UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.”

With MDGs approaching their due date (December 2015), Indonesia is getting ready to adopt a new set of internationally agreed objectives: the Sustainable Development Goals (SDGs). SDGs are universal in nature and have a wider scope than MDGs. For this reason, some adjustments will be needed to make sure that the Indonesian system is ready to start implementing them.

Indonesia played an important role in shaping the post-2015 development agenda and the current list of SDGs. Moreover, the proposed goals and targets align well with the growth and development priorities of the Government of Indonesia (GoI) stated in the RPJMN 2015-2019, and the current government recognises SDGs as a priority international program. For these reasons, the GoI is committed to pursue the implementation of SDGs at all government level. UNDP has been supported the GoI for the past 5 years in implementing MDGs.

UNDP will extend its support to SDGs implementation, starting from facilitating the transition from MDGs. As the GoI has developed capacity that is still relevant for SDGs, the assistance that is now required from UNDP has changed. It will need to be more focused on scaling up MDGs-era achievements and tackling emerging and complex technical issues. Additionally, as SDGs are much wider in scope than MDGs, UNDP’s support will have to reach a broader range of stakeholders. This will require a more flexible structure, capable of adapting to the needs and characteristics of each different counterpart (local and national government, private sector, philanthropic organizations, CSOs, etc.). These changes will need to be reflected in the structure that will organize UNDP’s work on SDGs in Indonesia. During the PIP, UNDP will work with its government and non-government counterparts to develop a dynamic and cross cutting project that will be capable to tackle the new issues raised by SDGs and deliver results: the SDGs Support Programme (SSP).
Additionally, in this transition phase, UNDP will support the work of the Government of Indonesia in three main areas:
1.    Institutional readiness;
2.    Policies and regulations;
3.    Data and monitoring and evaluation system.
At the same time, UNDP is developing additional global and regional initiatives to ensure the rollout of SDGs is as efficient as possible. Among them is a UNDG initiative to support the localization of SDGs: MAPS (Mainstreaming, Acceleration, and Policy Support). Once this program will be fully designed, it will likely be incorporated in the project.

Under the overall guidance of the Riau Technical  Analyst SDG, the Technical  Assistant provides programme support services ensuring high quality, accuracy and consistency of work. The Programme Assistant works in close collaboration with the operations, programme and project staff in the CO and UNDP HQ as required to exchange information and support programme delivery.  S/he has to ensure high quality project development and implementation. (S)he has the responsibility to assist the Riau Technical  Analyst SDG and the NPM SDG in day-to-day project implementation and produce the results specified in the project document to the required standards of quality and within the specified time and cost. The primary reporting responsibility of the incumbent is to the Riau technical  analyst SDG; and the National Project Manager SDG as the secondary supervisor.   

 

Devoirs et responsabilités

1.    Support the project team to ensure effective project planning, budgeting and  implementation focusing on achievement of the following results:provision of  administrative and technical support assistance for the provision of technical assistance and capacity building initiatives in the implementation of the project.

  • Effective assistant to the technical  analyst in achieving compliance to performance indicators/success criteria, targets and milestones.
  • Timely identification of  the development of policies for codification and action plans;
  • Effective assistance in ensuring that strategies are in-place to communicate the new legal framework down to district/municipality levelProvision of  strategic support in conducting participatory and multi-stakeholder sectoral reviews:
  • Establishment of mechanisms for coordination, dialogue, and learning among actors (bureaucrats and practitioners) in each key sector.
  • Identification of  each actors mandate, plan, map activities, work areas and strengths/weaknesses (sector baseline).
  • Effective assistance to the technical  Analyst and NPM in designing the consultation and inception of project document’s concept and its components.
  • Support technical analyst to identify potential ideas for new project development by promoting innovative intervention and technologies.
  • Support to the effective planning, budgeting, implementation and monitoring of project performance, and the preparation of high quality, timely and results oriented progress reports.

   
2. Support effective communication of  project reputation for quality design, reliable delivery as well as integrity and accountability focusing on the folliwung results ;  

  • Effective support to the technical analyst in identification of  key partners/stakeholders to ensure synergies with other projects/initiatives and to avoid duplication of activities among actors;
  • Strengthenend the communication of the project in order to communicate results, deepen stakeholder knowledge and buy-in to the project, and to facilitate resource mobilization for the project, In coordination with UNDP’s Communication unit and other relevant counterpart communications department,
  • Contribution to the  knowledge products such as best practices and lessons learnt for knowledge sharing; ensure dissemination and utilization of knowledge products.
  • Participation in the trainings for the operations/ projects staff.
  • Synthesis of lessons learned and best practices in project support management function.

Qualifications et expériences requises

Recruitment Qualifications
Education:*    

Bachelor Degree in Business or Public Administration, Economics, Political Sciences and Social Sciences would be desirable or other relevant fields of study.


Experience:*    

Min 3 years of relevant programme and/or administrative experience is required for Bachelor Degree or 5 years of experiences for Diploma.
Experience in the usage of computers and office software packages (MS Word, Excel, etc) and knowledge of spreadsheet and database packages, experience in handling of web based management systems.

Language Requirements:    

  • Fluency in written and spoken English is required;
  • Fluency in written and spoken Bahasa Indonesia is a necessity.

Other Requirements:    

  • Knowledge of SDG related programmes and experience in implementing development related projects and programmes highly desirable.
  • Ability to engage and negotiate with high level personnel in governmental institutions, external agencies, etc.
  • Knowledge and network with SDG related key stakeholder would be desirable.
  • Excellent interpersonal communication skills, writing ability and administrative skills.
  • Ability to work in multidisciplinary teams.
