Background Information

The Local-level Response for Employment Generation and Integrated Territorial Development (InTerDev) is an Austrian Development Cooperation (ADC)-funded, three-year project of which the purpose is to create institutional and local capacities that will facilitate the transition from survival-based economic activities to business and market-oriented economic activities. By the end of the implementation, the project is expected to produce three results:

1) The capacities of municipal staff in Dragash/Dragaš and Štrpce/Shtërpcë, involved in the provision of services for economic development and integrated rural development, are advanced to the point where the participating municipalities can offer services in an efficient, effective, and self-sustained manner;
2) New jobs and income generation opportunities are created through an improved market positioning and productivity of local micro and small enterprises, including farmers;
3) Bottom-up approaches and local-level concentration for employment generation are operationalized at municipal level through Territorial Employment Pacts (TEPs). 

This TOR contributes to the expected result no. 3: Bottom-up approaches and local-level concertation for employment generation will be operationalized at municipal level through Territorial Employment Pacts (TEPs). The Territorial Employment Pacts in the Municipality of Dragash/Dragaš and Shtërpcë/Štrpce are an institutional innovation based on negotiated planning where different actors at the local level assume complementary and inter-connected roles and responsibilities in views of employment objectives. They constitute a model of territorial concertation that has been adopted in many European countries. 

The project is implementing TEPs in both Municipalities with the close cooperation of Local Action groups (LAGs). As a result of TEP activities in 2015, up to 300 residents in both Municipalities now have a job and additional incomes, through upgrading of rural microenterprises in milk, raspberry, honey production, and various active labour market measures, such as wage subsidy and self-employment. 

In 2016, the key component of the municipal TEPs will be creation of environmentally sustainable green jobs, focusing on forest fruit and herbs harvesting. While this activity represents a considerable source of incomes for families in Dragash/Dragaš and Shtërpcë/Štrpce, there is no added value in the produce, as the local population is not processing locally the herbs and fruits collected. Furthermore, the working conditions of these people are very poor often putting in danger their health and their life. 

Due to malpractices and lack of control on harvesting techniques and seasonality, the flora in the Sharr/Šar National Park area is being damaged rapidly to the point that it is compromising the existence of various species of herbs and fruits. An attempt to regulate harvesting of medicinal-aromatic herbs and forest fruits would contribute to environmental sustainability and have a direct impact over the incomes generated by the local communities in the long run.

The TEP is designed to contribute to environmental sustainability by providing support to vulnerable individuals, giving priority to women, involved in harvesting different herbs and forest fruits in the Sharr/Šar National Park Area to improve their working conditions (health and safety) and improve the techniques through which they harvest the produce as a means to save the flora of the Park. In addition, support will be provided to these vulnerable women to process some of the produce they collect for family use. 

As such, the InTerDev Project Manager will target up to 60 women from Dragash/Dragaš and Shtërpcë/Štrpce and support them with tools and equipment for environmentally friendly harvesting of herbs and forest fruits, as well as trainings on harvesting techniques and seasonality; post-harvest handling, processing, and quality standards; and occupational health and safety.

Objective of the Assignment

Under the supervision of the InTerDev Project Manager, and with the support of the InTerDev Municipal Project Officers in Dragash/Dragaš and Shtërpcë/Štrpce, the objective of this assignment is improve skills and knowledge of the women involved in harvesting of different herbs and forest fruits from the partner municipalities in the Sharr/Šar National Park Area on post-harvest handling, processing, and quality standards.

Scope of Work

Within this TOR, the consultant is expected to:

1. Conduct a desk review of relevant materials and prepare training methodology on post-harvest handling of forest fruits and medicinal and aromatic herbs in the context of the Sharr/Šar National Park Area (Separation, Cleaning, Packaging, Freezing), Processing of forest fruits and production of jams, juices, and other products, and associated quality standards. 

In addition, the consultant will be required to incorporate elements of occupational safety and health linked to processing and packaging of non-wood forest products, in line with international standards. (5 w/ds)

2. Based on the training methodology, provide comprehensive and practical training to selected women-beneficiaries: 

• 30 participants in Dragash/Dragaš (2 w/ds)

• 30 participants in Shtërpcë/Štrpce (2 w/ds)

3. Prepare a report on the training, elaborating on the results of the training sessions, and providing further recommendations for effective post-harvest handling, processing and packaging, and implementation of quality standards. (2 w/ds)

Deliverables / Final Products Expected

  1. Methodology for the training is developed.
  2. Training on post-harvest handling of forest fruits and medicinal and aromatic herbs in the context of the Sharr/Šar National Park Area (Separation, Cleaning, Packaging, Freezing), Processing of forest fruits and production of jams, juices, and other products, and associated quality standards and occupational health and safety is delivered to the women participating in the support provided by the project.
  3. Final report on the implementation of the training is submitted and validated by UNDP.

Scope of price proposal and schedule of payments

Remuneration - Lump Sum Amount:

The Contract is based on lump sum remuneration and shall be processed subject to deliverables as per the schedule listed below:  

Upon successfully delivering all expected results: 100% of the amount

Required Presentation of Offer: 

The following documents are required to be submitted. The candidates who will not submit these three documents will be disqualified: 

  • P11/CV (signed), indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the candidate and at least three (3) professional references (P11 can be downloaded at UNDP web site: http://www.ks.undp.org/content/kosovo/en/home/operations/jobs/)
  • Technical proposal, a max. 2 page document briefly outlining the methodology envisaged for the assignment for delivering the expected results within the indicated timeframe.
  • Financial proposal, The consultant is expected to provide an all-inclusive lump sum amount/financial proposal. The Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP. 

 Criteria for Selection of the Best Offer:

Offers will be evaluated utilizing a combined Scoring method – where the qualifications and technical proposal will be weighted a max. of 70%, and combined with the price offer which will be weighted a max of 30%.

Qualifications et expériences requises

Education:

  • Master’s degree in Agriculture, Agribusiness, Forestry, Agro-marketing, or other relevant field is required. 

Experience:

  • At least 3 years of demonstrated work experience with designing and delivering capacity development sessions in agricultural and rural development topics is required. 
  • Good knowledge of non-wood forest product post-harvest handing and processing, and associated quality standards is required. 
  • Proven experience in and knowledge of the agriculture sector in Kosovo is required; National Park law and the natural resources within the National Park covering Dragash/Dragaš and Shtërpcë/Štrpce Municipalities is an asset. 

Language requirements:

  • Knowledge of fluent spoken and written Albanian, and Serbian is required. Knowledge of English language is an asset.
