UNDP is implementing the UNDP Country Programme in Myanmar for 2013-2017 with the aim to promoting local governance, growth and sustainable development with the emphasis on rights-based, gender sensitive, inclusive and equity. This goal will be pursued through three complementary pillars; Pillar I - Local Governance, Pillar II - Environmental Governance and Disaster Resilience, and Pillar 3- Democratic Governance.

Environmental Governance and Disaster Resilience Pillar focuses on strengthening capacities at local, regional and national level to manage and utilize natural resources in a sustainable way, and to enhance resilience and adaptive capacity to long-term climate change including variability impacts and to reduce the associated risk of natural disasters.

UNDP’s work in environmental governance and natural resource management concentrates on the following interlinked strategies: 1) building institutional capabilities for strengthening institutions for environmental and social protection as well as for integration of environmental concerns into national and sectoral plans and strategies, 2) promoting institutional and community capacity for climate change mitigation through implementation of Myanmar REDD+ Readiness Roadmap, and access to renewable energy, 3) biodiversity conservation through integrating biodiversity and ecosystem management into development planning and production sector activities, and strengthening protected area system.

Under the guidance of the Country Director and direct supervision of Team Leader (Environmental Governance and Disaster Resilience), the Programme Analyst (environmental governance and natural resource management) acts as a manager and supervises on all aspects of environmental governance, natural resource management and Climate Change Mitigation including rural renewable energy. The Programme Area portfolio comprises UNDP’s support to the government in strengthening environmental governance, conservation of natural resources, implementation of Myanmar REDD+ Readiness Programme, and other programmes contributing to climate change mitigation including access to rural renewable energy funded by multi-lateral and bilateral donors and the Global Funding Mechanisms such as GEF. The Programme Analyst also contributes to the Environmental Governance and Disaster Resilience Pillar Team in strategic planning and identifies new programme areas while ensuring consistency with Country Programme priorities and creative responses to emerging challenges and opportunities.

The Programme Analyst works in close collaboration with Bangkok Regional Hub Office, UNDP Headquarters the other UN Agencies, Government Officials, multi-lateral and bi-lateral donors, and civil society organizations to successfully implement the environmental governance & Natural Resource Management Programme of UNDP.

Summary of Key Functions:

  • Ensures effective integration of environmental governance, natural resource management and climate change mitigation in the Country Programme;
  • Supervises and monitors implementation of UNDP’s environmental governance and natural resource management component and related projects;
  • Ensures coordination with other units and stakeholders; 
  • Ensures quality management services and facilitates Knowledge Building and Management. 

Ensures effective integration of environmental governance, natural resource management and climate change mitigation in the Country Programme:

  • Take lead in design, formulation and implementation of environmental governance and natural resource management Component of the UNDP Country Programme, while ensuring to contribute to the UNDP’s Myanmar’s programme goal and linkages with other output areas;
  • Keeps record on global development trend particularly in relevant areas of national priorities and UNDP mandates in environmental governance, natural resource management and climate change mitigation;
  • Prepares policy analyses, technical papers and strategy documents relating to environmental governance, natural resource management and climate change mitigation for internal and external use;
  • Promotes linkages of environmental governance and natural resource management component with the poverty reduction and sustainable development programmes in Myanmar.


Supervises and monitors implementation of environmental governance and natural resource management component and related projects:

  • Ensures preparation of annual work plans and budgets of projects, resource tracking, monitoring, reporting in UNDP, in coordination with relevant programmes and projects;
  • Monitors and ensures smooth implementation of environmental governance and natural resource management component to assure results based targets, including compliance to monitoring and evaluation, and other accountability instruments; 
  • Uploads and updates Development Work Plan targets and Balance Scorecard in ATLAS, as required by the CO’s RBM system;
  • Provides technical guidance to the UNDP project personnel and consultants for effective day-to-day programme implementation;
  • Assures compliance and reviews the status of project activities and project management on the ground through monitoring field visits, and makes recommendations as required;
  • Coordinates with the executing/implementing agencies and partners to monitor project progress, delivery and results to ensure effective programme and project implementation;
  • Prepares management responses to corporate and independent reviews, assessments and inquiries;
  • Monitors and identifies operational and financial problems and makes recommendations for solutions;
  • Reviews and identifies resource needs and gaps (human, financial, material) of programme and projects required to meet expected targets
  • Prepares project proposals based on national priorities and in consultation with all stakeholders, including the beneficiaries (men, women and children as well as vulnerable groups) and organizes donor briefing for resource mobilization, with the technical assistance from Regional Hub Office as required;
  • Coordinate with the respective UNDP focal for gender to mainstream gender aspect in environmental governance and natural resource management component implementation and assure integration of gender perspectives into the programme implementation;
  • Produces regular and ad-hoc programme and project related reports by coordinating and utilizing existing expertise, knowledge, and experiences acquired from the projects.

Ensures coordination with other units and stakeholders:

  • Supports in developing strategic partnerships with various agencies, UN and non-UN system organizations and NGOs, private sector and academia to ensure effective management and implementation of environmental governance and natural resource management component and related projects and activities;
  • Prepares briefing documents for donors, the government departments and the stakeholders;
  • Coordinates with the Government counterparts and various stakeholders for effective coordination and policy dialogue in the fields of environmental governance, natural resource management and climate change mitigation;
  • Identifies opportunities for joint project/programme with other Pillars of UNDP Country Programme, as well as other UN agencies and partners, for ensuring synergies and convergence;
  • Maintains the network of contacts for information sharing on environmental governance, natural resource management and climate change mitigation including rural renewable energy access;
  • Leads/engages in and represents UNDP at coordination mechanisms, such as Environment Sector Working Group, as requested.

Ensures quality management services and facilitates Knowledge Building and Management:

  • Identifies and documents best practices and lessons learned linked to environmental governance, natural resource management and climate change mitigation including rural renewable eenergy access and mainstream result learning into UNDP’s broader corporate knowledge networks;
  • Coordinates country-level studies on environmental governance, natural resource management and climate change mitigation including rural renewable energy access and the use of the studies in country-level programming;
  • Monitors national level data on environmental governance, natural resource management and climate change mitigation including rural renewable energy access and summarizes the findings and uses findings for the programming purpose;
  • Advocates for the role and impact of environmental governance, natural resource management and climate change mitigation in sustainable development programming within the UN/UNDP;
  • Provides substantive inputs to Communication Plans and conducts outreach functions on environmental governance, natural resource management and climate change mitigation;
  • Contributes to CO website and CO publications and public events;
  • Identifies and develops suitable media partnerships to increase the visibility of environmental governance, natural resource management and climate change mitigation issues in the country;
  • Represents UNDP corporate policy in substantive arenas as requested and acts a resource person in national and international fora
  • Supports in enhancing environmental governance, natural resource management and climate change mitigation related capacity in the CO and concerned stakeholders.

Qualifications et expériences requises

Education:    

  • Master degree in Environment, Natural Resource Management, Climate Change, Development Studies or any related field of studies.

Experience:    

  • Minimum 2 years experience in the related filed of work;
  • Experience of engagement in inter-agency coordination and networking;
  • Experience in policy advocacy, capacity building of national and local organizations;
  • Experience in networking and strengthening capacity of Civil Society Organizations;  
  • Proven ability to lead a team and to plan and organize work productively with the team;
  • Excellent command of MS office suite applications (Word, Excel, Access, and Power Point).

Language Requirements:    

  • Excellent oral and written command of English;
  • Command of the Myanmar language is favorable.
