks  for attaining delivery targets  and establishment  of an effective and functioning "early warning" system to flag potential issues and proposal of remedial actions;
  • Analysis of requirements and synthesis of proposals on proper mechanisms to eliminate deficiencies in budget management;
  • Forecasting and monitoring of accounts receivables for UNCDF projects;
  • Preparation of reports, including donor reports;
  • Periodic monitoring of exceptions and identification of remedial actions;
  • Follow-up on cost recovery.

Multi-Year Resource Management focusing on achieving the following results:

  • Establishment and periodic updating of multi-year programme resource and expenditure frameworks, including all sources of funding;
  • Developing scenario for programme allocation based on income assumptions (core and non-core);
  • Pipeline management;
  • Monitoring of quarterly and yearly delivery targets within Authorized Spending Limits (ASLs);
  • Analyze and report on ratio of core and non-core resources in the UNCDF programme portfolio and advise management to allow appropriate allocative decisions;
  • Report quarterly and yearly on global portfolio performance.

Due Diligence And Quality Assurance Of UNCDF Investment Instruments focusing on achieving the following results:

  • Review all grant agreements prior to approval;
  • Quality control prior to disbursements;
  • Oversees preparation of programme/projects annual procurement and audit plans;
  • Ensures compliance with audit recommendations, Finance Rules and Regulations, UNDP POPP, UNCDF Operations Manual;
  • Revenue Management using the contract module in Atlas;
  • Managing the secretariat of UNCDF Programme Appraisal Committee.

Impact of Results

Results of the work of the Programme Finance Specialist have a major impact on the overall effectiveness and efficiency of the UNCDF programme portfolio. Results influence the organization's capacity to utilize resources in a transparent and accountable manner with impact on UNCDF's reputation as a reliable partner.

Qualifications et expériences requises

Education:

  • Advanced (Masters) University Degree in economics, Business, or Public Administration, or a professional accounting qualification from an internationally recognized institute of accountancy;
  • Professionally qualified accountants from an internationally recognized institute of accountancy will have a distinct advantage;
  • UNDP Accountancy and Finance (AFT) Test is Required;
  • Prince 2. Finance and Accountancy Certification.

Experience:

  • 5 years of relevant experience in providing financial management advisory services and/or managing staff and operational systems;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages;
  • Experience in handling of web based management systems and ERP financials, preferably PeopleSoft.

Language:

  • Fluency in English and French required.
